Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota
February 17, 1964
The Village Council met in Special Session and was called to order
by Mayor Gordon Erickson at 7:30 P. M.
Roll Call: Mayor Gordon Erickson, Phil Cohen, Henry Dorff, Howard
Heck and John Leary were present.
The invocation for the Council meeting was given by Rev. Swedberg'.
Motion by Howard Heck and seconded by Phil. Cohen to approve the
minutes of the Council meeting of February 10, 1964 as corrected. Motion
carried unanimously.
Motion by Howard Heck and seconded by John Leary to uphold the action
of the Planning Commission and approve application #64008 submitted by
Pure Oil Company for a special use permit for a service station at 1915 57th
Avenue North with the following conditions:
1. A variance shall be granted to section 35 -320 (3e) and Section
35 -413 (2) which prohibits construction of a service station
on a lot abutting a lot in an R -1 district.
2. There shall be an opaque fence 6 feet in height across the rear of
the lot and extending 40 feet north on both the east and west lot
lines.
3. There shall be no flood lights within 78 feet of the rear lot line.
4. No building permit shall be issued until sanitary sewer is available.
S. Section 35 -707 shall be complied with including approval by the
Planning Commission of survey certificates, architectural drawings,
site plans, parking layout, lighting and proposed advertising and
Identification signs.
Motion carried unanimously.
Motion by Phil Cohen and seconded by Henry Dorff to uphold the
recommendation of the Planning Commission and approve application #64009
for the approval of preliminary plat of Ewing Lane addition subject to the
requirements of the platting ordinance and on the condition that Block 2 be left
In a single parcel. Motion carried unanimously.
Motion by John Leary and seconded by Phil Cohen to uphold the action
of the Planning Commission and approve application 6401 b
P PP # 0 submitted by
B, C. S. C. Inc. and instruct the administrator to prepare the proper ounce
amendment to rezone Lot 2, Block 1 of the proposed Ewing Lane Addition from
R -1 to B -2. 'Voting for the motion members Phil Cohen, John Leary, Gordon
Erickson and Henry Dorff. Voting against the motion Howard Heck. Motion
carried.
Motion by Phil Cohen and seconded by John Leary to uphold the action
of the Planning Commission and approve application #64011 submitted by
Bridgeman Creamery for the approval of a Special Use Permit for a Drive -rn
ice Cream Store and the plot and parking layout with the following conditions:
1. The front yard setback from the Osseo Road shall be 96 feet.
2. The requirements as set forth in Section 35 -410 (4) shall be waived.

3. A variance from the provisions of Section 35 -701 to permit a
10 foot wide green strip on the South and West side of the property.
4. A variance from the provisions of Section 35 -702 to permit driveways
50 feet apart instead of 100 feet.
5. The special use permit shall not become effective until the
ordinance amendment changing the zoning, of the proposed Lot 2,
Block 1 of Ewing Lane Addition, from R -1 to B -2 has become
effective. Voting for the motion Phil Cohen.. John Leary, Gordon
Erickson and Henry Dorff and voting against the motion Howard Heck.
Motion carried.
Motion by Henry Dorff and seconded by John Leary to uphold the
.recommendation of the Planning Commission and approve application #64006
submitted by Brooklyn Center Shell Station and approve a Special Use Permit
to store and rent trailers. Motion carried unanimously.
Motion by Howard Heck and seconded by Henry Dorff to uphold the
recommendation of the Planning Commission and approve application #64007
submitted by H. I. Erickson and grant permission to divide parcel #870 of
Auditors Subdivision #309 into two tracts and sell the Easterly tract to Glen
Hanson who must combine the said easterly tract with parcel #821 Auditors
Subdivision #309. Motion carried unanimously.
The Village Council considered application #64012 submitted by
R. C. Ernst for the approval of a preliminary plat. After discussion of the
matter there was a motion by John Leary and seconded by Phil Cohen to
table action on application #64012 until March 2, 1964. Motion carried
unanimously.
Motion by Henry Dorff and seconded by Phil Cohen to uphold the action
Of the Planning Commission and approve application #64013 submitted by
National Little League for a Special Use permit for an unlighted baseball
Park in an R -1 district with the following conditions:
1. A variance is granted to permit signs on the outfield fence provided
they fake inward towards the playing field.
2. The plans for parking lot layout are approved providing that
screening will be provided adjacent to the residence at 2413
Ericon Drive and along the North side of the Little League
property'.
Motion carried unanimously.
Motion by John Leary and seconded by Henry Dorff to approve the
fallowing licenses:

Semple House Movers, Inc. 1257 Barclay Avenue , St Paul
Motion carried unanimously.
Motion by Phil Cohen and seconded by Howard Heck to approve the
appointment of Mrs, Janet Johnson as a member of the Park Board to
complete the unexpired term of Dallas Lawrence. Motion carried unanimously.
Motion by John Leary and seconded by Howard Heck to accept the
resignation of Mrs. Janet Johnson from the Recreation Commission. Motion
carried unanimously.
Motion by John Leary and seconded by Phil Cohen to approve the
final plat of R. R. McChesney and Sons 1st Addition and authorize the Mayor
and Clerk to sign the plat, Motion carried unanimously.

The Village Council adjourned at 11;50 P.M. Motion carried unanimously.
