HomeMy WebLinkAbout1964 11-16 CCM Special Session 103 Minutes of the Proceedings of theVillage Council of the Village ac' Droo Center in the County of Hennepin and State of Minnes November 16, 1964 The Village Council met in special session and was called to order at 7:30 P. M. by Mayor Gordon Erickson. Roll Call: Present were Mayor Gordon Erickson, Phil Cohen, Henry DO, John Leary and Howard Heck. Motion by Phil Cohen and seconded by Howard Heck to approve the minutes of the November 9, 1964 council meeting. Voting in favor of the motion: Phil Cohen, John Leary, Henry Dorff and Howard Heck. Abstaining: Gordon Erickson (not present at the November 9th meeting). Motion carried. Motion by Phil Cohen and seconded by Howard Heck to direct the Village Attorney to investigate the statements of Mr. Britt and Mir. Sybrant regarding possible misrepresentation of the facts on which the Council based its decision to grant Mr. Sybrant a variance to the Village Ordinances and report the findings of this investigation to the Village Council at a special meeting to be held in the Council Chambers on November 18 1964 at 7:30 P. M. Motion carried unanimously. Motion by Howard Heck and seconded by John Leary to instruct the Administrator to propose to the Planning Commission for consideration and action the requirement of sending a written notice to parties affected by variances to the Village Ordinance that may from time to time be requested. Motion carried unanimously, Motion by Howard Heck and seconded by Henry Dorff to uphold the recommendation of the Planning Commission on application #64079 submitted by Vernon Franzen and deny the request for rezoning Lot 33, Auditor's Subdivisto n the grounds that the request -is ` ,e �, premature and the Council could not a change in authorized use of this parcel until the Comprehensive Guide Plan for the Northeast Neighborhood is completed. Motion carried unaninwooly. Representative of Cerny Associates, architects for the Brooklyn Center Public Library, discussed with the Council the bids submitted for the construction of the library and possible modifications that could be made in the Present plan to reduce construction costs. Since all bids received exceeded the financial limit s ®t by the Council, the architect recommended that all bids be rejected and new bids be called for after the redesign is complete. Member john Leary introduced the following resolution and moved its adoption: WHEREAS, the Village Administmtor, the Assistant to the Administrator, and a.r?epresentative of Cerny Associates, Architedta, have reported that on November 12, 1%4 at 2:00 P. M. Shoppe 57 870 Yale, Lac. 59,458 and WHEREAS, all bids received are in excess of the amount budgeted by the Village Council far the specified aspects of oonsn, and =Tbe the architect retained by the Village Council has recommended that rejected and that a partial modification of the proposed design is in order In,. ght of the high bids; NOW THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center that all bids submitted "on November 12, 1964 for construction work on the Brooklyn Center Public Library are hereby rejected. 107 The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck and upon .vote being taken thereon the following voted in favor thereof; Cordon Erickson, Howard Heck, Henry Dorff, John Leary and Phil Cohen and the following voted against the same- lion; whereupon said resolution was declared duly passed and adopted. Motion by Phil Cohen and seconded by Henry Dorff to instruct the architect to proceed with the redesign of the library building in an effort to meet budget limitations, and submit the new design to the Library Committee and Village Council for approval. Motion carried unanimously. Motion by John Leary and seconded by Howard Heck to refer back to C the Planning Commission for further consideration can application,;-64099 submitted by Boutell's Furniture. Motion carried unanimously. Motion by Howard deck and seconded by Phil Cohen to direct the attorney to draft a resolution setting out the Council's reasons for approving the subdivision of parcel 3210 in Auditor's Subdivision #309.. Motion carried unanimously. . Motion by Henry Dorff and seconded by John Leary to appoint Vernon Overby as a part-time employee in the DY unicipal Liquor Store at the wage of $1.50 per hour effective October 26, 1964. Motion carried unanimously. Motion by Henry Dorff and seconded by Phil Cohen to establish a clothing allowance of $50.00 per year for each police officer, including the Chief, that is assigned to permanent duty as a plain - clothes office by the Chief of Police, said allowance to be paid in 1965 and years thereafter. Mom carried unanimously. Motion by John Leary and seconded by Howard Heck to refer the proposed fence ordinance, along with the comments of the Council,, to the Planning Commission for its study and recommendations. Motion carried unanimously. Motion by Howard Heck and seconded by Henry Dorff to accept with regret the verbal resignation of Graydon Boeck as a member of the Planning Commission. Motion carried unanimously..
