Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota
May 25, 1964
The Village Council met in regular session and was called to order
by Mayor Gordon Erickson at 7 :30 P. M.
Present were Mayor Gordon Erickson, Phil Cohen, John Leary and
Henry Dorff. Trustee Howard Heck was absent.
The invocation for the Council meeting was given by Father Morrissy
of St. Alphonsus Church.
Motion by John Leary and seconded by Phil Cohen to approve the
minutes of the Special Council meeting of May 18, 1564 as recorded.
Motion carried unanimously.
Trustee Howard Heck arrived at the meeting at 7 :35 P. M.
Mr, Anderson, Program Chairman, for the American Legion Post
invited the Council and the Mayor to a Memorial Day ceremony, at the Mound
Cemetery, to be held at 11 :00 A. M. on Saturday May 30.
Motion by Phil Cohen and seconded by Henry Dorff to uphold the
action of the Planning Commission and deny application #64037 submitted
by Gerald Crosby and others for the approval of a preliminary plat of
Brooklyn Terrace Addition, Motion carried unanimously,.
The Council determined that it would consider Mr. Crosbys request
to subdivide one building site from his property at a later date. The owners
of the property involved in the proposed plat are to be notified of the date
of this discussion.
Motion by Howard Heck and seconded by John Leary to authorize the
Engineer and the Attorney to work out a suitable plan to allow Mr. Crosby
to make a subdivision of his property, in such a way that it may later be
Included in a plat, and to insure that Mir. Crosby will participate in future
development costs of the entire plat. Motion carried unanimously.
Motion by Phil Cohen and seconded by Howard Heck to instruct the
Administrator to contact the contractor working on Interstate 94 and solicit
his cooperation in reducing the number of hours worked per day to limit the
disturbing noise during normal sleeping hours, and further to instruct the
attorney to prepare an ordinance dealing with noise abatement, Motion
carried unanimously.
Motion by Henry Dorff and seconded by John Leary to approve
Investment by the Brooklyn Center Fire Department Relief Association in
Jordon Independent School District #717 and Waseca Independent School
District ##829 bonds. i\,/lotion carried unanimously.
Motion by Howard Heck and seconded by John Leary to approve the
following licenses:
Electrical License
Richmond & Sons Electric Company 2810 Major Ave. No,
House 1 lovers License
Semple Housemovers Inc, 1257 Bauley, Ot. Paul
Motion ..carried unanimously.

Motion by john Leary and seconded by Howard Neck to declare the 22
first reading completed of an ordinance with respect to tampering with
motor vehicles without permission of the owner, and to place it on the
agenda of the Council meeting of June 8, 1964, Motion carried unanimously.
Motion by Henry Dorff and seconded by John Leary to reduce the
street bond for Hipp's Palmer Lake Terrace Addition from $48,900 to $1900,
as recommended by the Village Engineer. Motion carried unanimously.
Motion by Howard Heck and seconded by Henry Dorff to appoint
Daniel Christensen as part-time clerk in the Liquor Store at a wage of
$1.50 per hour. .Motion carried unanimously.
Motion by Phil Cohen and seconded by John Leary to appoint Michael
Smith tend Stephen Thoennes as ball diamond caretakers at a wage of $1.00
per hour. Motion carried unanimously.
Motion by Howard Heck and seconded by Henry Dorff to approve the
final plat of Queen Addition and authorize the Mayor and Clerk to execute
the Final Plat. Motion carried unanimously.
Motion by Phil Cohen and seconded by Howard Heck to authorize the
taking of bids for a 3/4 ton heavy duty pickup for use in the public utilities
department bids to be opened at 11 :00 A. M. on Monday June 15, 1964,
Motion carried unanimously.
The bills having been audited motion was made by Henry Dorff and
seconded by Phil Cohen to order paid the bills set forth in the schedule
attached to these minutes and made a part thereof. Motion carried unanimously.
Motion by Howard Heck and seconded by Henry Dorff to adjourn.
