Minutes of the Proceedings of the Village
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota
May 22, 1%1
The Village Council met in Regular session and was called to order
by Mayor William Super at 7:40 P.M.
Roll Call: Mayor William Super, Carl Carlson, Henry Dorff, Howard
Heck and Clifford Wellman were present.
Motion by Carl Carlson and seconded by Howard Heck to approve the
Minutes of the Regular meeting of May 8, 1%1, as recorded. Motion carried.
Motion by Howard Heck and seconded by Carl Carlson to approve the
Minutes of the Special meeting of Lay 11, 1961, as recorded. Motion carried.
Member Clifford Wellman abstained from voting.
Motion by Clifford Wellman and seconded by Howard Heck to approve
the Minutes of the Special meeting of May 15, 1961, on correcting the figure
on page 5 of the Minutes from $167,746.65 to $167,756.65. Motion carried.
Motion by Howard Heck and seconded by Carl Carlson to revoke the
Special Use Permit granted by the Village Council on November 18, 1958, to
Sinclair Oil Co. for the construction of a service station on the northeast
corner of 63d Avenue and Osseo Road, Motion carried.
Motion by Clifford Wellman and seconded by Carl Carlson to refer back
to the Planning Commission for further study the petition for a Special Use
Permit for a service station on the northeast corner of 63d Avenue and Osseo
Road and to authorize the Planning Commission to obtain the services of a Traffic
Engineer to study the problem of such an installation. Motion carried.
Notion by Carl Carlson and seconded by Henry Dorff to retain Doug
Barr, Consulting Engineer, to prepare plans and specifications for the design
of the Shingle Creek channel improvement at a rate of 4W6 of the construction
cost of the work covered by said plans and specifications. Motion carried.
Motion by Clifford Wellman and seconded by Howard Heck to increase
by $10,000 the amount of the fidelity bonds on the Liquor Store Manager and
the Assistant Liquor Store Manager. Motion carried.
Member Clifford Wellman introduced the following resolution and
moved its adoption:
RESOLUTION OF CANCELLATION FROM HENNEPIN COUNTY
TAX ROLLS UNPAID SPECIAL ASSESSMENTS ON PARK
PROPERTY
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota:
To cancel from the Hennepin County Tax Rolls the balance of Unpaid
Special Assessments on Park Property, Parcel 7600, Brooklane Addition, and
provide for separate accounting by the Village.
THEREFORE, the County Auditor is authorized and directed to cancel
from the Tax Rolls the following special assessments, including current and
delinquent installments:

The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote being taken thereon, the following voted in
favor thereof: Carl Carlson, Henry Oorff, Howard Heck, William Super and
Clifford Wellman, and the following voted against the same: None; whereupon
said resolution was declared duly passed and adopted.
Member Carl Carlson introduced the following resolution and moved
its adoption:
RESOLUTION ACCEPTING WORK
(CONTRACTED BY VILLA,_
WHEREAS, pursuant to a written contract signed with the Village
of Brooklyn Center, Minnesota, Peter Lametti Construction Co.
has satisfactorily completed the following improvement in accord-
ance with said contract:
Project 1960 -2 - Sanitary Sewer Interceptor along
Mississippi River from 57th Avenue to 65th Avenue.
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center:
1. The work completed under said contract is hereby accepted
and approved, upon the recommendation of Minder Engineering
Company and the Village Engineer.
2. The value of work performed exceeded the original contract
amount by $2,499.13 because there were 102 trees removed by
the contractor instead of 35 trees as estimated on the proposal
form.
3. The Village officials are hereby directed to issue proper
order for final payment on said contract, taking the contractor's
receipt in full. The total amount paid for said improvement
project being $73,699.13.
The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote being taken thereon, the following voted
in favor thereof: Henry Dorff, William Super, Clifford Wellman, Carl Carlson
and Howard Heck, and the following voted against the same: None; whereupon
said resolution was duly passed and adopted.
Member Carl Carlson introduced the following resolution and moved
its adoption:
RESOLUTION ACCEPTING WORK

WHEREAS, pursuant to a written contract signed with the Village
of Brooklyn Center, Minnesota, Peter Lametti Construction Co.
has satisfactorily completed the following improvement in
accordance with said contract:
Project No 1960 -6 - Sanitary Sewer Interceptor on

70th Avenue from Mississippi River to Logan Avenue
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center:
1. The work completed under said contract is hereby accepted
and approved, upon the recommendation of Minder Engineering
Company and the Village Engineer.
2. The value of work performed is less than the original
contract amount by $974.99 because of over estimating of
quantities on the proposal form.
3. The Village officials are hereby directed to issue proper
order for final payment on said contract, taking the contractor's
receipt in full. The total amount paid for said improvement
project being $128,998.12.

The motion for the adoption of the foregoing resolution was duly seconded by
member Howard Heck, and upon vote being taken thereon the following voted in
favor thereof: Henry Dorff, William Super, Clifford Wellman, Carl Carlson
and Howard Neck, and the following voted against the same: None; whereupon
said resolution was duly passed and adopted.
Member Howard Heck introduced the following resolution and moved
its adoption:
RESOLUTION ACCEPTING WORK
(CONTRACTED BY VILLAGE)
WAEREAS, pursuant to a written contract signed with the
Village of Brooklyn Center, Minnesota, Lee Electric Company
has satisfactorily completed the following improvement in
accordance with said contract:
Project 1960 -1B (5) - Electrical Controls for
Well Pump No. 4.
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center:
1. The work completed under said contract is hereby accepted
and approved, upon the recommendation of the Village Engineer.
2. The value of work performed is the same as the original
contract amount.
3. The Village officials are hereby directed to issue
proper order for final payment on said contract, taking the
contractor's receipt in full. The total amount paid for
said improvement project being $2,340.00.
The motion for the adoption of the foregoing resolution was duly seconded
by member Clifford Wellman, and upon vote being taken thereon, the following
voted in favor thereof: Carl Carlson, Henry Dorff, Howard Heck, William Super
and Clifford Wellman. and the following voted against the same: None; where-
upon said resolution was duly passed and adopted.
Motion by Carl Carlson and seconded by Henry Dorff to authorize the
transfer of Workmen's Compensation insurance coverage from Federated butual
Insurance Co. to Mutual Service Insurance Co., on the recommendation of the
Village Administrator and the Director of Finance, beginning July 1, 1961.
Motion carried.
