HomeMy WebLinkAbout1964 06-29 CCM Special Session �I Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota June 29, 1964 The Village Council met in special session and was called to order by Mayor Gordon Erickson at 7:3 0 P. M. Roll Call: Present were Mayor Gordon Erickson, Henry Dorff, THoward - leck and Phil Cohen. John Leary was absent. Motion by Phil Cohen and seconded by Howard Heck to approve the minutes of the June 22, 1964 meeting. Motion carried unanimously. Member John Leary arrived at this time. 7 :35 P. M. The Administrator was directed to gain additional information in regard to rebating the fee for a hose moving permit to Semple Movers. Motion by John Teary and seconded by Howard Heck to authorize the Administrator to arrange for bids on a street sweeper, such action required due to the emergency created by the malfunction of present equipment. Sealed bids are to be secured by invitation instead of the usual advertised notice. Motion carried unanimously. The Mayor announced that the meeting was open for the consideration Of proposed improvement No. 1964 -41. The Clerk produced an affidavit of publication of notice of hearing on the proposed improvement showing two weeks' publication thereof in the official newspaper, the last publication being on June 24, 1964, which affidavit was examined and found satisfactory and ordered placed on file. The Mayor then called upon all property owners present to present arguments either for or against the proposed improvement. After hearing and considering all objections, and the property owners appearing in favor Of said improvement, member Phil Cohen introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR THE ABATEMENT OF A NUISMNCE CONDITION AT 5801 COLFAX AVENUE NORTH BY APPROVAL OF OVEMENTPROTECT 1964 -41 Vi "HEREAS, the Village Council of the Village of Brooklyn Center did,, on the 8th day of June 1964, declare the dwelling located at 5801 Colfax Avenue North to be a nuisance, and WHEREAS the Council has considered the letters and reports of the residents in the area and bases its determination upon: I. Letters of the residents of the area; 2. Reports of the Police Department with respect to calls to this Property; 3. Its own knowlege and observations of the premises; and WHEREAS, the owner of said dwelling has made no effort to abate said nuisance, even though the Council and other representatives of the Village have made repeated requests for such action; NOVV, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILIAGE OF BROOKLYN CENTER: that 1. The Building Inspector is hereby directed to board up all exterior doors and windows of the dwelling located at 5801 Colfax Avenue North, -1- r the estimated cost for said boarding up to be $70.00; this improvement to be commenced on the 7th day of July, 1964, unless doors and windows are installed by the owner prior to that date. 2. Improvements made to said dwelling pursuant to this resolution shall comprise Improvement Project 1964 -41. 3. The cost for Improvement Project 1964 -41 shall be assessed against the property, described as Lot 8, Franzen` s Addition, Hennepin County, Minnesota, and certified to the County Auditor and spread upon the tax rolls as a special assessment, and is to be paid in full within one year following such certification. The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, and upon vote being taken thereon, the following voted in favor thereof: Gordon Erickson, Henry Derff, John Leary,, Howard Heck and Phil Cohen and the following voted against the same None; whereupon said resolution was declared duly passed and adopted. Member Phil Cohen presented a report pertaining to the past history of complaints about the property at 5801 Colfax Avenue North, a copy of which has been placed, along with other information concerning this property In the Improvement Project 1964 -41 file. The Council reviewed the operation of the Village Liquor Facility with the Liquor Store Manager, W. Truman Nelson. Motion by Howard Heck and seconded by John Leary to approve the following licenses: Gas Piping License Comfort Heating & A/C Co. 2531 Marshall St. N.E. eating License Anoka Plumbing & Heating Co. 2209 East Main St. Anoka Plumber's Licenses Anoka Plumbing & Heating Co. 2209 East Main St. Anoka Norman & Smith Inc. 18001 Hy. 7 Excelsior Well Drilb.ing License E. H. Renner & Sons Inc. 5465 A County Road 18 Motion carried unanimously. Motion by John Leary and seconded by Phil Cohen to authorize the Mayor and Clerk to sign the proposed plat for Crosby Addition. Motion carried unanimously. Notion by Phil Cohen and seconded by John Leary to authorize the Mayor and Clerk to sign the proposed plat for the Ewing Lane Addition. Motion carried unanimously. Notion by Howard Heck and seconded by John Leary to appoint DeLoure Jankowski as a part time clerk with the Village Liquor Facility. Motion carried unanimously. Motion by Howard Heck and seconded by Phil Cohen to adjourn. Motion carried unanimously. The Village Council adjourned at 12 :08 A. M. c Mayor' k 2 P
