Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota
August 16, 1965
The Village Council met in special session and was called to order
by Mayor Gordon Erickson at 7 :30 P. M.
Roll Call: Present were Mayor Gordon Erickson, Phil Cohen, john
Leary, Earl Simons and Howard Heck. Also present were A. J. Lee,
D. G. Poss, T. L. Hadd, P. W. Holmlund, T. L. Willard, Richard Cihoski,
Lieutenant James Lindsay and Gene Keating, Attorney.
Motion by Howard deck and seconded by Phil Cohen to approve the
minutes of the August 9, 1965 Council meeting as recorded. Motion carried
unanimously.
Motion by john Leary and seconded by Howard Heck to uphold the
recommendation of the Planning Commission and approve the building
expansion plans submitted by the j. C. Penney Company, subject to final
approval by the Village Building Inspector. Motion carried unanimously.
Member Phil Cohen introduced the following resolution and moved
its adoption:
RESOLUTION NO. 65 -152
RESOLUTION CORRECTING SANITARY LATERAL ASSESSMENT
59 AB ON THE NORTH 188.75 FEET OF WEST 158.4 FEET
OF EAST 314.4 FEET EXCEPT ROAD OF LOT 57, AUDITOR'S
SUBDIVISION NO. 218 {PLAT 89103 PARCEL 79051
The motion for the adoption of the foregoing resolution was duly seconded
by member john Leary, and upon vote being taken thereon, the following
voted in favor thereof: Gordon Erickson, Phil Cohen, john Leary, Earl
Simons and Howard Heck, and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
Motion by Howard Heck and seconded by Phil Cohen to accept the
letters from Emil Assad and Peter Elsen authorizing the razing of structures
located on their respective properties, and authorizing the Fire Department
to burn said structures, provided, however, that the property owners shall
fill in the basements and other holes remaining and clean up the debris
after the razing. Motion carried unanimously.
Motion by john Leary and seconded by Earl Simons to approve the
following license:
Electrical License
Custom Electric Company 1320 East 90th Street, Minneapolis
Motion carried unanimously.
Motion by Phil Cohen and seconded by Howard Heck to authorize
the Mayor and Clerk to sign an agreement regarding the joint sponsorship
of a study of the water levels of Twin Lakes and Ryan Lake. Motion carried
unanimously.

Motion by John Leary and seconded by Phil Cohen to authorize the
Mayor and Clerk to sign an agreement with the Minneapolis Gas Company
regarding interruptible gas service for the Brooklyn Center Public Library.
Mayor Erickson relinquished'the chair to Mayor pro tem Howard Heck
at 9:15 P. M.
Motion by John Leary and seconded by Gordon Erickson to waive the
Council procedure requiring two readings of proposed ordinances as regards
the proposed amendment to Chapter 35 of the Village Ordinances. Motion
carried unanimously.
Mayor Gordon Erickson introduced the following ordinance amendment
and moved its adoption:
ORDINANCE AMENDING CHAPTER 35 (ZONING) OF THE VILLAGE
ORDINANCES (PERTAINING TO THAT AREA OF THE VILLAGE COMMONLY
KNOWN AS THE "EARLE BROVIN FARM ")
and further moved that for the purposes of the minutes of the proceedings
of the Village Council, the foregoing shall be inserted in the minutes and
the text of the foregoing ordinance amendment shall be attached to said
minutes and shall be deemed a part thereof.
The motion for the adoption of the foregoing ordinance amendment was duly
seconded by member Phil Cohen, and upon vote being taken thereon, the
following voted in favor thereof: Gordon Erickson, Phil Cohen, John Leary,
Earl Simons and Howard Heck, and the following voted against the same:
None; whereupon said ordinance amendment was declared duly passed and
adopted..
Mayor Gordon Erickson reassumed the chair at 9 :20 P. M.
The Council discussed the proposed ordinance which would create
a combined Park and Recreation Advisory Board.
The village Council discussed the future development of Osseo Road.
Motion by john Leary and seconded by Howard Heck to adjourn.
Motion carried unanimously. The Village Council adjourned at 11 :25 P. M.
