HomeMy WebLinkAbout1964 03-09 CCM Regular Session Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center In the County of Hennepin and State of -- .Vinnesota March 9, 1964 The Village Council met In Regular Session and was called to order by Mayor Gordon Erickson at 7:35 P. M. Roll Call; Mayor Gordon Erickson, Phil Cohen, Henry Dorff, Howard Heck and john `Leary were present. The invocation for the Council meeting was given by Rev. Oral Morgan of the Brooklyn Center Church of Christ. Motion by Howard Heck and seconded by Henry Dorff to approve the minutes of the Council meeting of March 2, 1964 as recorded. Motion carried unanimously. Member Phil Cohen introduced the following resolution and moved its adoption: RESOLUTION CALLING FOR BIDS FOR MATERI,AAI§ AND EQUIPMENT V.fHEEREAS, the Village of Brooklyn Center requires supplies of the following commodities during the 12 month period from April 1, 1964 to April 1, 1965 and certain equipment provided for in the 1964 Police Department Budget, BE IT HEREBY RESOLVED, that the Administrator and Assistant Administrator are authorized to open and tabulate bids at 2:00 P. M. on Monday, April 6, 1964 for the following materials & Equipment: 45#000 Gallons Gasoline 15,000 Gallons #¢2 Fuel Oil 15,000 Gallons Diesel Fuel 13,000 Tons Gravel M.S. H. Class BA2 4,000 Tons Gravel M.S. H. Class 5 1,000 Tons Salt Sand M.S. H. Blended Polyphosphates 225 5/8" x 3/4" Meters 10 1 meters 10 1 -1/2" Meters One (1) Radar Speed Checking Device The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck and upon vote being taken thereon the following NV voted in or thereof: Gordon Erickson, Henry Dorff, John Leary, Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. -I- 149 Member Henry Dorff introduced the following resolution and moved its adoption: RESOLUTION REGARDING TRAFFIC SIGNALS ON HIGHWAY 152 AND ITS INTERSECTION WITH SOUTH ACCESS ROAD AND ITS INTERSECTION WITH 63RD AVENUE NORTH BE IT RESOLV.�D that the Village enter into an agreement with the State of Minnesota, Department of Highways for the following purposes, to -wit: To install a traffic control signal on Trunk Highway No. 152 at its intersection with South Access Road and its intersection with 63rd Avenue North and interconnection in accordance with the terms and conditions set forth and contained in Agreement No. 53996, a copy of which was before the Council. BE IT FURTHER RESOLVED that the Mayor and Clerk be and they hereby are authorized to execute such agreement, and thereby assume for and on behalf of the village all the contractual obligations contained therein. The motion for the adoption of the foregoing resolution was duly seconded by member Phil Cohen and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, 'Henry Dorff, john Leary.. Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Member Phil Cohen introduced the following resolution and moved Its adoption: A RESOLUTION FOR ACQUISITION OF TAX FORFEITED LAND FOR PUBLIC PURPOSES BE IT RESOLVED, by the Village Council of the Village of Brooklyn Center, Minnesota, that the Village Attorney be authorized and directed to file "Application for Governmental Subdivision for Conveyancl of Tax Forfeited Lands" for the following property contained in the Hennepin' County list 577 - C, said property be used by the Village of Brooklyn' Center for Public Purposes as Park Land. Parcel #5000 - Lot 13 Twin Lake Park, Plat #90070 Parcel #6400 - Lot 30 Twin Lake Park, Plat #90070 BE IT FURTHER RESOLVED, that the Mayor and the Clerk of this Village be and hereby are authorized and directed to sign said application on behalf of the Village of Brooklyn Center. Adopted this 9th day of March 1964. Mayor ATTEST Clerk The motion for the adoption of the foregoing resolution was duly seconded by member john Leary, and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, Henry Dorff, john Leary, Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. -2- 157 Member john Leary offered the following resolution and moved its adoption: RESOLUTION RELATING TO CLASSIFICATION OF TAX FORFEITED PROPERTIES V. HEREAS, The Village Council of the Village of Brooklyn Center, Hennepin County, Minnesota, has received from the County Auditor of Hennepin County, Nfinnesota, a list of lands in said village which became the property of the State of Minnesota under the provisions of law declaring the forfeiture of lands to the State for non - payment of taxes, which said list has been designated as Classification List "577 -C", February 11,1969; and WHEREAS, each parcel of land described in said list has heretofore been classified by the Board of County Commissioners of Hennepin County, Minnesota as non - conservation land and the sale thereof has heretofore been authorized by said Board of County Commissioners: NOW, THEREFORE, BE IT RESOLVED, by said Village Council, acting pursuant to Minnesota Statutes for 1957, Section 282. 01, Subd. 1, that the said classification by said Board of County Commissioners of each parcel of land described in said list as non- conservation land be and the same is hereby approved and that the sale of each such parcel of land be and the same is hereby approved. Member Howard Heck seconded the motion. The question was on the adoption of the resolution, and the roll being called, there were 5 'YEAS and 0 NAYS, as follows: YEAS Gordon Erickson Howard Heck Hg= Dorff Phil Cohen john Leary Resolution adopted. Member john Leary, introduced the following resolution and moved Its adoption: RESOLUTION ESTABLISHING LOAD LIMITS ON THE STREETS OF BROOKLYN CENTER BE IT RESOLVED, by the Village Council of the Village of Brooklyn Center that the legal load limit on streets of the Village of Brooklyn Center shall be 5 ton per axle, beginning on March 10, 1964 and continuing until such time as the Village Engineer shall determine. The motion for the adoption of the foregoing resolution was duly seconded by member Phil Cohen, and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, Henry Dorff, john Leary, Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION REQUESTING IMPROVEMENT OF TRUNK HIGHWAY 152 AT ITS INTERSECTION WITH SOO LINE RAILROAD TRACKS WHEREAS, at the grade crossing of Trunk Highway 152 and the Soo line Railroad tracks at the City limits of the City of Minneapolis allows switching trains to obstruct traffic on Highway 152; and +S« 153 WHEREAS, these obstructions inconvenience residents and vieftm of Brooklyn Center and adversely affect the missions of emergency vehicles; and VWHEREAS, there are only four major highway access points between the Minneapolis Metropolitan Area and the Village of Brooklyn Center, and the congestion at Trunk Highway 152 will increase in direction proportion to the rapidly expanding vehicle population of Brooklyn Center and the neighboring village of Brooklyn Park; NOS Y, THEREFORE, BE IT RESOLVED that the Village Council of the Village of Brooklyn Center urge the Minnesota Department of Highways to construct a grade separation at the aforementioned location; and NOW, THEREFORE, BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Minnesota Department of Highways and to the City Council of the City of Minneapolis. The motion for the adoption of the foregoing resolution was duly seconded by member Phil Cohen , and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, Henry Dorff, john Leary, Howard Heck and Phil Cohen and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Member Phil Cohen introduced the following resolution and moved its adoption; RESOLUTION PROVIDING FOR THE SUBMISSION OF A PROPOSED LIBRARY BOND SALE TO THE ELECTORS WHEREAS, the Village Council of the Village of Brooklyn Center, Minnesota has considered the desirability of constructing and equipping a Library; and WHEREAS, the Council has considered the report of the Library Study Commission and has determined that the construction of a Library would be of substantial benefit to the Village; and W HEREAS, the Council has determined that the total cost of sul6h constructing and equipping of a Lbmry would cost $260, 000; NOW, THEREFORE, BE IT RESOLVED, 1. That the proceedings for the issuance of the General Obligation Bonds of the Village of Brooklyn e p nnesota in the principal amount of $260, 000 for the purpose of a 0 Y�a quipping a Library in the Village of Brooklyn Center are hereby initiated. 2. The question of whether the Village of Brooklyn Center should issue the above mentioned Bonds for that purpose and in the amount stated shall, be submitted to the electors of the Village of Brooklyn Center on May 5, 1964. The motion for the adoption of the foregoing resolution was duly seconded by member john Leary,, and upon vote being taken thereon the following voted in favor thereof: Cordon Erickson, Henry Dorff, john Leary, Howard Heck and Phil Cohen and the following voted against the she None, whereupon st4d resolution was declared duly passed and adopted. Motion by Henry Dorff and seconded by Howard Heck that upon recommendation of the Village Treasurer the Finance Director be ordered to set up a schedule which would include his recommendatig>jx for re in P Pa Y g voting machines indebtness by the issuance of certificafts of indebtness. Motion carried unanimously. The bills having been audited, motion was made by Henry Dorff and seconded by john Leary to order paid the bills set forth in the schedule attached to these minutes and made a a p art thereof.
