The Village Council met in Regular' session and was called to order
by Mayor William , r' at 7.45 P.M.
Roll Call: Mayor William Super, Carl Carlson, Clifford Wellman, Henry Dorff and Howard
Heck were presentMotion by Tarlson wA seconded by Howes d Beck to aprove
the request of the Broo ter Jaycees to conduct a Turkey Shoot at
Shoppers' City November 17 3,8, 1961, on the condition that the Village
be included as one of t - he wed parties on the Insurance policy, copy
of which is to be submit -to the Village. Motion carried.
Member Clifford'Weilmit introduced the following resolution and
moved its adoption:

WHEREAS, Mr. S. B. Paulson; 604"/ Br►t Avenue North, is the
owner of Lot 6, Block 2, A. J. Larson$s 3rd Addition, and
WHEREAS, a special assessment for Storm Sewer No. 1 has been levied
against the above - described lot, and
WHEREAS, George F. Clemens has filed a sworn affidavit with the
Village of Brooklyn Center stating that he has paid said special assessment
in August 1953, and
WHEREAS, Mrs. G. D. Kurke has filed an affidavit with the Village
of Brooklyn Center stating that she witnessed such payment, and
WHEREAS, it is impossible from the Village records to determine
that such payment was not mace,

BE IT HEREBY RESOLVED that the Village of Brooklyn Center reimburse
Mr. S. B. Paulson the amount of $17.65, which is the amount of the special
assessment appearing on his 1961 tax statement.
AND BE IT FURTHER RESOLVED that the unpaid balance of the special
assessment in the amount of $92.0+ be hereby abated and stricken from the
assessment rolls.
The motion for the adoption of the foregoing resolution was duly seconded
by member Howard Heck, and upon vote being taken thereon, the following
voted in favor thereof: Carl Caxlson, Henry Dorff, Howard Heck, William
Super and Clifford Wellman, and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
Member Carl Carlson introduced the following resolution and moved
its adoption:
RESOLtJ'FION ACCEPTING WORK
CONSTRUC ED FAX VILLAGE STREET DEPART .
WHEREAS, the Village Street Department has constructed
the following improvement:
Street Surfacing on June Avenue North from 61st Avenue
to a Voint 340 feet south of 59th Avenue North, Project
No. 1960 -56.

WEEMS, the Village Street Department has satisfactorily
completed the above improvements.
NOW, TEMWORE, BE IT RESOLVED by the Village Council of
the tillage of Brooklyn Center:
1. Upon reconnendation of the Village Engineer the
work completed is hereby accepted and approved.
2. The value of the work performed is $2,600.00
which is $1,720.00 less than -the amount quoted at the
public bearing because the estimated price included
the area to be done by Burch and Wise abutting Burch
and the Wise Park Addition.
The motion for the adoption of the foregoing resolution was duly seconded
by Henry Dorff, and upon vote being taken thereon the following voted in
favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and
Clifford Wellman and the following voted against the same: None; whereupon
said resolution was duly passed and adopted.
Member Howard Heck introduced the following resolution on the
recommendation of the Village Engineer and moved its adoption:
RESOLUTION ACCEPTING WORK
(CONTRACTED BY VILLAGE).
WHEREAS, pursuant to a written contract signed with the Village of
Brooklyn Center, Minnesota, Barton Contracting Company has satis-
factorily completed the following improvemett in accordance with
said contract:
Street Surfacing in the area southeast of
T. H. 100 Project No. 1960 -58
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center:
1. The work completed under said contract is hereby accepted
and approved upon recommendation of the Village Engineer.
2. The value of work performed is less than the original
contract amount of $13,764.22 because a large amount of the
rough grading was done by the Village Street Department and a
large percentage of the prime coat was omitted from the contract.
3. The Village Officials are hereby directdd to issue
proper order for final payment on said contract, taking the
contractor's receipt in full. The total amount paid for said
improvement project being $64,744.78.
The motion for the adoption of the foregoing resolution was duly seconded
by member Clifford Wellman and upon vote being taken thereon the following
voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William
Super and Clifford Wellman and the following voted against the same: None;
whereupon said resolution was duly passed and adopted.
Member Carl Carlson introduced the following resolution and moved
its adoption:
RESOLUTION ACCEPTING WORK
(CONTRACTED BY VILLAGE)
WHEREAS, pursuant to a written contract signed with the Village
of Brooklyn Center, Minnesota, Barbaroasa & Son, Inc. have satis-

factorily completed the following improvement in accordance
with said contract:
Sanitary Sewer Lateral Project No's. 1960 -10, 1960 -11
1960 -12, 1960 -14, 1960 -22, 1960 -41, 1960 -42, 1960 -51,
1960-57
Water Main Project No's. 1960 -29 and 1960 -59.
NOW, THEREFORE,. BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center:
1. The work completed under said contract is hereby
accepted and approved upon the recoxm andatiou of the Village
Engineer.
2. The value of work performed is less than the original
contract amount by $5,003.94 because the quantities on the
proposal fom were estimated to be greater than was constructed.
3. The Village Officials are hereby directed to issue
proper order for final payment on said contract, taking the
contractor's receipt in full. The total amount paid for
said improvement projects being $126,967.57.
The motion for the adoption cf the foregoing resolution was duly seconded
by member Howard Heck, and upon vote being taken thereon the following voted
in favor thereof: Carl Carlson, Henry Dorff, Howard Beck, William Super
and Clifford Wellman and the following voted against the same: None; where -
upon said resolution was duly passed and adopted.
Member Henry Dorff introduced the following resolution and moved
its adoption:
RESOLUTION FAVORING EXPANSION OF YWA FACILITIES
AND PROGRAMMING WITHIN NORTH SPIN COUNTY
WHEREAS, the population expansion in the North Hennepin area
has created a need for additional recreational, social and character - building
programming, and
WHEREAS, the Young Mien's Christian Association of Minneapolis has
for nearly 100 years successfully provided the facilities of recreational,
social and character - building programming to both the youth and adult popu-
lation of the metropolitan area, and
WHEREAS;, it would appear that the aforesaid facilities are in
contemplation for expansion into the North Hennepin area by the Young Men's
Christian Association of Minneapolis, and
WEEREAS, the proposed facilities of the YMCA are compatible with
and in addition to the now exinting and contemplated recreational facil..ties
and programming of each of the North Hennepin suburban municipalities and
the areas contiguous thereto,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Village
of Brooklyn Center that if favors the expansion of the Young Men's Christian
Association of Minneapolis' facilities and programming within the area
knwwn as North Hennepin County and encourages all citizens of this area
together with service, civic and ouch other organizations interested in the
welfare of children and the promotion of family unity, to express their
encouragement to the YMCA for said expansion and to lend their effotts
and such assistance as needed, together with their financial support to
insure the completion of such facilities and programming to the betterment
of our respective communities.

The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote being taken thereon, the following voted in
favor thereof: Henry Dorff, Howard Heck, Carl Carlson., William !Super and
Clifford Wellman, and the Following voted against the sa": None; whereupon
said resolution was declared duly passed and adopted.
Motion by Carl Carlson and seconded by Henry Dorff to continue the
Public hearing on Project No. 1961 -53 until the next Regular meeting on
November 13, 1961. Motion carried. ,
Member Clifford Wellman introduced the following ordinance and
moved its adoption:
AN ORDINANCE AMENDING SECTION
35 -723 OF THE VILLAGE ORDINANCES
Section 1. Section 35 -723 of the Village ordinances is hereby
amended by adding thereto the following:
Lots 49, 50 and 51, Auditor's Subdivision No. 310, except the
south 150' of Lot 49.
Section 2. This ordinance shall take effect from and after its
legal publication.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Howard, Heck, and upon vote being taken thereon, the following voted in
favor thereof: Carl Carlson, William Super, Clifford Wellman, Henry Dorff
and Howard Heck, and the following voted against the same: None; whereupon
said ordinance was declared duly passed and adopted.
Member Carl Carlson introduced the following ordinance and moved
its adoption:
AN ORDINANCE AMENDING CHAPTER 35 OF THE ORDINANCES OF THE
VILLAGE OF BROOKLYN CENTER, SAID CHAPTER BEING KNOWN AS THE
"ZONING ORDINANCE OF THE VILLAGE OF BROOKLYN CENTER"
A copy of the text of said Ordinance is attached and made a part of the
original copy of these minutes.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Howard Heck, and upon vote being taken thereon, the following voted in
favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super, and
Clifford Wellman, and the following voted against the same: None; whereupon
said ordinance was declared duly passed and adopted.
Member Howard Heck introduced the following resolution and moved
its adoption:
RESOLUTION ACCEPTING BID FOR ADDRESSING
MACHINE AND ASSOCIATED EQUI PMENT
WHEREAS, the Village Administrator and Assistant Administrator have
reported that on October 16, 1961 at 10,00 A.M., they opened and tabulated
bids received for the furnishing of an Addressing Machine and associated
equipment and that said bids were as follows:

NOW, THEREFORE, BE IT SOLVED by the Village of Brooklyn Center,
Minnesota, that the low hid of Addressing & Mailing Equipment Co. in the amount
of $1475.00 for a used Addressograph Model 1955 -192 addressing machine, $900.00
for a used Addressograph Graphotype Model 6381 stencil cutting machine, and
$225.00 for a used Corry - Jamestown Model SB 133 storage cabinet in accordance
with the specifications is deemed to be the best bid submitted by a responsible
bidder and said bid is hereby accepted, and that the purchase of said equipment
shall be made from the Public Utilities Fund.
The motion for the adoption of the foregoing resolution was duly seconded by
member Clifford Wellman, and upon vote being taken thereon, the following voted
in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super and
Clifford Wellman, and the Following voted against the same: None; whereupon
said resolution was declared duly passed and adopted.
Motion by Carl Carlson and seconded by Howard Heck to transfer
$3000 from General Fund Surplus to the Poor Relief Fund. Motion carried..
Motion by Carl Carlson and seconded by Clifford Wellman to approve
the plans submitted by W. A. Siefert Co. on the condition he screens outdoor
storage from adjacent residential property. Motion carried.
Dian by Clifford Wellman and seconded by Howard Heck to approve
the application for a Heating License by Crystal Heating Company, 6324 56th
Avenue North. Motion carried.
The bills set forth on the schedule attached to these Minutes and
made a part hereof entitled, "The Bills Audited and Ordered Paid at the Meeting
of October 23, 1961" were audited and ordered paid.
Motion by Clifford Wellman and seconded by Carl Carlson to adjourn.
Motim carried. The meeting adjourned at 11 :20 P.M.
