M. Roll Call: Clifford Wellman, Henry Dorff and Howard Heck were present. Mayor William Super and Trustee Carl Carlson were absent. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION AMENDING THE RESOLUTION OF JULY 31, 1956 ESTABLISHING POSITION OF ADMINISTRATIVE OFFICER TO MODIFY THE ADMINISTRATIVE OFFICER'S PURCHASING AUTHORITY AND PROVIDE STANDARDS THEREFOR , BE IT RESOLVED by the Village Council of the Village of Brooklyn Center as follows: 1. The Village Administrative Officer may order service, equipment lie. for all departments of the Village provided said orders meet the standards: f A. - ha Department Head of the department for which the service, Ot "pplies are ordered must recommend that the order be placed. b. They < sp rice, equipment or supplies must be necessary to the operation of the department. c.: Wore equipment is ordered to replace obsolete, damaged, or- worn -out equipment, the new equipment shall as nearly as possible equal that which it replaces in design, function, and brend name. d. Where there is more than one possible source of supply for any Item hying a cost of $10.00 or more, the Administrative Officer shall request price quotations from at least two sources and shall place the order at the lowest price, pt*rided the items are of comparable quality. e. The cost of service, equipment or supplies ordered must not exceed one thousand dollars ($1, 000.00) . f. The expenditure must be within the limits established by the OaR ' artment budget. $. All claims resulting from orders placed by the Administrative Officer shall be audited and approved by the Village Council. b , The motion for the adoption of the foregoing resolution was duly seconded by mercer Henry Dorff, and upon vote being taken thereon the following voted in favor thereof: Howard Heck and Henry Dorff, and the following voted against the same: Clifford Wellman, whereupon said resolution was declared duly passed and adopted. Member Howard Heck introdueeo the following resolution and moved its adoption: RESOLUTIOI RESCINDING DELEGATION OF AUTHORITY TO HIRE AND FIRE IT RESOLVED by the Village Council of the Village of Brooklyn, V dower os follows.. 9TT Notwithstanding any contrary provisions or previous resolutions or Village Ordinances:, the Village Council shall make all final determinations .with respect to the hiring and firing of Village employees; provided, however, that the Council may act upon the recommendations of the Village Administrative Officer or the Liquor Store Manager in making such determinations. The motion for the adoption of the foregoing resolution was duly seconded by member Henry Dorff, and upon vote being taken thereon the following voted in favor thereof: Howard Heck and Henry Dorff, and the following voted against the same: Clifford Wellman-, whereupon said resolution was declared duly passed and adopted. Motion by Clifford Wellman and seconded by Howard Heck to submit the Resolution Amending the Resolution of July 31, 196.6 to the Attorney General for the purpose of .obtaining his opinion as to whether this resolution meets the requirements of his opinion dated October 31, 1961; and, 'further, to seek the opinion of the Attorney General as to whether the Administrative Officer can be given the authority to hire and fire temporary or part -time help. Motion carried. Motion by Howard Heck and seconded by Henry Dorff to authorize the sale of the Wisconsin snow plow for $200, if possible. Motion carried. Motion by Howard Deck and seconded by Henry Dorff to authorize the purchase of a snow plow for an amount not exceeding $1000, and if not available for under $1000, to take bids, the Wisconsin plow to be traded in on the new plow if it cannot be sold for $200. Motion carried. Motion by Henry Dorff and seconded by Howard Heck to: authorize the purchase of a salt spreader for an amount not exceeding $1000, and if not avail- able for under $1000, to take bids for same.
