Council of the Village of Brooklyn Center
In the County of Hennepin and State of
Minnesota
February 3, 1964
The Village Council met in Special Session and was called 10 order
by Mayor Gordon Erickson at 7.30 P. M.
Roll Call: Mayor Gordon Erickson, Phil Cohen, John Leary, Howard
Heck and Henry Dorff were present.
The invocation for the Council meeting was given by Rev. Huber.
Motion by Phil Cohen and seconded by Henry Dorff to approve the
minutes of the Council meeting of January 27, 1964 as recorded. Motion
carried unanimously.
The Village Council heard the report of the Village Attorney regarding
state statutes concerning the issuance of "On- Sale" licenses for the sale
of non- intoxicating malt liquors. Mr. Gilbertson was advised that if he
wished to pursue the matter further he should submit an application for
the council's consideration.
The council considered the request of Richard Ernst that the Village
construct a lift station and assess the cost of the lift station to the area
benefited, on the condition that Mr. Ernst would pay the full cost of the
sanitary sewer lateral to serve a proposed plat of the south end of upper
Twin Lake. The Council advised Mr. Ernst that they would consider his
request for the construction of the lift station further when the porposed
plat is submitted to them for their approval.
Member John Leary, introduced the following resolution and moved
its adoption;
RESOLUTION AMENDING A RESOLUTION AUTHORIZING THE
INVESTMENT OF SURPLUS MONEYS OF THE VILLAGE IN UNITED
STATES GOVERNMENT SECURITIES AND DESIGNATING CERTAIN
PERSONS AS RESPONSIBLE THEREFOR
WHEREAS, this Council did on January 11,1966 establish by
resolution a committee to develop and administer a policy of investment
for funds not immediately required by the Village, said committee composed
of the Mayor, Village Clerk, and Village Accountant, and
WHEREAS, it is now desired that the Village Treasurer be a member
of this committee,
NOW, THEREFORE BE IT RESOLVED, that the Investment Committee of
the Village of Brooklyn Center be composed of the Mayor, Village Clerk,
Village Treasurer, and Director of Finance.
The motion for the adoption of the foregoing resolution was duly seconded
by member Phil Cohen, and upon vote being taken thereon the following
voted in favor thereof. Gordon Erickson, Henry Dorff, Jahn Leary, Howard,
Heck and Phil Cohen and the following voted against the same; None;
whereupon said resolution was declared duly passed and adopted,
Motion by Phil Cohen and seconded by Howard Heck to appoint
Henry Dorff as the Council member of the "Employees' Advisory Board ".
Motion curried unanimously.

Motion by Henry Dorff and seconded by John Leary to designate the
Marquette National Bank and the First National Bank as additional official
depositaries of village funds for a period of one year. Motion carried
unanimoulsy.
Motion by Howard Heck and seconded by Phil Cohen to authorize
the Village Engineer to request permission from the City of Minneapolis to
connect a Brooklyn Center Sanitary Sewer Lateral to the Minneapolis Sewer
System at the intersection of 51st Avenue and Xerxes Avenue. Motion carried
unanimously.
The Village Attorney was instructed to prepare a resolution stag
the Councils adoption of the Assessment Procedures Manual as pommy
adopted by the Village Council.
The Village Council reviewed the work done to date by the village
staff on preparation of a Capital improvements Program. The Council
also discussed the report titled "Community Objectives: A Tool for Guiding
City Development". It was determined that the Council should study the
report further and discuss the matter at a later date.
Motion by Howard Heck and seconded by Henry Dorff to adjourn.
Motion carried unanimously. The Village Council adjourned at 14:55 P. M.
