HomeMy WebLinkAbout1962 11-19 CCM Special Session Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota November 19, 1962 The Village Council met in Special Session and was called to order by Mayor Gordon Erickson at 7.35 P. M. Roll Call: Mayor Gordon Erickson, John Leary, Henry Dorff, Howard Heck, and Carl Carlson were present. The Rev. John L. Breitholtz offered the invocation for the Council l Meeting. Motion by Henry Dorff and seconded by Howard Heck to approve the minutes of the council meeting of November 12, 1962. Members John Leary,, Henry Dorff, Gordon Erickson and Howard Heck voting for the motion and member Carl Carlson abstained from voting since he was not at the meeting. Motion by John Leary and seconded by Carl Carlson to approve the following licenses; Well Drilling L icense M. Gelmer Well Co. Inc. Hamel Minnesota Taxicab License Zippy Cab Company 5342 Oregon Ave. No. Motion carried. of M t on He Do rff by my rf and seconded b Howard Heck to direct y d c the Finance Director to establish a "Park Concession Surplus Account" in the Park Fund as an improved bookkeeping procedure. Motion carried. Motion by John Leary and seconded by Carl Carlson to reduce the petty cash fund from $150 to $60. Motion carried. Member Howard Heck introduced the following resolution and moved its adoption; RESOLUTION CANCELLING UNPAID BALANCE OF SPECIAL ASSESSMENTS ON THAT PORTION OF THE W. 495.07 FEET OF THAT PART OF LOT 1 LYING NORTH OF S 242.59 OF EXHIBIT A SUBDIVISION BELONGING TO THE ESTATE OF E. HENDERSON, PARCEL 3220, ACQUIRED BY THE STATE HIGHWAY DEPARTMENT FROM FRED A. LOCKE WHEREAS, the award of $1200.00 made by the State of Minnesota Highway Department for acquisition of right -of -way for FAI 94 across the Fred A. Locke property, described above, was Insufficient to cover the back taxes and unpaid special assessments on said property, and WHEREAS, Mr. Locke refused to accept the award of $1200.00 and same was turned over to the clerk of District Court, and, WHEREAS, disposition of the money has been awarded to the Hennepin County Treasurer for delinquent and current taxes, and to the Village of Brooklyn Center for unpaid special assessments, and WHEREAS, after the special assessments have been properly allocated to the portion acquired by the State and to the residue, the amount awarded to the Village of Brooklyn Center of $192.36 is sufficient to pay the unpaid balance of the San. Sewer Interceptor improvement; but insufficient to pay the balance of the Area Interceptor and the Storm Sewer improvements on the portion acquired by the State. -1- 231 BE IT RESOLVED, by the Village Council of the Village of Brooklyn Center to cancel from the Hennepin County Tax Rolls the unpaid special assessments for area interceptor and Storm Sewer improvements on that portion of the aforementioned property acquired by the State Highway Department. THEREFORE, the County auditor is authorized and directed to cancel the amounts of the special assessments as follows: Levy Improvement Unpaid Balance 1962/1963 Inst. 1939 Area Interceptor 251.51 30.57 1941 Storm Sewer 407.48 49.51 The motion for the adoption of the foregoing resolution was duly seconded by member Carl Carlson and upon vote being taken thereon the following voted in favor therof; Gordon Erickson, Carl Carlson, Henry Dorff, john Leary and Howard Heck and the following voted against the same; None; whereupon said resolution was declared duly passed and adopted. Motion by Howard Heck and seconded by Carl Carlson to authorize the purchase and installation of two 48, 000 BTU infa red heating unit in the street department storage building at 69th & Dupont. The quoted price of the heating units is $186 each. Motion carried. Motion by Carl Carlson and seconded by John Leary to terminate the employment of Chris White and Glen Jopp as temporary street department laborers due to lack of work. Motion carried. Motion by Howard Heck and seconded by John Leary to authorize the Mayor and Clerk to execute warrenty deeds to the State of Minna sota for right -of -way acquisition along Osseo Road as it abuts the liquor store, fire station & pump house. Motion carried. The Village Council discussed the proposed Minneapolis Gas Company franchise. Motion by Henry Dorff and seconded by Carl Carlson to adjourn.
