January 14, 1958
The Village Council met in regular session and was called to order by
William N. Super, Mayor, at 8:10 p.m.
Roll Call: William, N. Super, Carl Carlson, Wayne Gageby, and Russ Jones
were present. Clifford Wellman was absent.
Motion made by Wayne Gageby and seconded by Carl Carlson that the Village
Council approve the minutes of the special meeting of December 30, 1957. The
minutes were approved as recorded. Motion carried.
Clifford Wellman arrived at the meeting at this point and took over his
duties as Trustee.
The Mayor announced that the meeting was open for the consideration of
Storm Sewer Improvement No. 1957 -36■
After a discussion was held and the property owners present appearing in
favor of said improvement,. - member Clifford Wellman introduced the following reso-
lution:
RESOLUTION ACCEPTIM BID
BE IT RESOLVED by the Village Council of tke Village of Brooklyn
Center, Minnesota, that the low bid of Sandstrom & Rafter as to
the furnishing of all work, labor, and materials in connection
with the following improvement, according to plans and specifi-
cations therefor now on file in the Office of the Village Clerk
is deemed to be the lowest and best bid submitted for said work
by a responsible bidder, and said bid is hereby accepted.

The motion for the adoption of the foregoing resolution Was duly seconded by meter
Carl Carlson and upon vote being taken thereon, the following voted in favor there-
of: William N. Super, Clifford Wellman, Carl Carlson, and Wayne Gageby, and the
following voted against the same: None. Russ Jones abstained from voting. Where-
upon said resolution was declared duly passed and adopted.
Motion made by Russ Jones and seconded by Wayne Gageby that the 'Village
Council uphold the recommendation of the Planning Commission and grant a special
permit to Kenneth Krogh to build a garage extending four feet in front of his home.
William N. Super, Carl Carlson, Wayne Gageby, and Russ Jones voted in favor azld
Clifford Wellman voted against., Motion carried.
Motion made by Wayne Gageby and seconded by Clifford Wellman that the
Village Council uphold the recommendation of the Planning Commission and deny Alfred
Kramer's request to rezone Lot 8, Block 1, Sunset Manor Addition to commercial.
William N. Super, Wayne Gageby, Clifford Wellman, and Russ Jones voted in favor and
Carl Carlson voted against. Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby that the Village
Council uphold the recommendation of the Planning Commission and allow the division
by metes and bounds of the Pengilly property with a minimum 90 foot lot facing West
on Toledo Avenue North and North on 69th Avenue North. Motion carried. ,
Motion made by Carl Carlson and seconded by Clifford Wellman that the
Village Council deny Kenneth Bergstrom's request to leave the foundations on Lots
13 and 14, Block 3, Bergstrom's Lynside Manor as the foundations were less than 10
feet from the side lot line. Motion carried.

Council appoint The Brooklyn Center Press as the official newspaper for the year
1958. Notion carried•

Council appoint the Camden Northwestern State Bank the official depository for the
year 1958. Motion carried.
Motion made by Russ Jones and seconded by Carl Carlson that the Village
Council appoint Wayne Gageby Mayor pro tempore in absence of Mayor Super. Motion
carried.
Motion made by Wayne Osgeby and seconded by Carl Carlson that the V111e6e
Council abate taxes for street improvement on 65th Avenue North: William Super,
Carl Carlson, and Wayne Gageby voted in favor and Russ Jones abstained from voting.
Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby that the following
check cashing policy be adopted in the liquor store:
Payroll checks over $30 are to be cashed out of the Check Cashing
Fund for a charge of 100.

Payroll checks under $30 will be cashed out of the Check Cashing
Fund at no charge.
Personal checks over $30 with no purchase of liquor will be
cashed out of theCheck Cashing Fund for a charge of lq .
Personal. checks of $30 over the amount of sale will be cashed
out of the Cheek Cashing Fund with a charge of 100.
Personal checksct less than $30 over the sale amount will be
cashed through the cash register at no charge.
All personal checks must be approved by the manager or his
assistant.

Member Carl Carlson introduced the following resolution:
RESOLUTION
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota that the Twin City Rapid Transit Co. be granted
approval and authority to operate bus lines:
To extend the Humboldt line in Minneapolis along Logan Avenue
North from 53rd Avenue North to 57th Avenue North; thence on
57th Avenue to.Knox Avenue North to 56th Avenue North to
Logan and return on Logan Avenue North from 58th Avenue.
To move the present Fremont line two blocks, entering
Brooklyn Center on Bryant Avenue North to 55th Avenue,
55th Avenue to Dupont, Dupont to 60th Avenue, 60th to
Colfax, Colfax to 61st, 61st to Dupont, and return on
Dupont Avenue North from 61st Avenue North.
To extend a line from Osseo Road on 51st Avenue North to
Xerxes Avenue North and continuing into Minneapolis on
51st Avenue North.
The motion for the adoption of the foregoing resolution was duly seconded by member
Russ Jones and all members present voting in favor. Whereupon said resolution was
declared duly passed and adopted.
Motion made by Carl Carlson and seconded by Russ Jones that the Village
Council reduce the escrow of Robert Lang to $980 releasing $600. Motion carried.
Motion made by Wayne Gageby and seconded by Carl Carlson that the Village
Council authorize the Village Attorney to draw up an ordinance changing the name of
Meadow Lane to Vincent Avenue North. Notion carried.
Motion made by Russ Jones and seconded by Carl Carlson that the Village
Council approve the justice report of Raymond Benson for the months of November and
December, 1957• Motion carried.
Motion made by Wayne Gageby and seconded by Carl Carlson that the street
bonds held on Bergstrom's Delphian Gardens lst and 2nd Addition be released.
Motion carried.

Motion made by Russ Jones and seconded by Carl Carlson that the follow-
ing resolution be adopted:
RESOLUTION AU`3HMIZM PARK BOARD TO ADVERTISE FOR
BIDS ON CERTAIN EQUIPMENT
BE IT RESOLVED by the Village Council that the Park.Board
is authorized to advertise and accept bids for the purchase
of a tractor, mower, rear mounted blade, and angled rotary
broom, such advertisement to be made in the manner prescribed

by law.
All members present voted in favor. Motion carried.
The bills set forth on the schedule attached to these minutes and made a
part hereof entitled "The Bills Audited and Paid at the Meeting of January 14
1958" were audited and ordered paid.
Motion made by Carl Carlson said seconded by Wayne Gageby to adjourn.
