HomeMy WebLinkAbout1961 01-09 CCM Regular Session 65 Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota January 9, 1961 The Village Council mat in regular session and was called to order by Mayor William Super at 7:45 P.M. Roll Call: Mayor William Super, Carl Carlson, Russ Jones and Wayne Gagdby were present. Trustee Clifford Wellman was absent. Motion by Carl Carlson and seconded by Wayne Gageby to approve the Mintes of the Regular meeting of December 27, 1960, and.the Special meeting of December 28, 1960. Motion carried. The following newly elected officials were sworn into office: Clerk Henry A. Dorff,'Trustee Howard Heck, and John Nordberg, Assessor. i Motion by Carl Carlson and seconded by Howard Heck to uphold the recommendation of the Planning Commission to approve the preliminary plat of Lot 14, Aud. Subdivision 310 (owned by Wilhelmina Olson), aecording to the platting ordinance and providing for a necessary cut de sac at the north end of Willow Lane. Motion carried. Motion by Carl Carlson and seconded ty Howard Heck to uphold the recommendation of the Planning Commission to extend the temporary occupancy permit of Ralph Lent, 910 55th Avenue North, for six months from January 5, 1961. This permit is for the occupancy of a small cabin to the rear of Mr. Lent's property. Motion carried. Motion by Howard Heck and seconded by Carl Carlson to uphold the recommendation of the Planning Commission to approve the plans submitted by Homedale Builders for an 11 -unit apartment building on Lot 4 Block 5i Wangstad's Addition, subject to approval of the Building Inspector. Motion carried. Motion by Howard Heck and seconded by Carl Carlson to refer back, to the Planning Commission the request for a special use permit by Mack Track Inc. for a go -car track at the Northwest corner of Highway 169 and Highway 100 so that special consideration may be given to traffic problems in this area. Motion carried. Motion by Howard Heck and seconded by Carl Carlson to uphold the recommendation of the Planning Commission to approve a Special Use Permit being granted to Colonial Builders for.construction of a double bungalow on dot 3, Block 1, Busse - Erickson Addition and the N. 43,35 feet of the South'1/3 of the North 3/10 of the West 1/4 of the Northwest 1/4 of the Southwest 1/4, Section 1, Twp. 118 N., Range 21 W. and a variance on the required lot area, said lot containing 14,373 square feet. Motion carried Motion by Carl Carlson and seconded by Howard Heck to deny the request of Brooklyn Excavating Company for a,Special Use Permit to construct a gas service station on Tract C of RLS #595 (located at 6830 Osseo Road). Motion carried. Motion by Carl Carlson and seconded by Howard Heck to uphold the recommendation of the Planning Commission to deny a Special Use Permit to Carl K. Johnson to rent an apartment in his dwelling at 5225 France Avenue North. Motion carried. Motion by William Super and seconded by Henry Dorff to appoint Carl Carlson as Village representative for the Suburban Gas Agency. Motion carried. 61 Motion by Carl Carlson and seconded by Howard Heck to appoint Russ Jones as representative for the Suburban Sanitation Disposal Authority. Motion carried. Motion by Howard Heck and seconded by Carl Carlson to approve the following Mayor's appointments: Fire Chief Carl Anderson l year Fire Marshal Irvin Miller 1 year Motion carried. Motion by Carl Carlson and seconded by Howard Heck to approve the Mayor's appointment of Al Lindman as Belief Administrator for one year. Motion carried. Motion by Howard Heck and seconded by Henry Dorff to designate the Camden Northwestern National Bank as the Village's official depository. Notion carried. Motion by Carl Carlson and seconded by Howard Heck to designate the Brooklyn Center Press as the Village's official newspaper. Motion carried. Motion by Howard Heck and seconded by Carl Carlson to continue to retain the services of the firm of Larson, Lindquist, Fraser & Magnuson as Village legal counsel. Motion carried. Motion by Howard Heck and seconded by Carl Carlson to approve the Resolution of the Water Resources Study Subcommittee concerning proposed expansion of the Minneapolis -St. Paul Sanitary District and t* indicate such approval to the League of Minnesota Municipalities. Motion carried. Member Carl Carlson introduced the following resolution and moved its adoption: RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR WATER IWROV NO. 1960 -lB(5) AND DIRECTING ADVERTISEMENT FOR BIDS:. BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The plans and specifications for the Following improvement, prepared by the Village Engineer are hereby approved and ordered filed with the Clerk: CONSTRUCTION OP ELECTRICAL CONTROLS FOR WELL # 4. 2. The Clerk shall advertise for bids for such improvement by publicathn at least once in the official newspaper Mid in the Construction Bulletin, the date of first publication not less than 10 days prior to the date for receipt of bids. Said notice shall state that no bids will be considered unless sealed and filed and accompanied by a cash deposit, bid bond, cashier's check or certified check payable to the Clerk in the amount of not less than five percent of the bid. 3• Bid date is set for January 23, 1961 at 2 O'clock P.M. 4. The Village Administrator and Village Engineer shall be authorized to open and tabulate the bids. The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, and upon vote being taken thereon, the following voted in favor thereof: William Super, Carl Carlson, Henry Dorff and Howard Heck; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. •2- 9 Member Carl Carlson introduced the following resolution and moved its adoption RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED SANITARY SEWER nettOVEmm PROJECT No. 1961 -2 & 1961 -3 WHEREAS, it is proposed that there be constructed an improvement consisting of the following: CONSTRUCTION OF SANITARY SEWER LATERALS ON Estimated cost 5th St. North from 65th Ave. No. to 68th Ave. No., Project 1961 -2 $ 21,348.39 France Ave.No. from 68th Ave.No. to 250 ft, south of 69th Ave.N., Project 1961.3 $ 3,226.50 WHEREAS, the village engineer has made a preliminary report advising that said proposed improvement is feasible and that it can be constructed at an estimated cost as shown above, NOW, THE EFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The council proposes to proceed under authority granted by Chapter 398, Laws of Minnesota, 1953, as amended. 2. A public hearing on the proposed improvement shall be held at the Village Hall in the Village on Monday, the 13th day of February, 1961, at 8 :00 O'clock P.M., and the clerk shall publish notice of the time and place of hearing by two weeks' publicathn in the official newspaper of the Village. 3. The area proposed to be assessed for said improvement is as follows: ALL PARCELS OF PROPERTY ABUTTING ON THE ABOVE NAMED STREETS, WHERE THE PROJECT IS TO BE CONSTRUCTED. 4. This proposed improvement shall be designated Sanitary Sewer Improvement Nos. 1961 -2 and 1961 -3. The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, and upon vote being taken thereon the following voted in favor thereof: William Super, Carl Carlson, Henry Dorff and Howard Heck; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted.
