HomeMy WebLinkAbout1961 05-11 CCM Special Session 217 Minutes of the Proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota May 11, 1%1 The Village Council met in Special Session and was called to order by Mayor William Super at 10:05 P.M. Roll Call: Mayor William Super, Carl Carlson, Henry Dorff, and Howard Heck were present. Member Clifford Wellman was absent. Notion by Carl Carlson and seconded by Howard Heck to approve the hayor's appointment of Holt Warn to serve on the Planning Commission. [potion carried. Member Carl Carlson introduced the following resolution and moved Its adoption: RESOLUTION ACCEPTING BIO AND APPROVING CONTRACT FORM WHEREAS, the Village Administrator and the Village Engineer have reported that on April 27, 1961 at 10:00 A.M., they opened and tabulated bids received for Sanitary Sewer and Mater Main Improvement Project Nos. 1960 -13, 43, 1961 -1, 2, 7, 8, 9, 10, 11, 12, 13, 14, 16, 17, 18, 19 and 20 and that said bids were as follows: BASE BIO ALTERNATE BIO Barbarossa & Sons $ 125,961 90 . $ 129,840.00 Nodland Construction Co. 145,287.10 147,631.30 Phelps -Drake 145,522.20 147,598.80 Peter Lametti 177,942.96 177,942.94 Lametti & Sons 165,364.59 165,359.59 Northern Contracting 214,879.89 214,879.89 Petrowske & Ross 209,628.00 210,402.00 Orfei & Sons 146,216.30 159,637.10 WHEREAS, the public hearings for the construction of Project Nos. 1960 -43, 1961 -13, 19 and 20 were declared unfavorable and are being deleted from the contract being awarded, NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center that the base bid of Barbarossa & Sons in the amount of $104,359.75, as to furnishing all work, labor and material in connection with Sanitary Sewer Improvement and Water Main Improvement Project Nos. 1960 -13, 1961 -1, 2, 7, 8, 9, 10, 11, 12, 14, 16, 17 and 18, according to the plans and specifications therefor now on file in the office of the Village Clerk is deemed to be the lowest and best bid submitted for said work by a responsible bidder, and said bid is hereby accepted. The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, add upon vote being taken thereon, the following voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck and William Super, and the following voted against the same: None, whereupon said reso- lution was declared duly passed and adopted. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION ACCEPTING BID ANO _ APPROVING 2aRACT FORM WHEREAS, the Village Administrator and the Village Engineer have reported that on May 4, 1961, at 10:0 A.M., they opened and tabulated bids received for Sanitary Sewer and Water Main Improvement Project Nos. 1960 -63, 64, 1961 -3, 15, 21, 28, 29 and 31, and that said bids were as follows: -l- 213 BASE BIU ALTERNATE BID Barbarossa & Sons $ 69,681.00 $ 71,071.64 Nodland Construction 78,785.90 79,206.60 Phelps -Drake 67,165.27 67,907.32 Johnson Brothers 79,233.10 79,540.83 Peter Lametti 78,093.78 78,093.78 Horbai Construction 75,211.46 75,211.46 Swanson Excavating, 98,304.45 98,304.45 Lametti C Sons 73,095.02 73,936.42 Orfei & Sons 72,008.99 73,211.48 NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center that the alternate bid of Phelps Drake Construction Company in the amount of $67,907.32, as to furnishing all work, labor and material in connection with Sanitary Sewer and hater Main Improvement Project Nos. 1960 -63, 64, 1961 -3, 15, 21, 28, 29 and 31, according to the plans and specifications therefor now on file in the office of the Village Clerk is deemed to be the lowest and best bid submitted for said work by a responsible bidder, and said bid is hereby accepted. The motion for the adoption of the foregoing resolution was duly seconded by member Henry Dorff, and upon vote being taken thereon, the following voted in favor thereof: Carl Carlson, Henry L - ) orff, Howard Heck and William Super, and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION REQUESTING CERTAIN INFORMATION FROM THE MINNESOTA DEPARTMENT OF HIGHWAYS WHEREAS, the Village of Brooklyn Center has need of certain information from the Minnesota Department of Highways to assist the Village in planning improvements and development of the Village of Brooklyn Center, BE IT HEREBY MOLV:D that the Village Council of the Village of Brooklyn Center requests that the Commissioner of Highways expedite the completion of right -of -way ac- quisition along Highway 152 from its intersection with Highway 100 to the north Village limits of the Village of Brooklyn Center, tinnesota, and BE IT FURTHER RESOLVED that the Village of Brooklyn Center requests that studies determining the eventual location and development of Highway 169 from its intersection with Highway 100 to the north Village limits be completed at as early a date as possible. The motion for the adoption of the foregoing resolution was duly seconded by member Carl Carlson, and upon vote being taken thereon, the following voted -2- r 215 In favor thereof: Carl Carlson, Howard Heck, Henry Oorff, and William Super, and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion by Howard Heck and seconded by Henry Oorff to make a permanent transfer of $5,000.00 from the General Fund to the Poor Fund. Motion carried. Motion by Howard Heck and seconded by Henry Dorff requesting the Justices of the Peace to authorize medical care to persons who are committed to the Minneapolis Workhouse from the Village of Brooklyn Centex. Motion carried. Motion by Carl Carlson and seconded by Howard Heck to accept the Justice of the Peace report for March 1961. Notion carried. Motion by Henry Oorff and seconded by Carl Carlson to authorize the Mayor to appoint a committee of five persons to plan a celebration com- memorating the 50th Anniversary of the incorporation of the Village of Brooklyn Center; said celebration to be held during the summer of 1%1. Motion carried. Motion by Carl Carlson and seconded by Howard Heck to instruct the Village Administrator to prepare the amendments to the ordinance necessary to implement the self- reading of water meters and, further, to prepare the specifications for addressing equipment to be purchased.
