Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota
December 21, 19f4
The Village Council met in special session and was called to order at
7 :35 P.M. by Mayor Gordon Erickson.
Roll Call: Present were Mayor Gordon Erickson, Phil Cohen, John Leary,
Henry Dorff and Howard Heck.
Rev. LeVang gave the invocation.
Motion by Phil Cohen and seconded by john Leary to approve the minutes
of the December 14, meeting as corrected. Motion carried unanimously.
Motion by Howard Heck and seconded by john Leary to accept the
recommendation of the Planning Commission on application ##64111 submitted
by Dayton Development Company and grant a variance to Section 15 -104 (a)
of the Village Ordinance and permit the subdivision by Registered Land Survey
Of the Property lying North of old 57th Avenue between Osseo Road and Shingle
Creek. Motion carried unanimously.
Motion by Henry Dorff and seconded by Phil Cohen to accept the
recommendation of the Planning Commission on application #64109 submitted
by Automotive Sales and Service and approve the plot plan, parking arrangowent,,
architectural
plans and signery for the building o be constructed b

applicant ant at 6701 Osseo Road. Motion carried unanimously.
Member Phil Cohen introduced the following resolution and moved its
adoption:.
RESOLUTION APPOINTING
VILLAGE ASSESSOR
WHEREAS, Minnesota Statutes 1961 Section
n 73 0
. 5 was amended
by
the Minneso Legislature in 1963 to provide for the appointment of village
assessors the several -village councils, such appointments to be rased
upon the knowledge and training of the appointee in the field of property
taxation; and
WHERE S, john Nordberg has been Village Assessor for the past fourteen""
Years, havini i been elected to that post in 1950 and re- elected every two
Years since t iat date; and
WHEREAS, as Assessor for the Village of Brooklyn Center Mr. Nordberg
has received commendation from State and County officials for the high quality
assessment procedures in use in the Village and
WHERE , the Council is satisfied with the assessment procedures
Presently he g employed and feels that Mr. ` Nordberg is fully qualified for

Brooklyn Center that john Nordberg appointed to the office of Village
Assessor for theVillage of Brooklyn Center, effective January 4, 1964.
The motion fok the adoption of the foregoing resolution was duly seconded
by member Howard Heck and upon vote being taken thereon the following
voted in favor thereof: John; Leary, Howard Heck, Phil Cohen, Henry;Dorff
and Gordon E ickson and the following voted against the same None; ,whereupon
said resolution was declared duly passed and adopted,

Motion by John Leary and seconded by Henry Dorff to instruct the 14 q
Administrator, Village Attorney and Assessor to meet and draft an amendment
to the Administrative Code which will provide for the establishment and
organization of the assessment department, said amendment to be considered
by the Council at the earliest possible date. Motion carried unanimously.
Member John Leary introduced the following resolution and moved its
adoption;
RESOLUTION SETTING WAGES AND SA IES OR THE

WHEREAS, the Village Council , of , the Village of Brooklyn Center has
considered salaries for the village employees for the year 1965.
BE IT HEREBY RESOLVED that the Village Council adopt the following
salary schedules for the year 1965, which are to be made a part of the Wage
and Salary Plan of Brooklyn

said resolution was declared duly passed and adopted.
Member Howard Heck introduced the following resolution and moved
its adoption,
RESOLUTION APPROVING 1965 BUDGET APPROPRIATIONS
BE IT RESOLVED, by the Village Council of the Village of Brooklyn

The motion for the adoption of the foregoing resolution was duly seconded by
member Henry Dorff, and upon vote being taken thereon, the following
voted in favor thereof: Cordon Erickson, Henry Dorff, john Leary, Howard
Heck and Phil Cohen and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
Motion by Phil Cohen and seconded by john Lea to approve pprove a xpenditures
for the implementation of the "Stage 2 Proposal" for street lighting on the
Osseo Road with installation to be completed and lights in operation by
mid` 1965. Motion carried unanimously.
Member Henry Dorff introduced the following resolution and moved
its adoption:
RESOLUTION INSTRUCTING THE VILLAGE ATTORNEY
TO gO 1MMENCE EMINENT D91VIAiN PROCEEDINGS
WHEREAS, the Village of Brooklyn Center has determined the necessity
of constructing an elevated storage tank to serve the municipal water system,
and
WHEREAS, engineering studies indicate the tank structure should be
located in the vicinity of Trunk Highway 100 and Trunk Highway 152, and
WHEREAS, it appears that the acquisition of such a site is necessary,
desirable and in the best interests of the Village of Brooklyn Center, Minnesota,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF BROOKLYN CENTER, MINNESOTA:
That the Village Attorney is hereby instructed and authorized to commence
eminent domain proceedings to condemn the following described property for
public purposes:
Parcel No. 1
The east 40' of that part of Lot 16, Auditor's Subdivision No. 218,
Hennepin County, Minnesota, according to the plat thereof now on
file and of record in the Office of Register of Deeds in and for
Hennepin County, lying southerly of the North 165.0 feet thereof
and west of the northerly extension of the west line of Lot 19,
Auditor's Subdivision No. 218.
Containing .32 acres more or less.

All that part of the two following described lots;
1. Lot 15, Auditor's Subdivision No. 218, Hennepin County,
Minnesota, according to the plat thereof now on file and of
record in the office of the Register of Deeds in and for Hennepin
County, lying westerly of the northerly extension of the west
line of Lot 19, Auditor's Subdivision No, 218,
2. The north 165.0 feet of Lot 16, Auditor`s Subdivision No.
218, Hennepin County, Minnesota according to the plat thereof
now on file and of record in the Office of the Register of Deeds
in and for Hennepin County, lying westerly of the northerly
extension of the west line of Lot 19, Auditor's Subdivision

all of which lies southerly and easterly of the following described

The motion for the adoption of the foregoing resolution was duly seconded
by member Howard Heck and upon vote being taken thereon the following
voted in favor thereof: Gordon Erickson, Henry Dew#, John Leary, Howard
Heck and Phil Cohen and the following voted against the same; None;
whereupon said resolution was declared duly passed am adopted.
Motion by Howard Heck and seconded by Henry to accept a
deed from Village Builders for property to be used for the expansion of
Lions Park. Motion carried unanimously.
Motion by john Leary and seconded by Phil Can to authorize
the Mayor and Clerk to sign an agreement with the Hennepin County
Municipal Court and Hennepin County Sheriff providing for the
service of warrants and other court papers by the Brooklyn Center
Police Department, provided that the agreement and persuant operatio ns be
reviewed by the Council on or before April 1, 1965. Motion carried unanimously.
Motion by HawardLIftjok and seconded by Phil Cohen to continue the
consideration of the present bowling alley license and fee until the December
28, meeting. Voting for the motion Gordon Erickson, Phil Cohen, Henry
Dorff, Howard Heck. Voting against the same: john Leary. Motion carried.
Motion by Henry Dorff and seconded -by Howard Heck to approve the
following licenses:

Motion by john Leary and seconded by Phil Cohen to appoint
Eugene S. Fischer as a part-time employee in the Municipal Liquor Store at
a salary of $1.50 per hour effective December 18, 1964. Motion carried
unanimously.
Motion by john Leary and seconded by Howard Heck to adjourn.
Motion carried unanimously. The Village Council adjourned at 12:15 A. M.
