Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota October 4, 1965 The Village Council met in special session and was called to order by Mayor Gordon Erickson at 7 :30 P.M. Roll Call: Present were Mayor Gordon Erickson, Phil Cohen, John Leary, Earl Simons and Howard Heck. Also present were A. J. Lee, D. G. Poss, T. L. Hadd, P. W. Holmlund, T.L. Willard, M.R. Hyde, and Lieutenant Lindsay. Reverend Bubna of Northbrook Alliance Church offered the invocation. Motion by Phil Cohen and seconded by Howard Heck to approve the minutes of the September 27, 1965 Council Meeting as recorded. Motion carried unanimously. Member John Leary introduced the following resolution and moved Its adoption: RESOLUTION NO. 65 -205 RESOLUTION RESCINDING RESOLUTION NO. 65 -186 AND ACCEPTING QUOTATION ON CHAIRS FOR THE MEETING-ROOM OF JHE BROOKLYN CENTER PgB= LIF3RAR The motion for the adoption of the foregoing resolution was duly seconded by member Phil Cohen and upon vote being taken thereon, the following voted in favor thereof: Gordon Erickson, Phil Cohen, John Leary, Earl Simons and Howard Heck, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Member Phil Cohen introduced the following resolution and moved its adoption: RESOLUTION NO. 65 -206 RESOLUTION ACCEPTING QUOTATIONS ON DRAPERIES FOR THE PMQKM CENJER LIBRARY The motion for the adoption of the foregoing resolution was duly seconded by member John Leary and upon vote being taken thereon, the following voted in favor thereof: Gordon Erickson, Phil Cohen, John Leary, Earl Simons, and Howard Heck, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Motion by Howard and seconded by Earl Simons to increase the appropriation for Civil Defense equipment in the amount of $529.00,• the sum of $ 194.00 to be drawn from unappropriated surplus and the sum of $335.00 from estimated revenue {matching funds}. Motion carried unanimously. Motion by John Leary and seconded by Phil Cohen to appropriate, In accordance with Section 2 -1OS of the Village Ordinances, the following equipment for use in the Police Department: 1 -» 22" black night stick, case No. JCF 5311. I - General Fire Extinguisher, model CP10, case No. 2346. Motion carried unanimously. Motion by Phil Cohen and seconded by John Leary to approve the investment of $8,564.80 in "B" coupons at an interest rate of 5%, by the Fire Department Relief Association. Motion carried unanimously. - 1- P '69 Motion by Howard Heck and seconded by Earl Simons to accept the recommendation of the Village Administrator and the Director of Parks and Fecre- ation and appoint the following persons to the positions and at the salaries listed: Fern Johnson Creative Drama Instructor $2.50/hr. YP P Motion by Howard Heck and seconded by John Leary to authorize the Mayor and Clerk to sign an agreement between the Village of Brooklyn Center and Ray L. Perry pertaining to Water Main Project #1965 -50. Motion carried unanimously. The Mayor announced that the meeting was open for the consideration of objections to any of the assessments for the following improvements: Sanitary ateral Projects 1965 i ry $ f , 34 Storm Sewer Project 1965 -29 Water Main Projects 1964 -42, 1965 -9, 10, 11, 12, 14, 1965 -15, 19, 20 Street Improvement Projects 1964 -55, 57 The Clerk produced an Affidavit of Publication of notice of hearing on the above mentioned assessments showing one weeks publication thereof in the official newspaper, the publication being on September 15, 1965, and the aforementioned affidavit having been examined and found satisfactory, was ordered placed on file. 'j The Mayor then called upon all owners present to present any objections they may have regarding the above mentioned assessments. After all persons desiring to speak thereon had been heard, it was determined to act on the hearing on certain assessments as indicated in the following motions: Motion by Earl Simons and seconded by Howard Heck to declare favorable the assessment hearing on Storm Sewer Project No. 1965 -29. Motion carried unanimously. Motion by Phil Cohen and seconded by John Leary to declare favorable the assessment hearing on Sanitary Lateral Improvement Project No. 1965 -18. Motion carried unanimously. Motion by John Leary and seconded by Earl Simons to declare favorable the assessment hearing on Sanitary Lateral Improvement Project No, 1965 -34. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 65 -209 RESOLUTION CERTIFYING COST OF CERTAIN SEVIER INSTALLAT ONS TO THE HENNEPIN gQUNIX TAX &O_LLS The motion for the adoption of the foregoing resolution was duly seconded by member Earl Simons, and upon vote being taken thereon, the following voted In favor thereof: Gordon Erickson, Phil Cohen, John Leary, Earl Simons and Howard Heck, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Motion by Phil Cohen and seconded by John Leary to instruct the Village Administrator . to advise the Hennepin County Welfare Department that the Village of Brooklyn Center will participate in the Federal Food Stamp Program. Motion carried unanimously. The Council discussed the Proposed 1966 Budget. Motion by Earl Simons and seconded by John Leary to adjourn. Motion carried unanimously.
