Minutes of the Proceedings of the Villlage
Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota, includingall accounts audited
by said Council.
November 17, 1959
The Village Council met in special session and was called to order by
Mayor William N Super at 8 :15 P.M.
Roll Call: Mayor Super, Carl Carlson, Russ Jones and Wayne Gageby.
Member Clifford Wellman arrived later as indicated in the minutes.
Motion by Carl Carlson and seconded by Wayne Gageby that the
Village Council approve the minutes of the Regular Meeting of October 27 as
corrected. Motion carried.
Member Clifford Wellman arrived at this point in the meeting.
Motion by Russ Jones and seconded by Wayne Gageby that the Village
Council accept the Justice of the Peace Report of Justice Benson for a portion
of October, 1959. Motion carried.
Motion by Wayne Gageby and seconded by Russ Jones that the Village
Council set date of bid for equipment steamer for December 8, 1959 at
2 :00 o'clock P.M. Motion carried.
Motion by Wayne Gageby and seconded by Carl Carlson that the Street
Bond for Donnay's 3rd Addition in the amount of $25,000.00 be mleased., upon
recommendation of the Village Engineer. Motion carried
Motion by Russ Jonesand seconded by Clifford Wellman that the
Street Bona for Pearson's Northeate Addition in the amount of $34 0 500,00 and
the Bond for Boulevard sodding, Boulevard trees and street signs in the amount
of $7,350.00 for Pearson's Northeate Addition be released, upon recommendation
of the Village Engineer. Motion carried.
Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION PROVOING FOR PUBLIC HEARING ON
PROpom) WATER neROmm N0. 1960 -1
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following:
PROJECT NO. 1960 -1 -
A. Construction of 1,000,000 gallon elevated water storage tank
to be located in vicinity of 69th Avenue North axd Dupont Avenue Norte..
B. Construction of deep wells, pumps, pump houses and appurtenances to bE
located near the intersection of 65th Avenue North and Russell
Avenue North., extended.
Co Construction of feeder mains on 69th Avenue North from Abbott Avenue
North to Dupont Avenue North and construction of a system of laterals
within the follo&g described parcels of land:
Lot 48, Aud. Sub. 310 and those parts of Section 26, T. 119, R. 21
described as follows:
Commencing at Southeast corner of Northeast 1/4 of Southeast 1/4,
thence West 20 rods, thence North 20 rods, thence West to West line
of Northeast 1/4 of Southeast 1/4, thence North to a point 630
feet South from Northwest corner thereof, thence East to East
line of West 1/4 of Northeast 1/4 of Southeast 1/4, thence North
197 feet, thence East to East line of Northeast 1/4, of Southeast
1/4, thence South to beginning except roads. (Tax parcel 1220)

Commencing at Northeast corner of Government Lot 2 thence West
along North line thereof and produced to a point 361 feet West

parallel with said 1/4 Section line to a point 980 78/100 feet
North, measured on said parallel line from South line Section 26
thence West parallel with South line of said Section 4 feet thence

WHEREAS, the village engineer has made a preliminary report advising that
said proposed improvement is feasible and that it can be constructed at
an estimated cost of $515,000.00.
NOW, TIMEFORE, BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted by
Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on the proposed improvement shall be held at the
Village Hall in the village on Tuesday, the 22nd day of Decembers 1959,
at 8 :00 o'clock P.M., and the clerk shall publish notice of the time and
place of hearing by two weeks' publication In the official newspaper of
the village.
3. The area proposed to be assessed for said improvement is as
follows:
Those lots and parcels of land abutting on the water mains
and laterals to be constructed as a part of this improvement,
including main on 69th Avenue North from Abbott Avenue North to
Dupont Avenue North, together with all lots and parcels lying
within the following described area: Lot 48, Auditor Subdivision
310 and those parts of Section 26, T.119, R.21, described as follows:
Commencing at Southeast corner of Northeast 1/4 of Southeast 1/4,
thence West 20 rods, thence North 20 rods, thence West to West line
of Northeast 1/4 of Southeast 1/4, thence North to a point 630
feet South from Northwest corner thereof, thence East to East
line of West 1/4 of Northeast 1/4 of Southeast 1/4 thence North
197 Peet, thence East to East line of Northeast 1 /4, of Southeast
1/4, thence South to beginning except roads. (Tax parcel 1220)
Commencing at center of Southeast 1/4 thence East 60 gods thence
North. 20 rods thence West to a point 328 33/100 Peet thence South
150 feet, thence West 328 33/106 feet to the West line thereof,

4. This proposed improvement shall be designated WATER nTROV24M
Project No. 1960 -1.
The motion for the adoption of the foregoing resolution was duly seconded by
member Clifford Wellman, and upon vote being taken thereon, the following voted
in favor thereof: William N. Super, Carl Carlson, Russ Jones, Clifford
Wellman and Wayne Gageby, and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
Motion by Carl Carlson and seconded by Russ Jones that the Village
Council appoint the following relief Judges for the Village Election on Dec.
8P 1959:

Motion carried.
Motion by Clifford Wellman and seconded by Russ Jones tht the Village
Council instruct the Village Administrator to contact the Village Attorney and
prepare option agreement with earnest money agreement up to $1,000 with a
rate of interest, or agreement, favorable to the Village on the following
property: Lot 50, Auditor's Subdivision 309. Motion carried.
Motion by Clifford Wellman and secon y Carl Carlson to adjourn.
