HomeMy WebLinkAbout1962 05-14 CCM Regular Session !7 Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center t in the County of Hennepin and State of Minnesota May 14, 1962 The Village Council met in Regular Session and was called to order by Mayor Gordon Erickson at 7 :35 P. M. Roll Call: Mayor Gordon Erickson, John Leary, Henry Dorff, Howard Heck and Carl Carlson. Motion by Carl Carlson and seconded by John Leary to approve the minutes of the special council meeting of May 7, 1962 as recorded . Motion carried. Motion by Carl Carlson and seconded by Howard Heck that the Village o f Brooklyn Center participate in a Sewer Rate Study with other municipalities who contract for Sewage Disposal with the City of Minneapolis, on the condition that each participating community appoint a representative to a committee to receive the Study Report and act upon the conclusion of the report. The expenditure for the study shall be made from the Public Utilities Fund. Motion carried. Motion by Carl Carlson and seconded by John Leary to refer back to the Planning Commission Study Committee, for further study and consultation with a representative from the Minnesota Petroleum Council, the proposed amendments to Section 35 -413 of the Zoning Ordinance. The bills having been audited, motion was made by John Leary and seconded by Henry Dorff to order paid the bills set forth in the schedule attached to these minutes and made a part of. Motion carried. Motion by John Leary and seconded by Howard Heck to accept the Justice of the Peace report for the month of March. Motion carried. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED WATER IMPROVEMENT NO. 1962 -19 AND PROVIDING FOR REIMBURSEMENT OF UNASSESSED COSIOFWATER IMPROVEMENT NO 1960-1 WHEREAS, it is proposed that there be constructed an improvement consisting of the following: Water Main, Services, and appurtenances on Willow Lane from 65th Avenue North to a point approximately 1000 feet south of 65th Avenue WHEREAS, the Village Engineer has made a preliminary report advising that said proposed improvement is feasible and that it can be constructed at an estimated cost of $6,625.00. NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: I. The Council proposes to proceed under authority granted by Chapter 398, Laws of Minnesota, 1953, as amended. 2. A public hearing on the proposed improvement shall be held at the Village Hall in the Village on Monday, the 28th day of May, 1962, at 8 :00 o' clock P. M. , and the clerk shall publish notice of the time and place of hearing by two weeks' publication in the official newspaper of the Village. 3. The area proposed to be assessed for said improvement is as follows: All lots and parcels abutting the above street where the project is to be constructed. 4. This proposed improvement shall be designated Water Improvement No. 1962 -19. BE IT FURTHER RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, that it is hereby determined that the -3- 180- properties which will be served by Water Improvement No. 1962 -19 when said improvement is completed, will also be benefited by Water Improvement No. 1960 -1, which properties were not initially assessed for Water Improvement No. 1960 -1; and that as to expenditures made for Water Improvement No. 1960 -1 from general ad valorem tax levies or other sources and funds in addition to special assessments heretofore made for said improvement the Village shall be reimbursed therefor by adding $3,125.00 to the assessments to be levied for Water Improvement No. 1962 -19 and the Village Clerk shall cause notice that such additional amounts will be assessed to be included in the notice of hearing in the making of said Water Improvement No. 1962 -19. The motion for the adoption of the foregoing resolution was duly seconded by member Carl Carlson, and upon vote being taken thereon the following voted in favor thereof: Gordon Erickson, Carl Carlson, Henry Dorff, Howard Heck and John Leary, and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion by Howard Heck and seconded by John Leary that the council determined that the following list of materials are surplus and should be sold or junked if they are not saleable.
