Roll Call.: Mayor William Super, Henry Dorff, Howard Beek and Clifford Wellman were present. Trustee Carl Carlson was absent. The motion for the adoption of the foregoing resolution was duly seconded by member Clifford Wellman, 404 upon vote being taken thereon, the fol.ldwing voted in favor thereof: 8em3j `Dorff, Howard Heck, William Super and Clifford Wellman and the following voted against the same: = None; whereupon said resolution was declared duly passed`and.adopted. Trustee Carl Carlson arrived at the meeting (7,40 P.M.) On the recommendation of the Village .2mer.. member Carl Carlson introduced the following resolution and moped its adoptions: RESOUMON ACCE DID F C ONCRETE BLOCK SMWN WALL WMUS, the Village Administrator and Assistant Administrator have reported that on September 11, 1961, at 10 :00 A.M., they opened and tabMated bids received for furnishing all tools, labor, materials, and equiip ftut necessary and required far the complete construction of a concrete block screen well and that :said bids were as follows: Donald Prantz $1600.00 D. W Harstad Co. 1451.00 Loef Engstrand Co. 1910.00 NOW, THEREFORE, BE IT RESOLVED by the Village of Brooklyn Center, Minnesota., that the low bid of D. W. Barstad Co,, Minneapolis, Minnesota in the amount of $1451.00 for furnishing all tools, labor, materials, and equipment necessary and required for the complete construction of a. concrete ' block screen wall in accordance with the specifications is deemed to be the best bid submitted by a responsible bidder and said bid is hereby accepted. G The motion for the adoption of the foregoing resolution was duly 1 seconded by member Henry Dorf, and upon vote being taken thereon, the follow - ing voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and Clifford Wellman and the following voted against the sate: gore; whereupon said resolution was declared duly passed and adopted. t Member Howard Heck introduced the following resolution and moved f its adoption: RESOU]TIO AC B F OR FUC i WHEMM, the Village Administrator and Assistant Administrator have reported that on September 11, 1961, at 10:00 A.M., they opened and ` tabulated bids received for fencing and that said bids were as follows: Anchor Post Products $3682.00 Century Fence 3495 -00 Crowley Fence 3789 Crown Iron 3990.04 Soley Iron Works 3977.50 NOWT, TMUUWORE, BE IT RESOLVED by the Village of Brooklyn Center, Minnesota, that the low bid of Century Fence Company, St. Paul, Minnesota, P in the amount of $3495.04 for furnishing and erecting approximately 1250 feet of 6 -foot chain link fencing and for erecting 120 feet of salvaged chain link fencing is deemed to be the bast bid submitted by a responsible bidder and said bid is hereby accepted. The motion for the adoption of the foregoing resolution was duly seconded by member Clifford Wellman, and upon vote being taken thereon, the following voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and Clifford 'Wellman and the following voted against the samet None; whereupon said resolution was declared duly passed and adopted. - 2 The Mayor announced that the meeting was open for the consideration of proposed Street Surfskiog ' ngrovement No. x.961 -51. The Clerk produced an affidavit of publication of notice of hearing j on the proposed IVrovement showing two'ireeka' publication thereof in the official newspape . r, the.last publication being on Thursday, 7, 1961) whIcb affidavit was examined and found satisfactory and ordered placed on file. The Mayon then called upon all property owners present to present ` arguments either for or.-against the proposed improvement. After hearing and considering all objections, and the property owners appearing in favor of said improvement, member Howard Heck introduced the following resolution and moved its adoption RESOLUTION 0RI PJ= CONSTRUCTION OF STREET SURFACM IMPROVE GM NO. 1961 -51 AND ORDERIM PMWMIATION OF P I S AND SCIFICAT' BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. It Is hereby determined that it is necessary and for the best interests of the village and the owners of property specially benefited there- by that the following improvement shall be constructed. CONSTRUCTION OF A 2 IRCR STABILIZED SURFACE ON HUMSOLDT AVENUE NORTH PRoM TRunK BiGa w No. 100 To 65TH AVENUE NORTH 2. The plans and specifications for said improvement shall be prepared by the Village Engineer. 3• The work shall be accomplished through force account by the Village Street Department. The motion for the adoption of the foregging resolution was duly seconded by member Clifford Wellman and upon vote being taken thereon the following voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and Clifford Wellman and the following voted against the same: None, Whereupon said resolution was declared duly passed and adopted. The Mayor announced that the meeting was open for the consideration of proposed Street Surfaci4g'Tmprovement No. 1961 -52. The Mayor than called upon all property owners present to present argumnts either for or against the proposed Improvements. After hearing +' and considering 9.11 objections, and the property owners appearing in favor of said improvement, member Carl Carlson introduced the following resolution I and moved its adoption: RESOLUTION MWING CONSTRUCTION OF STREET SURFACING IMPROVEMENT No. 1961 -52 AND CRlM M PREPARATION OF FLANS AND sP"ECin BE IT RMOLVLD by the Village Council of the Village of Brooklyn Center, Minnesota as follows: 1. It is hereby determined that it is necessary and for the best interests of the village and.tbe owners of property specifically benefited thereby that the following improvement shall be constructed. -3 CONMbftION OF STMT SWAO;tp ON WF*AN AVENUE Na ft FROM 4565 AVENUE NORTH TO NORTH 11*N OF BALK'S ADDITION 2. The plans and specifications for said improvement shall be prepared by the Village Engineer. The motion for the adoption of the foregoing resolution was duly seconded by member Henry Dorff, and upon vote being taken thereon the following voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heek, William Super and Clifford Wellman and the following voted against the same: None; whereupon said resolution was the duty passed and adopted. Motion by Cara. Carlson and seconded by Henn Dorff to authorize the Village Engineer to negotiate a contract with C. S. McCrossan, Tnc.', for the construction of street surfacing oh Morgan Avenue in Halek Addition (Project No 1961 -52) at a cost of $1469.24. Motion carried. The bilk set forth on the schedule attached to these Minutes and wade a part hereof, entitled "The Bills Audited and Ordered Paid at the Meeting of September 11, 1961" were audited and ordered paid. Motion by Cara. Carlson and seconded by Howard Beck to adjourn. Motion carried.
