HomeMy WebLinkAbout1961 09-05 CCM Special Session Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Mi nneso t a September 5, 1961 I The Village Council met in Special Session and was called to order by Mayor William Super at 7 :45 P.M. Roll Call: Mayor William Super, Carl Carlson, Henry Dorff, Howard Heck and Clifford Wellman were present. Motion by Carl Carlson and seconded by Clifford Wellman to uphold the recommendation of the Planning Commission and approve the plans, site layout, and parking layout submitted by Shoppers' City subject to compliance with the stipulations of the agreement prepared by Arlen Christenson, Village Attorney. Motion carried. Member Clifford Wellman introduced the following ordinance amend- ment and moved its adoption: AN ORDINANCE ,AMENDING CHAPTER 17 OF THE VILLAGE ORDINANCES TO EXPAND THE COVERAGE THEREOF AND TO PROVIDE FOR RETtREMERT OF VILLAGE EMPLOYEES AT AGE 65 THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CE1VI'ER ORDAINS AS FOLLOWS! Section 1. Section 17.103 of the Village Ordinances is hereby amended to read as follows; Section_ 7- POSITIOES COVERED BY THIS ORDINANCE. All offices and positions in the municipal employ, now existing or hereafter created shall be subject to the provisions of this ordinance, except that: 1. The following offices and positions shall be wholly exempt from the provisions of this ordinance; a. Officials elected by the people. b. 'Members of boards and commissions. c. The Engineer, Village Administrative Officer, Village Attorney, Liquor Store Manager, and Fire Department Members; provided, however, that the provisions of Sections 17 -116, 17 -117, and 17 -118 shall apply to the positions of Village Administrative-Officer, Village Engineer, and Liquor Store Manager. Section 2. New Section 17 -129 is hereby adopted, and old Section 17 -129 and subsequent sections renumbered accordingly. Said new Section 17 -129 to read as follows: Sect 17 -129 RETIREMENr. All officers and employees subject to provisions of this ordinance shall be automatically retired from municipal service upon reaching sixty -five (65) years of age; provided, however, that the Village Council may by resolution extend the employment of any officer or employee beyond the age of sixty -five (65) if in its .judgment the public welfare will be served by such continued employment. Section 3. This ordinance shall be in full force and effect from and after its legal publication. `I � Y _l_ The motion for the adoption of the foregoing ordinance amendment was duly seconded by member Carl Carlson, and upon vote being taken thereon, the following voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and Clifford Wellman, and the following voted against the same: None; whereupon said ordinance was declared duly passed and adopted. Member Henry Dorff introduced the following resolution and moved its adoption: RESOLUTION PLACING THE VILLAGE POLICE DEPARTMENT UNDER THE SUPERVISION OF T HE VILLAGE ADMINISTRATIVE OFPICER WHEREAS, the Village Council of the Village of Brooklyn Center has previously established the position of Village Administrative Officer and defined the duties thereof; and WHEREAS, the Village Council deems it advisable and in the public interest that the Village Police Department be placed under the supervision of the Village Administrative Officer; NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center that in addition to his previously established duties, the Village Administrative Officer shall hereafter supervise the administration of the Village Police Department, including the making of ministerial decisions affecting such department and making recommendations for the hiring and firing of personnel. The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck and upon vote being taken thereon, the following voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and Clifford Wellman, and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion by Carl Carlson and seconded by Howard Heck to approve the Minutes of the Regular meeting of August 14, 1961, as recorded. Motion carried. Motion by Clifford Wellman and seconded by Henry Dorff to authorize, on the recommendation of the Village Engineer, the release of the Street Bond on Hipp's Palmer Lake Terrace 4th Addition. Motion carried. Member Clifford W llman introduced the following resolution and moved its adoption: RESOLUTION PLACING ON FILE AND OPENING TO PUBLIC 33SPECTION PROPOSED ASSESSMENTS PE IT RESOLVED, by the Village Council of the Village of Brooklyn Center, Minnesota, to order placed on file in the Clerk's office and opened to public inspection the proposed assessments on the following improvements: St. Surface 1966- 1961 -34 Storm Sewer f!)61 -24— Sanitary Lat 1961 -23 1964 -49 1961 -35 -2_ 03 r Water Improvement 1961-5 1:961 -22 1960 -63 1961 -39 Public Util Wat er Z9 SO- 53 ._ 1960 -67 Wate Hookups The motion for the adoption or the foregoing resolution was duly seconded by member Carl Carlson and upon vote being taken thereon, the following voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and Clifford Wellman, and the following voted against the same: None, vihereupon said resolution was declared duly passed and adopted.
