February 21,,1961
The Village Council met in Special session and was called to
order by mayor William Super at 7:35 p.m.
Roll Call: Mayor William Super, Carl Carlson; Henry ilokff,
Howard Heck and Clifford Wellman here present.
The Village Council discussed the merits of six alternate plans
for the improvement of Palmer Lake, as submitted by Douglas Barr, and reached
the conclusion that Alternate No. 3 seemed to be the most practical from the
point of view of the Village of Brooklyn Center. The Council instructed the
Village Administrator and the Village Engineer to consider the matter further
to determine whether or not the Village of Brooklyn Center should request a
contribution for the cost of providing storm water storage in Palmer Lake
basin from the Village of Brooklyn Park.
The Village Council considered the report of the Village Engineer
regarding the assessment method to be used for Sanitary Sewer Project No.
1960 -66 and it was agreed that the Village should propose to assess the
interceptor on an area basis and the laterals in the residential area on an
average- cost - per - building -site basis, which would include Twin Lake Avenue
north of Lakebreeze Avenue and that the laterals in the industrial area shall
be assessed on the actual cost of the construction for each lateral.
The Village Council reviewed the proposed platting north of 70th
Avenue and east of Lyndale Avenue and agreed that when the Village Engineer
has held a meeting with the property owners and if the property owners are
favorable to the proposed platting, then the Village Council will proceed
with public hearings for construction of sanitary sewer, storm sewer, water
mains and street improvement.
Member Clifford Wellman left the meeting at 9:45 P.M.
Motion by Howard Heck and seconded by Carl Carlson to reduce
the performance bond on Wingard Addition from $4900.00 to $400. Motion
carried.
Motion by Howard Heck and seconded by Carl Carlson to adjourn.
Motion carried.
