HomeMy WebLinkAbout1960 12-12 CCM Regular Session 37 Minutes of the Proceedings of the Village 3 Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota December 12 1960 The Village Council met in regular session and was called to order by Mayor William Super at 7 :45 P.M. Roll Call: Mayor William Super, Carl Carlson, Russ Jones and Wayne Gageby were present. Trustee Clifford Wellman was absent. Motion by Carl Carlson and seconded by Wayne Gageby to approve the Minutes of the regular meeting of November 28, 1960; the Special meeting of December 5, 1960; and the Canvass Board meeting of December 6, 1960. Moti carried. Motion by Wayne Gageby and seconded by Carl Carlson to uphold the recommendation of the Planning Commission to approve the Master Plan of Homedale Builders of time SW 1!4 of Section 5, Twp. 119, Range 21. Before the final plat is presented for approval, arrangements will be made for the financing of utilities by Homedele Builders. lotion carried. Motion by Carl Carlson and seconded by Russ Jones to instruct the Village Engineer to meet with Art Paulson to arrange for diverting the storm sewer from 6900 West River Road to 70th Avenue, lotion carried. Motion by Carl Carlson and seconded by Wayne Gageby to release $500 of the street cash escrow of Orville Harris, on the recommendation of the Village Administrator. lotion carried. Member Rues Jones introduced the following resolution and moved its adoption: RESOLUTION CORR8C = 1961 x=w AND LEVY AUTHORIZED fi'OR WHMMAS, the Village Council did on October 10, 1960, approve the 1961 budget and authorise a levy therefor, which levy for County Parks was $4,374.72 based on information received from the County Park Board, end WHMMS, such information as received was in error and should have been in the amount of $771.12 based on the official 1950 census population, 39 ROW THERZF= BE IT RESOLVED by the Village Council of the Village of Brooklyn Center as follows: The amount budgeted for the County Parks for 1961 shall be $771.12 and the trial expenditures for the year 1961 from general taxes shall be $ 4 51048.4o. The motion for the adoption of the foregoing resolution was duly seconded by member Carl Carlson, and upon vote being taken thereon the following voted in favor thereof: William Super, Wayne Gageby, Russ Jones and Carl Carlson; end the following voted against the same: Alone; whereupon said resolution was declared duly passed and adopted. Member Wayne Gageby introduced the following resolution and moved its adoption-. RESOLUTION AUTHORIZIM SETTLEMENT OF CLAIM WHEREAS an examination of the inventories of Liquor Stare #2 disclosed,an inventory loss between December 1, 1959 and June 15, 1960 in the sum of approximately $1166.00, and WHEREAS it appears that the "normal loss" of inventory or receipts from said store appears to be approximately $15.00 per month measured by the loss for the period from June 15th to December 6, 1960 which was in the sum of approximately $88.81, and WHEREAS it appears that the loss from the period from December 1, 1959 to June 15, 1960 was due to the actions of one of the liquor store employees, and WHLREAS said loss has been reported to the bonding company writing the fidelity bond which covers the liquor store employees, namely the St. Paul Fire and Marine Insurance Company, and WHOMAS said bonding company has proposed a settlement of said claim which appears to be fair and reasonable under the circumstances, said settlement being recommended by the Village Attorney, NOW THERMEE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center as follows: 1. The offer of the St. Paul Fft & Marine Insurance Company to settle the foregoing claim under policy No. 400CA7311 in the sum of $950.00 be and hereby is approved. 2. On payment of said sum the Village officials are authorized to release said bonding comparq from any further liability under said claim. The motion for the adoption of the foregoing resolution was duly seconded by member Russ Jones, and upon vote being taken thereon the following voted in favor thereof: William Striper, Russ Jonesp Wayne Gageby and Carl Carlson, and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion by Wayne Gageby and seconded by Carl. Carlson to refer a proposed ordinance (relating to the creation of a zoning district known as Municipal - Industrial - Commercial and amending section 35 -301 of and adding sections 35 -760 and 35 -761 to the Zoning Ordinance) to the Planning Commission to call for a Public Hearing with notice being given to property owners adjacent to the Village -owned land involved. lotion carried. -2- Motion by Carl Carlson and seconded b Wayne y yne Gageby to instruct the Tillage Administrator to investigate the cost of six signs to be placed on the main thoroughfares entering the Village of Brooklyn Center.
