Council of the Village of Brooklyn Center
In the County of Hennepin and State of
Minnesota
January 27, 1964
The Village Council met in Regular Session and was called to order by
Mayor Gordon Erickson at 7 :40 P. M.
Roll Call: Mayor Gordon Erickson, Phil Cohen, John Leary, Henry
Dorff and Howard Heck.
Father Morrissy of St. Alphonsus Church gave the invocation for the
meeting.
Motion by Phil Cohen and seconded by John Leary to approve the
minutes of the meeting of January 20, 1964 as recorded. Motion carried
unanimously.
The Village Council discussed the request of Robert Gilbertson for
"On Sale" non - intoxicating malt liquor license at the Beacon Bowl. The
Village Attorney was asked to review the statutes pertaining to this matter
and report at the next council meeting.
Mr. Williams of the Hennepin County Civil Defense office and members
of the Brooklyn Center Civil Defense Unit were present to review the current
Civil Defense Program. There was a considerable amount of discussion regavd-
ing the desirability of appointing a full time civil defense director. It was
determined that the Village Council would review the matter further and discuss
with the Village of Crystal the matter of jointly employing a full time Civil
Defense Director.
Motion by John Leary and seconded by Howard Heck to uphold the action
of the Planning Commission and approve application #63087 submitted by
Richard Ernst, for the approval of the Preliminary Plat of "Richland's Penninsula
Park" subject to the requirements of the platting ordinance and that prior to
approval of the final plat, adequate boring information shall be submitted
regarding street subsoil condition and that test boring shall be furnished for
each lot prior to issuance of building permits and that basement elevations
must be set at an elevation 855.5 Village Datum. Motion carried unanimously.
Motion by Phil Cohen and seconded by Howard Heck to authorize the
installation of Stop signs on Unity Avenue on the south side rf 63rd Avenue
and on Camden Avenue on the North side of 57th Avenue. Motion carried
unanimously.
Motion by Howard Heck and seconded by John Leary to confirm the
Mayor's appointment of Frank Irvin to the Park Board. Motion carried
unanimously.
Motion by John Leary and*deconded by Henry Dorff to appoint James
Sheets as a warming house attendant at $1.50 per hour. Motion carried
unanimously.
Motion by Phil Cohen and seconded by John Leary to authorize the
Mayor and Clerk to execute the contract with Cerny Associates for architectural
services for a Library Building. Motion carried unanimously.
Motion by Henry Dorff and seconded by Howard Heck to submit the
names of the following persons to the Chief Judge of the District Court for
appointment to a Brooklyn Ceaw Charter Commission:

The bills having been audited, motion was .made by Henry Dortf
and seconded by Howard Heck to order paid the bills set forth in the schedule
attached to these minutes and made a part thereof. Motion carried unanimously..
Motion Howard Heck and seconded by Henry Dorlf to adjourn.
Miotioh Carried unanimously. The Village Council, adjourned at 11:30 P. M.
