The Village Council met in regular session and was called to order by
Wayne Gageby at 8 :15 P.M.
Roll Call: Wayne Gageby, Russ Jones, Clifford Wellman and Carl Carlson
were present. Mayor William N. Super was absent.
Member Carl Carlson introduced the following resolution and moved its
adoption:
RESOLUTION ACCEPTING BID
WHEREAS, the Village Administrator and the Village Engineer have
reported that on September 15, 1959 at 2:00 P.M., they opened
and tabulated bids received for'Sanitary Sewer Improvement Project
Nom. 1959 -31, 32, 33, 34 and 40, and that said bids were as
follows:
1. Nodland Construction Co. $ 50,218.50
2. Barbarossa & Sons, Inc. $ 50,5$9.75
3. Ismetti & Sons, Inc. $ 95,557.W
WH 2EAS,the bid for Project No. 1959 -40 exceeded the estimate
by more than 10% and the property owners affected have received
notice of this fact, and a majority of those replying indicated
preference to proceed with the project,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, that the low bid of
Nodland Construction Company as to the furnishing of labor and
materials for the construction. of Sanitary Sewer Improvement
Project Nos. 1959-31, 32, 33, 34 and 40 is deemed to be the
best bid submitted by a responsible bidder for village purposes
and said bid is hereby accepted.
The motion for the adoption of the foregoing resolution was duly seconded by
member Clifford Wellman and upon vote being taken thereon the following voted
in favor thereof: Clifford Wellman, Carl Carlson, Wayne Gageby and Russ Jones;
and the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.
Member Carl Carlson introduced the following resolution and moved its
adoption:
RESOLUTION ACCEPTING BID
W MAS, the Village Administrator and Village Engineer have
reported that on September 15, 1959 at 2 :00 P.M., they opened
andUftUtedthe bids received for Sanitary Sewer Improvement
Project Nos. 1959 -35, 36, 37, 39, 41 and 44 and that said bids
were as follows:
1. Nodland Construction Co. $ 52,
2. Barbarossa & Sons, Inc. $ 592
3. Lametti & Sons, Inc. $104,578.00
WBEREA3, the bids of Project Nos. 1959 -36, 1959 -41 and 1959 -44
exceeded the estimated cost by.zore than 10% and the affected
property owners were notified by mail and the majority of those
in regard to Project Nos. 1959 -36 and 41 being in favor of
proceeding with the construction and the majority of those
replying in regard to 1959 -44 being opposed to proceeding with
the project.
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, that the low bid of
Nodland Construction Company as to the furnishing of labor and
materials for the construction of Sanitary Sewer Improvement
Project Nos. 1959-35,,36, 37, 39 and 41 in the amount of
$44,2667.70 is deemed to be the best bid submitted by a
responsible bidder for Village purposes and said bid is hereby
accepted. Project No. 1959 -44 is hereby deleted from the
acceptance of this bid.
The motion for the adoption of the foregoing resolution was dully seconded by
member Clifford Wellman and upon vote being taken thereon the following voted in
favor thereof: Clifford Wellman, Carl Carlson, Wayne Gageby and Russ Jones;. and
the following voted against the same: None; whereupon said resolution was ""
declared duly passed and adopted.
Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION REJECTING BID
AND ORDERING CONSTRUCTION BY DAY LABOR
WHEREAS, the Village Administrator and Village Engineer have
reported that on September 15, 1959 at 2:00 F.M. they opened
and tabulated bids for Street Improvement Project No. 1959 -30
and that said bids were as follows:
1. Rey Sina Construction Co. $ 11,096.00
2. Holm Construction Co. $ 11,830.00
3. Dankl.ey Construction Co. $ 12, 556. oo
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, that the low bid received
for the furnishing of labor and materials for the construction
as per specifications for Street Improvement Project No. 1959 -30
exceeds the preliminary estimates by 59jo, and is deemed to be
excessive and that bids received are hereby rejected. The
Village Engineer is instructed to proceed with the construction
of Street Improvement Project No. 1959 -30 with day labor and
that the project is to be complete this fall if possible. The
cost of this project is not to exceed $2.28 per front foot.
The motion for the adoption of the foregoing resolution was duly seconded by
member Clifford Wellman and upon vote being taken thereon the following voted in
favor thereof: Clifford Wellman, Carl Carlson, Wayne Gageby and Russ Jones; and
the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.

Motion by Clifford Wellman and seconded by Carl Carlson to accept, the
resignation of Officer 011son of the Police Department effective on or before
October 15, 1959. Motion carried.
Motion by Clifford Wellman and seconded by Carl Carlson that the 'Village
employ Paul Felegy as a police officer in the Police Department on or before
October 15, 1959 Motion carried.
Member Clifford Wellman left at this point in the meeting.
The remainder of the meeting was spent in discussing budget preparation
material with different department heads.
The bills set forth on the schedule attached to these minutes and made a
part hereof entitled "The Hills Audited and Paid at the Meeting. of September 22,
1959" were audited and ordered paid.
Motion by Russ Jones and seconded by Carl Carlson to adjourn. Motion
carried.
