Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
In the County of Hennepin and State of
,M nnesota
May 7, 1962
The Village Council met in Special Session and was called to order
by Mayor Gordon Erickson at 7 :45 P. M.
Roll Call: Mayor Gordon Erickson, John Leary, Henry Dorff,, Howard
Heck and Carl Carlson.
Motion by Carl Carlson and seconded by Howard Heck to authorize
the Mayor and Clerk to sign an agreement with North Suburban Mutual Aid
Association which now includes the Village of New Hope as a member of the
association. ikotion carried.
The Council considered the matter of changing the date of the Village
Election to a December date to separate the Village Election from the General
Election. Motion by John Leary and seconded by Carl Carlson to determine
that the Village Election shall be held on the same date as the General
Election. Members Carlson, Leary, Erickson and Heck voting for the motion.
Member Dorff voting against the motion. Motion carried.
I Motion by Howard Heck and seconded by Carl Carlson to uphold the
recommendation of the Planning Commission and approve application 62016
submitted by Kenneth Nordling for a variance to divide lot 37, Lyndale
Riverside Acres into a 75 foot by 165.6 foot lot and a 72.9 foot by 165.6
foot lot. Motion carried.

aubmitted by Brooklyn Center Shopping Center Inc. for the platting and
rezoning of the proposed Ewing Lane Addition. Motion carried.
Motion by John Leary seconded by Howard Heck to uphold the re-
commendation of the Planning Commission and denying application 62008
for a special use permit to construct a Car Wash in the proposed Ewing
Lane Addition. Motion carried.
The Mayor announced that the meeting was open for the consideration
of proposed SANITARY SEWER IMPROVEMENT NO. 1962 -18.
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks' publication thereof in the
official newspaper, the last publication being on May 3, 1962, which
affidavit was examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. After hearing
and considering all objections, and the property owners appearing in favor of
said improvement, member John Leary introduced the following resolution
and moved its adoption:
RESOLUTION ORDERING CONSTRUCTION OF SANITARY SEWER
IMPROVEMENT NO. 1962 -18 AND ORDERING PREPARATION OF
PLANS AND SPECIFICATIONS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. It is hereby determined that it is necessary and for the best
Interests of the Village and the owners of property specially benefited
thereby, that the following improvement shall be constructed:

Construction of Sanitary Sewer Lateral on 69th Ave. North
from Toledo Avenue North to the West Village limits.
2. The Plans and specifications for said improvement shall be
prepared by Donald G. Poss, Village Engineer, in conjunction with the
Village of Brooklyn Park through it Engineer.
3. It is hereby stipulated that the following assessment procedure
be established regarding said improvement:
Benefitted property owners shall be assessed $375.00 per
building site over a twenty year payment period.
The motion for the adoption of the foregoing resolution was duly seconded
by member Howard Heck, and upon vote being taken thereon, the following
voted in favor thereof: Gordon Erickson, Carl Carlson, Henry Dorff,
Howard Heck, and John Leary, and the following voted against the
same: None; whereupon said resolution was declared duly passed and
adopted.
The Mayor announced that the meeting was open for the consideration

BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows;
1. It is hereby determined that it is necessary and for the best
Interests of the Village and the owners of property specially benefited
thereby, that the following improvement shall be constructed:
Construction of Sanitary Sewer Lateral on Lyndale Avenue North
from 70th Avenue North to 73rd Avenue North.
2. The plans and specifications for said improvement shall be
prepared by Donald G. Poss, Village Engineer, in conjunction with the
Village of Brooklyn Park through its Engineer.
3. It is hereby stipulated that the following assessment procedure
be established regarding said improvement;
Benefited property owners shall be assessed $375.00 per

2. The plans and specifications for said improvement shall be
prepared by the Village Engineer.
The motion for the adoption of the foregoing resolution was duly seconded
by member Carl Carlson, and upon vote being taken thereon, the following
voted in favor thereof; Gordon Erickson, Carl Carlson, Henry Dorff, Howard
Heck, and John Leary, and the following voted against the same; None;
whereupon said resolution was dec fared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed WATER MAIN IMPROVEMENT NO. 1962 -16.
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks' publication thereof in the
official newspaper, the last publication being on May 3, 1962, which
affidavit was examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. After hearing
and considering all objections, and the property owners appearing in favor of
said improvement, member Carl Carlson introduced the following resolution
and moved its adoption:
RESOLUTION DECLARING PUBLIC HEARING UNFAVORABLE FOR
THE CONSTRUCTION OF WATER MAIN IMPROVEMENT NQ. 1162 -16
BE IT RESOLVED by the Village Council of the Village of Brooklyn Center,
Minnesota, as follows:
1. It is hereby determined that it is unnecessary and not for the best
interests of the Village and the owners of property specially benefited
thereby, that the following improvement be constructed:
Water Main, Services, and appurtenances on:
49th Avenue North from Abbott to Beard Avenues
50th Avenue North from Abbott to Beard Avenues
Abbott Avenue North from 49th to 50th Avenues
Beard Avenue North from 49th to 50th Avenues
The Motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote being taken thereon, the following
voted in favor thereof: Gordon Erickson, Carl Carlson, Henry Dorff, Howard
Heck, and John Leary, and the following voted against the same None;
whereupon said resolution was declared duly passed and adopted.

1. It is hereby determined that it is necessary and for the best
interests of the Village and the owners of property specially benefited
thereby, that the following improvement shall be constructed:
6 -inch water main, services, and appurtenances on Emerson
Avenue North from 65th Avenue North to the north right -of -way
of F.A.I. 94 and parallel to the north line of F.A.I. 94 from
Emerson to Fremont Avenues
2. The plans and specifications for said improvement shall be
prepared by the Village Engineer.
The motion for the adoption of the foregoing resolution was duly seconded by
member John Leary, and upon vote being taken thereon, the following
voted in favor thereof: Gordon Erickson, .Carl Carlson, Henry Dorff,
Howard Heck, and John Leary, and the following voted against the same:
None; whereupon said resolution was declared duly passed and adopted.
Motion by John Leary and seconded by Carl Carlson to uphold the
recommendation of the Planning Commission and deny application 62015
for a Special Use Permit for a Little League Ball Park to be located north
of 63rd Avenue and between Garden City 1st Addition and Shingle Creek.
Members Carlson, Leary, Erickson and Dorff voting for the motion. Member
Heck abstaining due to lack of sufficient information.
Motion by Carl Carlson and seconded by John Leary to approve the
final plat of Brandon Addition. Motion carried.
Motion by Carl Carlson and seconded by John Leary, to grant permission
to Cross of Glory Lutheran Church to widen Ewing Avenue 8 feet on its east
side from the intersection with Admiral Lane to a point approximately 300
feet South of the intersection with Admiral Lane. Motion carried.
Motion by Henry Dorff and seconded by Carl Carlson to approve the
publishing of the Combined Balance Sheet of the 1961 audit in the Brooklyn
Center Press and the printing and mailing of the Combined Balance Sheet
to all residents of Brooklyn Center and to make available the full financial
report without cost to anyone requesting the same. Motion carried.
Motion by Carl Carlson and seconded by Henry Dorff to adjourn.
Motion carried. The meeting was adjourned at 12 :30 A. M.
