Council of the Village of Brooklyn Center

October 11, 1960
The Village Council met in special session and was called to order
by Mayor William Super at 8 :00 P.M.
Roll Call: Mayor William Super, Clifford Wellman, Wayne Gageby
and Carl Carlson were present. Clerk Russ Jones was absent.
In the absence of Clerk Russ Jones, Administrator A. J. Lee recorded
the minutes.
The Mayor announced that the meeting was a continuation of the
public hearing begun on October 6, 1960, to consider objections to
assessments being levied in 1960.
Property owners being assessed for storm sewer interceptor Project
No. 1960 -7 were heard and the concensus of opinion of the Village Council
was that the Council will be willing to consider the participation in the
cost of laterals or street drains on a proposed Willow Lane Avenue north of
70th Avenue since there is less direct benefit to the lots adjacent to
the Mississippi River than to other properties in the assessment area.
The Administrator and Village Engineer were directed to consider the use of
the old storm sewer on 69th Avenue as part of laterals required for 69th
Avenue and Lyndale Avenue. The Administrator was directed to insert in
project files and plat files a memorandum tnndicating this consideration by
the Village Council.
Motion by Clifford Wellman and seconded by Wayne Gageby to close
the hearing on the assessments for storm sewer project No. 1960 -7. Motion
carried.
Property owners on Bryant Avenue from 53d Avenue to 55th Avenue
were heard regarding their objections to the method of assessment for the
sanitary sewer lateral.
Motion by Clifford Wellman and seconded by Carl Carlson that in
view of the the fact that the properties on Bryant Avenue from 53d Avenue
to 55th Avenue do not have an interceptor assessment and that it is proper
that larger lots bear a larger amount of the cost of sanitary sewer, the
Administrator is instructed to use a front foot plus cost of service stub
method'of assessment on Bryant Avenue from 53d Avenue to 55th Avenue
instead of the building site basis for assessment, and notices shall be
sent to all affected property owners for a new hearing on October 24,1960.
Motion carried.
The Administrator was instructed to incorporate in the Minutes
the fact that the concensus of opinion of the Council was that smaller
lots should be permitted in this area to permit the division of some of the
unusually large lots.
Several property owners on Irving Avenue from 57th Avenue to 55th
Avenue were heard regarding their objection to the fact that three side-
street laterals were constructed in connection with their project.
Motion by Clifford Wellman and seconded by Carl Carlson to adjust
the cost of all projects with side - street laterals on which the assessments
on the side street do not equal the cost of the construction on the side
street and that the additional cost is to be carried by the interceptor
assessment. Motion carried.
