Motion carried. The Mayer announced that the meeting was open for the con - sideration of proposed Sanitary Sewer Improvement No. 1961 -19. The Clerk produced an affidavit of publication of notice of hearing on the proposed improvement showing two weeks' publication thereof in the official newspaper, the last publication being an 4iLV 20, 1961, which affidavit was examined and found satisfactory and ordered placed on file. The Mayor then called upon all property owners present to present arguments either for or against the proposed improvements. The plans and specifications for said im- provement shall be prepared by Donald G. Pose, Village Engineer. The motion for the adoption of the foregoing resolution was duly seconded by member Howard Heck, and upon vote being taken thereon the following voted in favor thereof: Carl Carlson, William Super, Henry Dortf and Howard Heck, and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion by Howard Heck and seconded. by Carl Carlson to purchase the east 30 feet of the S 1 of the E 1 of Lot 1,' ndenhAll`s Outlots, except road, from H. Russell Jones at a cost of $300, based on the appraisal of 'Earl Dorn, real estate appraiser. The cost of this property acquisition to to be assessed against Sanitary Sewer Project No. 1961 -19 and those parcels of land abutting the ,proposed extension of laden Avenue from 65th Avenue to 68th Avenue. The assessment against those parcels of property not being served by Sanitary Server Project No. 1961.19 shall be deferred until the sanitary seater Is extended. Motions carried. Member earl. All construction is the Village of Brooklyn Center shall be in accordance with the provisions of said Building Code and with any other provisions of this ordinance. i Any section, or part, of said Uniform Building Cade which is I in conflict with any Statute of the State of Minnesota or ordinance of the Village of Brooklyn Center shatll be invalid. Section • VARIANCES. Variances from the Uniform Building Code adopted in Section 3 -301 are as follows: I. MAXIMUM SPAN OF FLOOR JOISTS. Sheathing shall be one or more of the following materials: Wood boards not less than 1 nominal thickness Plywood not less than 5/8" thickness complying with Uniform Building Code Standard 25 -11 -61 Fibreboard not less than 25/32" thickness complying with Uniform Building Code Standard 22 -2.61 Gypsum sheathing shall not be used 3. klywood Roof Sheathing Plywood having a minimum thickness of 1/2 inch may be used. Adequate blocking or edge supports ♦shall, be used when the span exceeds 16 inches O.C. for 1/2 inch plywood, 24 inches O.C. for 5/8 inch plywood and 32 inches O.C. for 3/4 inch plywood. 4. Minimum Floor Areas for Dwelling Units a. Single and Two -Fam y Dwellings. TR minimum first floor area for single and two- family dwellings shall be as follows: Number of bedrooms per unit Minimum first floor area 3 or less ,O square feet 4 or more 2,152 square feet b. Apartmmats: Living units in buildings containing three or more units shall have the following minimum floor aress.per unit: Efficiency Apartments 400 square feet One- bedroom Apartments 600 square feet Tvo- bedroom Apartments 720 square feet More than Two Bedroom Apartments An additional. 120 square feet for each additiowl bedroom The mininwm; areas specified above for multiple unit buildings shall slot include areas occupied by stairs, hallways, entry ways, and utility roams. Closet spare in excess of 159 of the above minimum floor arenas shall not be included. No multiple unit dwelling shall have efficiency units in excess of 20% of the total number of units in said building, 5. Exits. Buildings classified in Group I occupancy shall have not less t n two exits located in r*note parts of the building and leading directly to a street, alley, court,- or yard. Stairs shall be wholly enclosed and shell together with the exit door comply with the requirements of Chapter 33 of the Uniform Building Code. 6. Accessory Buildi . Private: garages, sheds, and agricultural buildings or OUe�tached accessory buildings per - mitted upon a residential lot but not to be used for human occupancy shall conform to the following, specifications; Foundation. The building shall be constructed upon a floating s a or o£ier approved foundation on soil free of organic material within the construction limits. The slab, when used shall be poured in a monolithic manner with a minimum thickness of t" in- creasing to $�, for a 6" width around the perimeter. Concrete having a 28 -day strength of 3000 lbs. per square inch shall be used. 1'f the slab rests on rill, it shall be reinforced with 6" X 6" #10 - #10 wire mesh, lapped 6 at splices and bent down into the edge of the slab at least 6 ". Bottom Plate. The bottom plate shall consist of not, less than Me 0 1 V' a bored by 3/8" X 8" bolts with crasher and nut and spaced not more thaaa 6 feet on centers and not more than 12" from each coiner on all sides of the building. Studs. The wall studs shall be not less than 2" X 4" boards spaced 16 0 X: T Plate. Sheathin The walls shall be sheeted with any of the materials pexm�i� to -Section 3 -302, Subsection 2, of this ordinance. If wood board sheathing is used, corner bracing of minimum size 1" X 4" shall be let into the studs and plates. Headers. The headers over doors shall be of the following sixes: For Door 04ninga Headers Wa over 5 No X 8" Not over 10 Two 2" X 10" Not over 12' Two 2" X 12" For openings greater then 12 feet, the header is to be designed to carry the vertical and lateral forces acting thereon. Rafters. Rafters are to have a minimum size of 2" X 4 ". When the unsu ported span does not exceed 8 feet, it is to be pro- vided with rafter ties spaced not more than 4' O.C. For unsupported spans not exceeding 14', collar ties of a minimum size of 2" X 4" shall be provided at a spacing of not more than 4' O.C. and.for un- .6• �3 supported spans of not mare than 20', collar ties of a minsmun site of 2" X 6 spaced not more than 4* O.C. shall be provided. For unsupported spans in excess of 20•, a properly designed truss capable of supporting the dead, snow, and wind Loads on the roof shall be used. Roof Sheathing. Exterior Wall Covering The exterior wall covering shall, be of a type com9yssg wM ana applied according to Section 2507 -2 of the Uniform Building Code. Section 2. Motion by Carl Carlson and seconded by Howard Hook to instruct the Village Attorney to prepare an ordinance setting the date of the Village election as the Tuesday following the first Monday in November. Notion carried. Motion by Carl Carlson and seconded by Henry Dorff to authorise the Mayor and Clerk to sign the agreement with Dick Gregor whereby he will pay for the construction of sanitary sewer and water mains in his addition vpon completion of con- struction. Motion, carried. Motion by Howard Beck and seconded by Carl Carlson to approve the final plat of Gregor's Addition, the street bond having been posted. Motion carried.
