Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center

The Village Council, met in regular session and was called to order
by Mayor Gordon Erickson at 7:30 P. M.
Present were Mayor Cordon Erickson, Henry Llorff, john Leary, Phil
Cohen and Howard Heck.
Pastor LeVang gave the Invocation for the meeting.
Motion by John Leafy and seconded by Howard Heck to approve the
minutes of the council meeting of june 15, 1964. Motion carried unanimously.
The Council received a report from Chief O'Hehir on the circumstances
surrounding the fatality on F.A.1. 94 on June 22, 1964, The Council emphasized
the residents of the Village should be protected, and directed the Chief to
- take such actibn as Is necessary to Insure the public safety.
Following a report by Mr. Pentilla, a motion was made by Henry
Dorff and seconded by Howard Heck to accept the audit report of Village
financial records for fiscal 1963; prepared by the firm of Moen and Pentilla.
Motion curried unanimously,
The Mayor announced that the meeting was open for the consideration
of proposed Storm Sewer Improvement No. 1964 -22.
The Clerk produced an affidavit of publication, of notice of hearing on
the proposed improvement showing two weeks' publication thereof in the official
newspaper the last publication being on June 18, 1964, which affidavit was
examined and found satisfactory and ordered placed on file,.
The Mayor then called upon all property- owners present to present
arguments either for or against the proposed Improvement. After hearing and
considering all objections, and the property owners appearing in favor of said
Improvement, member Phil Cohen introduced the following resolution and moved
its adoption:

the following improvement shall be constructed;

2. The plans and specifications for said improvement shall be
prepared. by Caswell Engineering Company.
The motion for the adoption of the foregoing resolution was duly seconded
by member john Leary, and upon vote being taken'thereon the following
voted in favor thereor: Gordon Erickson, Henry Dorff, john Leary, Howard
Heck and Phil Cohen and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.

said resolution was declared duly passed and adopted.

the proposed improvement showing two weeks' publication thereof in the
official newspaper, the last publication being on June 18, 1964, which
affidavit was examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments elther for or against the proposed improvement. After hearing and
considering all objections, and the property owners appearing in favor of said
:improvement, member Howard Heck introduced the following resolution and
moved its adoption:

WHEREAS, the Village Administrator, Assistant Administrator, and
the Village Engineer have reported that on June 22, 1964, at 11:00 A. k/I. ,
they opended and tabulated bids received for Projects 1964 -22, 23, and 24 and
that said bids were as follows:

NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center that the bid of Bianconi Const. Co. in the amount
of $47,083.11 as to furnishing of all work, labor and material in connection
with Projects 1964 -22, 23, & 24 according to the plans and specifications
therefor now on file in the office of the Village Clerk is deemed to be the
lowest and best bid submitted for said work by a responsible bidder, and
said bid is hereby accepted.
The motion far the adoption of the foregoing resolution was duly seconded
by member Phil Cohen,, and upon vote being taken thereon, the following

Member John Leary introduced the following resolution and moved

RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED
STCRA SE 1VER HEARING IMPROVEMEN NO.
VIHEREAS, State Highway F.A.I. 94 is under construction South of
67th Avenue North in the Village of Brooklyn Center,, and
WHEREAS, the said Highway significantly alters the methods and
cost of constructing a storm sewer to serve
Lists 2, 3, 4, 5 and 6 of Oak Hill Addition;
Lots 2, 3, 4 and 5 of Oak Hill, Second Addition;
Lots 1, 2, 3, 4 and 5 of Block 2, Oak Hill Third Addition;
Lots 1, 2, 3, 4 and 5 of Block 1, Oak Hill Third Additon;
Lots 7, B 9 and 10 of Block 1 Sandahl Addition;
Lots 1, 2 and 3 of Block 3, Sandahl Addition;
The West 220 feet of the South 660 feet of part of Lot 2 Auditors
Subdivision 25; Those tracts of land bounded on the North by the South
right -of -way of 67th Avenue North, on the West by the extension of
the East right -of -way line of France Avenue North, on the South by
the North right -of -Way line of F.A.I. 94, and on the East by an
extended line parallel to and 220 feet East of the East boundary of
Oak Hill Third Addition.

WHEREAS, because of this substantial change of conditions the State 167
of Minnesota has agreed to permit the Village of Brooklyn Center to drain
storm water collecting in the proposed improvement district into the
Highway storm water ditch located along the South boundary of Highway
F.A.I. 94; and
WHEREAS, the proposed Improvement area can, because of these
altered conditions, be served more economically under the present plan
than under previous plans for storm sewer improvements in the proposed
improvement area; and
WHEREAS, the Council is aware of the fact that lots 7, 8, and 9 of
Block 1 and Lots 1 and 2, Block 3 of Sandahl Addition in the proposed
Improvement District drain generally Northward and has considered the cost
Of providing storm drainage to the North and nevertheless determines that
it would be less costly to provide storm drainage. Southward within the
Proposed district by altering the grade of Drew Avenue; and
WHEREAS, the council, for the same reason cited in the next
Preceding paragraph determines that lots 7, 8, and 9 of Block 1 and Lots
1 and 2, Block 3 of Sandahl Addition on Drew Avenue are benefitted by the
Proposed improvement, and
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following;
Storm sewer in Drew Avenue North from South ditch of F.A.I.
94 to 67th Avenue North and in 67th Avenue North from Drew
Avenue to Ewing Avenue; and
WHEREAS the Village Engineer has made a preliminary report
advising that said proposed improvement is feasible and that it can be
constructed at an estimated cost of $8200; and
NOW, THEREFORE, BE IT RESOLVED, by the Village Council of the
Village of Brooklyn Center, Minnesota, as follows:
1. The Council proposes to proceed under authority granted by Chapter
398, Laws of Minnesota 1953, as amended.
2. A public hearing on the proposed improvement shall be held at
the Village Hall in the Village on Monday the 6th day of July, 1964 at 3:00
P. M. , and the clerk shall publish notice of the time and place of hearing
by two weeks' publication in the official newspaper of the Village.

The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote being taken thereon the following voted

Motion by Phil Cohen and seconded by Henry Dorff to authorize
the Mayor and Clerk to sign the proposed purchase agreement with Mr.
IDckrem for an easement on his property. Motion carried unanimously.
Member Howard Heck introduced the following resolution and
moved its adoption:
RESOLUTION APPROPRIATING MUNICIPAL STATE AID
FUNDS MT. H. Mg=
WHEREAS.. It has been deemed advisable and necessary for the Village
Of Brooklyn Center to participate in the cost of a curb and gutter and storm
sewer construction project located on T. H. No. 152 and T. H. 100 within
the limits of said municipality, and
WHEREAS, Said construction project has been approved by the
department of Highways and identified in its records as S. P. No. 2742 -02
and S. P. No 2755 -27 respectively,
NOW, THEREFORE, BE IT RESOLVE,: That we do hereby appropriate
from our Municipal State -Aid Street Funds the sum of $24,810.88 to apply
toward the construction of said project and request the Commissioner of
Highways to approve this authorization.
The motion for the adoption of the foregoing resolution was duly seconded by
member Phil Cohen, and upon vote being taken thereon the following voted
in favor thereof C- ;ordon Erickson, Henry Dorff, John Leary, Howard Heck
and Phil Cohen and the following voted against the same: None, whereupon
said resolution was declared duly passed and adopted.
Motion by Phil Cohen and seconded by Howard Heck to approve the
recommendation of the Fire Department for a full time driver at the East
Station on Saturdays as per the Department`s letter of June 18, 1964.
Motion carried unanimously.
Member Howard Heck introduced the following ordinance and moved
its adoption:
AN ORDINANCE PROVIDING FOR THE CUSTODY AND DISPOSAL
OF PROPERTY COMING INTO THE POSSESSION OF THE VILLAGE
OF BROOKLYI t CE R AM RE!,, UNCLAIMED
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN"
AS FOLLOWS:
Section 1: Chapter 2 of the Village Ordinances is hereby amended
as follows:
Sectio, n 2 -101. CUSTODY OF FOUij?D PROPERTY OTHER THAN ANIMALS.
The Village Administrator shall make provisions for receiving and safekeeping
found property and money delivered to hire and coming into his possession in
the course of municipal operations. A receipt shall be issued to the person
delivering such property or money to the Village. Such property shall be
stored in a safe place and such money deposited with the Village Treasurer
In a special account for found money for a period of six months unless claimed
by the true owner. It shall then be subject to disposal under this ordinance
as unclaimed property or money.
Section 2-102. CLAIMS BY OWNER, During such six month period,
the Village Administrator may deliver such property or order such money paid
to the true owner upon proof of ownership satisfactory to the Administrator,
after ten days notice by mail to any person who has asserted a claim of
ownership. The Clerk shall not issue any order for the dispersment of such
money without the written order of the Village Administrator. If ownership
cannot be determined to his satisfaction, the Administrator may refuse to
deliver such property or order the payment of such money to anyone until
ordered to do so by a Court.

Section 2 -103, CLAIM BY FINDE€'.. If the true owner does not
claim the property or money during this sic month period, the Administrator
may deliver the property or order the money to be paid to the person who
delivered it to the Administrator if at the time of delivery such person
Indicated in writing that he wished to assert a claim to the property or
money as a finder.
Section 2 -10„ 4. TRANSFER TO GED ERAL FUND. If any such money
Is not claimed by the true owner or finder within the six month period, the
Village Administrator shall notify the Clerk and the money shall then be
transferred to the General Fund of the Village.
Sa2 105. SALE. After the six month period, property not delivered
to the true owner or finder shall be sold by the Village Administrator at public
auction or appropriated to the use of the Village. The Administrator shall
give one week published notice of the auction in the official newspaper.
The notice shall describe the article to be disposed of and announce the
date, time and place of the auction. Instead of being sold at auction, any
article or property may be appropriated to the use of the Village by any
Department in need thereof upon approval of such appropriation by the Village
Council.
Section 2 -106, DISPOSITION OF PROCEEDS. After the auction has
been completed, the Village Administrator shall remit the proceeds of the
auction to the Village Treasurer for deposit in the General Fund. Any
Property offered for sale but not sold and not suitable for appropriation to
the use of the Village shall be deemed to be of no value and shall be
disposed of in such manner as the Village Administrator directs,
Section 2 -107. CLAIM BY OWNER AFTER AUCTION. The true owner
Of property sold at auction under section 5, shall upon application to the
Clerk within six months of the auction and upon satisfactory proof of owner-
ship, be paid the sale price from the General Fund,
Section 2 -108. SUMMARY DISPOSAL. The Village Administrator may,
without notice and in such manner as he determines to be in the public
Interest, dispose summarily of any property coming into his possession
which he determines to be dangerous or perishable. He shall make a record
of the pertinent facts of the receipt and disposal of such property.
Section 2-109. REPEAL. Sections 2 -101, 2 -102, 2 -103 and 2 -104 of
Chapter 2 of the Ordinances of the Village of Brooklyn Center adopted
December 30th, 1957 and entitled "An Ordinance providing for the Disposal
Of Abandoned Property Held By The Village" are hereby repealed.
Section 2: This ordinance shall be in force and effect from and
after its publication.

Member Phil Cohen introduced the following ordinance and moved
its adoption:
CHAPTER 6 OF THE ORDINANCES OF THE VILLAGE OF
BROOKLYN CENTER, SAID CHAPTER TO BE KNOWN AS THE
"AD CODE OF TLIE VILIAGE OF BROO Yi CENTER"
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN:
Section 1: A new ordinance to be known as the "Administrative Code
of the Village of Brooklyn Center" as hereinafter set forth is hereby adopted,
and shall become Chapter 6 of the Village Ordinances.
Section 2. Said "Administrative Code of the Village of Brooklyn
Center shall be in full force and effect from and after its publication.
Section 3. For the purposes of the minutes of the,Col
proceedings of the Village Council, the foregoing shall be Inserted in
the minutes and the text of the foregoing ordinance shall be attached to said
minutes and shall be deemed a part hereof.
The motion for the adoption of the foregoing ordinance amendment was duly
seconded by member John Leary and upon vote being taken thereon the
following voted in favor thereof: Gordon Erickson, Henry Dorff, John Leary,
Howard Heck and Phil Cohen and the following voted against the same:
None; whereupon said ordinance was declared duly passed and adopted.
Member Henry Dorff introduced the following ordinance amendment
and moved that the first and second readings be combined, and that the
ordinance amendment be adopted.
A ORD NANCE AhZNDING GPI 4 OE THE YMIAGE ORDINANCES
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN
AS FOLLOWS;
Section I: Chapter 4 of the Village Ordinances is hereby amended
by substituting the title" Public Utilities Division" for the title "Public
Utilities Department: where ever the latter title appears in the ordinance.
Section 2: This ordinance shall take effect from and after its legal
Publication.
Passed by the Village Council of the Village of Brooklyn Center
this 22nd day of June 1964.

seconded by member John Leary and upon vote being taken thereon the

Motion by Howard Heck and seconded by Henry Dorff to instruct the
Administrator to prepare a resolution stating the claim of the Village against
the State of Minnesota, for presentation to representatives for the Village to the
State Legislature. Motion carried unanimously.

CHAPTER 6 - ADMINISTRATIVE CODE
.Section 6 -101. STATEMENT OF INTENT.
6- 101.10. This ordinance, which shall be known as the Administrative
Code of the Village of Brooklyn Center, is established for the purpose of
dividing the administrative services of the Village into departments and
divisions, creating administrative positions, and for the purpose of defining
the functions and duties of each department, division, and position.
6- 101.11. The provisions of this ordinance are based upon the powers
conferred upon the Village Council by Minnesota Statutes Section 412.111,
Section 6 -102. ADMINISTRATIVE ORGANIZATION.
6- 102.10. The administrative services of the Village shall be divided
into the following departments and offices and heads thereof, and said
departments, offices and positions are hereby created:

Section 6 -103. FUNCTIONS OF THE ADMINISTRATIVE OFFICE. The functions
Of the Administrative Office shall be as set out in the following sub- sections.
6- 103.10. Relati to Elected Officials. The Administrative Office
shall perform all of the duties that may from time to time be assigned by the
Treasurer, Clerk, or Council not inconsistent with Minnesota statutes.
6- 103.11. Said officials shall retain ultimate responsibility for the
actions of the Administrative Office in the discharge of these duties.
6- 103.20. Central Pu rchasing . All purchases and acquisitions made
for, or in the name of, the Village of Brooklyn Center shall be made by the
Administrative Office unless otherwise directed by the Council.
6- 103.30. PurchasiMRestrictions. All purchases made by the'
Administrative Office shall meet the conditions set out in the following
sub - sections unless otherwise directed by the Council.
6- 103.31. The Bead of the Department for which the service,
equipment, or supplies are ordered must recommend that the order be placed.
6-103.32. The service, equipment, or supplies must be necessary
to the operation bf the Department.
6- 103.33. ijfhere equipment is ordered to replace obsolete, damaged,
or worn-out equipment, the new equipment shall as nearly as possible equal
that which it replaces in design, and function.'
6-103.34. Where there is more than one possible source of supply
for any item having a cost of FIFTY DOLLAR or more, the Administrator shall
request price quotations from at least two sources and shall place the order
at the lowest price quoted, provided the items are of comparable quality,
unless the Council otherwise directs.
6- 103.35. The cost of service, equipment, or supplies ordered must
not exceed ONE THOUSAND DOLLARS.
6- 103.36. The expenditure must be within the limits established by
the department budget,
6.-103.37. All claims resulting from orders placed by the Purchasing
Officer shall be audited by the Village Council.
6- 103.38, "rkfhere bidding is required to be used, bidding procedures

consistent with state statute.
6- 103.39. The Village Council expressly retains its power to disaffirm
any order or contract entered into by the Administrative Office on behalf of
the Village in the same manner and to
the same extent

Section 6 -104 DUTIES AND RESPONSIBILITIES OF THE VILLAGE
ADMINISTRATOR.
6- 104.10. Chief Administrative Officer. The Village Administrator
shall be the chief administrative

Position shall perform the duties set out in the following sub - sections.
6- 104.11. Supervise the administration of all departments, divisions,
and offices placed within his purview by this Code or as the Council may
from time to time direct.
6- 104.12. Such supervision shall include the making of ministerial
decisions affecting such departments, recommending procedures to the
Council for adoption, and making recommendations to the Council regarding
the employment and/ordismissal of personnel.
6- 104.13. The Village Council shall make all final determinations in
regard to the employment or dismissal of Village employees,
6- 104.14. Develop and issue all administrative rules, regulations,'
and procedures necessary to insure the proper functioning of all departments
within his purview. Such rules, regulations, and procedures shall be

consistent with h6innesota statutes, Village ordinances, and Council Policy.
Said rules, regulations, and procedures shall be effective upon issuance
and shall continue to be in effect until recinded by the Administrator or ay
express action of the Council.
6- 104.15. Supervise the management and operation of the Administrative
Office.
6- 104.20. Budget Submission The Administrator shall submit to the
Council, sixty (60) days prior to call by the County Auditor, a single
consolidated budget document which shall include statements relating to
projected revenue and proposed sources, and all proposed expenditures to
be made and obligations to be incurred, by the Village in the forthcoming
fiscal year.
6- 104 -30. Personnel Officer. The Administrator shall be Personnel
Officer for the Village and shall be responsible for the implementation of
Village personnel policy, and shall perform those duties, as set out in
Chapter 17 of the Village Ordinances.
6- 104.40. Council Advisor. The Administrator shall advise the
Council on all matters pertaining to or affecting the operation of the Village
government and/or the Village proper.
6- 104.50. Enforcement of Laws. The Administrator shall be
responsible for the enforcement of all laws and ordinances within the Village,
and whenever necessary shall make recommendations for changes or additions
to existing ordinances.
6- 104.60. Responsibility to Council. The Administrator shall be
directly responsible to the Council for the faithful and satisfactory performance
of his duties. He shall perform such additional duties, and attend such
meetings of the Council or committees thereof as the Council may direct.
6- 104.70. Representatives of Villag2 The Administrator shall
represent the Village at all official or semi - official functions as may be
directed by the council.
Section 6 -105. DUTIES OF DEPUTY ADNIVISTRATOR
6- 105.10. Duties The Deputy Administrator shall, in the absence
of the Administrator, perform all duties normally performed by the Administrator
as set out in Section 104 of this Code.
6- 105.20. Appointment. The Council shall appoint by resolution a
Deputy Administrator for such term as it may deem necessary for the best
interest of the Village.
Section 6 -106 FUNCTIONS OF THE DEPARTMENT of FINANCE.
6- 106.10. Financial records and Accounts The Department of
Finance shall maintain all Village accounts and develop all reports required

by law or requested by the Administrator, and shall maintain and
store the Official Village Records of all revenue collections, disbursements,
and deposits.
6- 106.20. Arcountfncr Methods. All books and records shall be
maintained in accordance with generally accepted accounting principles
as set forth by the National Committee on Governmental Accounting, and
in accordance with classifications prescribed by the State Public Examiner's
Office wherever practicable.
Section 6 -107. DUTIES AND RESPONSIBILITIES OF THE DIRECTOR OF FINANCE.
6 -107. 10. Responsible to Administrator The Director of Finance
shall be responsible to, and under the supervision of, the Village Administrator
for the management and administration of the Department of Finance.
6- 107.20. Financial Advisor. The Director shall be financial advisor
to the Administrator, and shall assist the Administrator in the preparation
and, presentation of the annual budget.
6- 107.30. Financial Procedures. The Director shall be responsible for
the application of approved financial and accounting procedures and methods
employed within the Department, and shall recommend accounting procedures
to be adopted

6- 107.40, Reoorts. The Director shall prepare, or supervise the
Preparation of all reports requested of hi: by the Administrator, or that are
required by law.
6- 107.50. Investment Committee Membership. The Director of
Finance shall be a member of the Village Investment Committee and shall
perform those duties as set out in Chapter 10 of the Village Ordinances.
6- 107.60. Addition_ al Duties. The Director shall perform any
additional duties that may be assigned from time to time by the Administrator.
Section 6 -108. ORGANIZATION AND FUNCTIONS OF THE DEPARTIMENT OF
PUBLIC WORKS.
6- 108.10. Organization. The Department of public Viorks shall be
composed of a Director of Public Works and the following Divisions and
Division Heads;
Engineering Division ...... , .......... , Village Engineer
Street Division ........... . .. . . . .. Street Superintendent
Public Utilities Division. ... Public Utilities Supt
6- 108.20. General. The primary function of the Department of Public
Works shall be the planning, coordination, and supervision of all public
works projects, and maintenance and operation of existing public works
facilities, within the Village.

6- 108.30, Engineering Division. The Engineering Division shall
be responsible for the planning and design of new public works facilities
within the Village.
6- 108.40. Street Division. The Street Division shall be responsible
for the maintenance of the Village Street System, and for the maintenance of
all Village vehicles and construction and maintenance equipment,
6- 108 -50. Public Utilities Division The Public Utilities Division
shall be responsible for the maintenance and operation of the sewer and
water facilities of the Village as provided in Chapter Four (4) of the Village
Ordinances.
6 108.60. Reports and Records. The Department of Public Works
shall prepare such reports as may be requested by the Administrator and
shall maintain the Special Assessment record in accordance with procedures
recommended by the Director of Finance.
Secti 6 -109. DUTIES AND RESPONSIBILITIES OF THE DIRECTOR OF PUBLIC
WORKS AND DIVISION HEADS,
6- 109.10. Responsibility to Administrator The Director of Public
Works shall be responsible to and endear the supesvision of the A,Cm inistrator
for the
....management and operation of the Department of Public Works.

the supervision of, and responsible to, the Director of Public Works, and
shall perform such tasks as the Director may from time to time assign.
Section 6 -110. FUNCTION OF POLICE DEPARTMENT. The Police Department
shall be responsible for the enforcement of all laws of the State of Ninnesota
and ordinances within the Village.
Section 6 -111. DUTIES AND RESPONSIBILITIES OF THE CHIEF OF POLICE.
6- 111.10. ' Responsible to Administrat The Chief of Police shall be
responsible po a to the Administrator for the enforcement of all laws and ordinances
in the Village, and for the administration and management of the Police
Department, and shall be under the supervision of the Administrator.
6- 111.20. Personnel. The Chief of Police shall be responsible for
the training of police personnel. He shall directly supervise and be responsible
for the operations of the department.
6- 111.30. Budget. The Chief shall assist the Administrator in the
preparation of the Police Department budget.
6- 111.40. Additional Duties. The Chief of Police shall perform any
additional duties that may be assigned from time to time by the Administrator.
Section 6 -112. FUNCTION OF DEPART1 —VXNT OF PROTECTIVE INSPECTIOsJ. The
Department of Protective inspection shall be responsible for the enforcement
of all laws and ordinances regulating the construction and/or alteration
of structures and facilities within the Village, and those regulations pertaining
to land usage within the Village in accordance with Chapter 3 of the Village
ordinances.
Section 6 -113. DUTIES AND RESPONSIBILITIES OF THE CHIEF INSPECTOR.
6- 113.10. Duties . The Chief Inspector shall be responsible to, and
under the supervision of the Administrator for the administration, supervision,
and operation of the Department of Protective Inspection.
6- 113.20. Additional Duties. The Chief Inspector shall perform any
additional duties that may be assigned from time to time by the Administrator.
Section 6-114. FUNCTIONS OF THE PARE, AND RECREATION DEPARTI ENT.
6- 114.10. The Department of Parks and Recreation shall supervise
the acquisition and development, and provide for the maintenance of, all
public park property within the Village, and shall develop and implement
a public recreation program, in accordance with the provisions of Chapter
13 of the Village Ordinances.
Section 6 -115. ORCAi` MTION AND DUTIES OF THE FIRE DEPARTIVINT.
6- 115.10. Organization. The Organization, duties, and administration
of the Fire Department shall be as set out in Chapter Five of the l

6- 115.20. Duties The duties of all officers shall be as set out in
ordinance and the by-laws of the Brooklyn Center Fire Department.
Section 6 -116. T\fUNICIPAL LIQUOR FACILITY.
6- 116.10. Function, The Function of the Municipal Liquor Facility
shall be as set out in Chapter 11 of the Village Ordinances.
6- 116.20. Responsibility The Liquor Store Manager shall be
responsible to, and under the supervision of, the Administrator for the
management and operation of the municipal liquor operation. He shall be
responsible for the supervision and training of liquor store personnel.
6- 116.30. Advisor The Manager shall advise the Administrator
in regard to the operation of the municipal liquor operation, and recommend
policy in regard to such operations.
6- 116.40. Additional Duties. The IManager shall perform any
additional duties that may be assigned from time to time by the Administrator.
Section 6 -117. AD INAINISTRATIVE POLICY
6- 117.10. General Duties of Officers. Each officer listed in
Section 6- 102.10 of this Code shall perform all duties required of his office
by State law, Village ordinances, and resolutions of the Village Council.
