March 4. 1958
The Village Council met in special session and was called to order by
William N. Super, Mayor, at 8:05 o'clock p.m,
Roll Call: William H. Super, Wayne Gageby, and Russ Jones were present.
Carl Carlson and Clifford Wellman were absent,
The Mayor announced that the meeting was open for the consideration of
proposed unitary Sewer Improvement No.. 1958 -6
The Clerk produced an affidavit of publication of notice of hearing on
the proposed improvement showing two weeks' publication thereof in the official net,
paper, the last publication being on February 27, 1958, which affidavit was examine
and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present argu-
ments either for or against the proposed improvement. After hearing and consider-
ing all objections, and the property owners appearing in favor of said improvement,
member Wayne Gageby introduced the following resolution and moved its adoption:

2. Action upon said improvement shall be deferred until
a following meeting.
The motion for the adoption of the foregoing resolution was duly seconded by memba.
Russ Jones, and upon vote being taken thereon the following voted in favor thereof.
William N. Super, Wayne Gageby, and Russ Jones; and the following voted against th
same: None. Whereupon said resolution was declared duly passed and adopted.

The motion for the adoption of the foregoing resolution was duly seconded by member

Member Wayne Gageby introduced the following resolution and moved its

The motion for the adoption of the foregoing resolution was duly seconded by member
Russ Jones, and upon vote being taken thereon the following voted in favor thereof.

proposed Water Tank Improvement No. 1957 -28.

newspaper., the last publication being on February 27, 1958, which affidavit was

1. The public hearing, on proposed Water Tank Improvement
No. 1957 -28 is hereby declared to be favorable.
2. Action upon said improvement shall be deferred until
a following meeting.
The motion for the adoption of the foregoing resolution was duly seconded by member
Russ Jones, and upon vote being taken thereon the fallowing voted in favor thereof:
William N. Super, Wayne Gageby, and Russ Jones; and the following voted against the
same: None. Whereupon said resolution was declared duly passed and adopted.
Motion made by Wayne Gageby and seeond�d by William N. Super to nominate
Russ Jones temporary representative to the Suburban, Sanitary Disposal Authority.
Motion carried.
Member Russ Jones introduced the following resolution and moved its
adoption:

FOR SANITARY SEWER IMPROVEMENT NO. 1958 -1
AM DIRECTING ADVERTISEMENT FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follozrs:
1. The plans and specifications for Sanitary Sewer Improve-
ment No 1958 -1 prepared by A. J. Lee, Village Engineer, are
hereby approved and ordered filed with the Clerk.
2. The Clerk shall advertise for bids for such improvement

Construction Bulletin, the date of first publication not less
than three weeks prior to the date for receipt of bids. Said
notice shall state that no bids will be considered unless
sealed and filed and accompanied by a cash deposit, bid bond,

amount of not less than five percent of the bid.
3. Bid date is set for April 8, 1958.

adoption:

AND DIRECTING ADVERTISEMENT FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:

ment No. 195& -2 prepared by A. J. Lee, Village Engineer, are
hereby approved end ordered filed with the Clerk.
2. The Clerk shall advertise for bids for such improvement
by publication at least once the official newspaper and in the
Construction Bulletin, the date of first publication not less

than.three weeks prior to the date for receipt of bids. Said
notice shall state that no bids will be considered unless
sealed and filed and accompanied by a cash deposit, bid bond,
cashier's check or certified check payable to the Clerk in the
amount of not less than five percent of the bid.
3. Bid date is set for April 8, 1958+

Member Russ Jones introduced the following resolution and moved its
adoption:

Center, Minnesota, as follows:
1. The plans and specifications for Sanitary Sewer Improve-
ment No. 1958 -3 prepared by A. J. Lee, Villagelhgineer, are here-
by approved and ordered filed with the Clerk.
2. The Clerk shall advertise for bids for such improvement
by publication at least once in tbeofficial newspaper and in the
Construction Bulletin, the date of first publication not less
than three weeks prior to the date for receipt of bids. Said
notice whall state that no bids will be considered unless

BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as folbws:
1. The plans and specifications for Sanitary Sewer Improve -
ment No. 1958 -4 prepared by Minder Engineering Co., Engineer, are
hereby approved and ordered placed on file with the Clerk.
2. The construction for said improvement is to be added
to the existing contract with Randall Brothers for construction
of Sanitary Sewer Improvement No. 1957-39 and Water Main Im-
provement No. 1957 -40. Said work to be performed at the same
unit prices as now in force in said contract.
The motion for the adoption of the foregoing resolution was duly seconded by member
Russ Jones, and upon vote being taken thereon the following voted in favor thereof
William N. Super, Wayne Gageby, and Russ Jones; and the following voted against
the same: None. Whereupon said resolution was declared duly passed and adopted.

Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
FOR WATER IMPROVEMENT NO. 1958 -5
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The plans and specifications for Water Main Improvement
No. 1958 -5 prepared by Minder Engineering Co., Engineer, are
hereby approved and ordered placed on file with the Clerk.
2. The construction for said improvement is to be added
to the existing contract with Randall Brothers for construc-
tion of Sanitary Sewer No. 1957 -39 and Water Main Improvement
No. 1957 -40. Said work to be performed at the same unit
prices as now in force in said contract.
The motion for the adoption of the foregoing resolution was duly seconded by member
Wayne Gageby, and upon vote being taken thereon the following voted in favor there-
of: William N. Super, Wayne Gageby, and Russ Jones; and the following voted agains'
the same: None. Whereupon said resolution was declared duly passed and adopted.
Member Wayne Gageby introduced the following resolution and moved its
adoption:

Motion made by Russ Jones and seconded by Wayne Gageby that the Village
Council accept the February, 1958 justice report of Raymond Benson. Motion carried'.
Motion made by Wayne Gageby and seconded by Russ Jones that the Village
Council accept the water petition on Beard Avenue North from 64th Avenue North to
the North line of Brooklane Addition. Motion carried.
Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED WATER 110ROVEMENT NO. 1958 -12.
WHEREAS, it is proposed that there be constructed an Improve-
ment consisting of the following:

Construction of a water supply system including wells,
tanks, feeder mains and appurtenances to provide water
service along the following described streets:
Beard Avenue North from 64th Avenue North to Thurber
Road.
WHEREAS, the village engineer has made a preliminary report
advising that said proposed improvement is feasible and that
it can be constructed at an estimated cost of 10 6.00
$ 59
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authotity granted
by Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on the proposed improvement shall be
held at the Village Hall in the village on Tuesday, the 25th
day of March 1958, at 8 :00 o'clock P.M., and the clerk shall
publish notice of the time and place of hearing by two weeks'
publication in the official newspaper of the village.
3. The area proposed to be assessed for said improvement
Is as follows:
All lots and parcels of land abutting thereon.
4. This proposed improvement shall be designated Water
Improvement No. 1958 -12.
BE IT FURTHER RESOLVED by the Village Council of the Village of
Brooklyn Center, Minnesota, that it is hereby determined that the
properties which will be served by Water Improvement No. 1958 -12
when said improvement is completed, will also be benefited by
Water Improvement No. 1956 -19, which properties were not initially
assessed for Water Improvement No. 1956 -19; and that as to expendib
tures made for Water Improvement No. 1956 -19 from general ad
valorem teat levies or other sources and funds in addition to
special assessments heretofore made for said improvement the Village
shall be reimbursed therefor by adding $1,800.00 to the assessments
to be levied for Water Improvement No. 1958 -12, and the village
clerk shall cause notice that such additional amounts will be
assessed to be included in the notice of hearing in the making of
said Water Improvement No. 1958 - 12.

Russ Jones, and upon vote being taken thereon the following voted in favor thereof:
William N. Super, Wayne Gageby, and Russ Jones; and the following voted against the
same: None. Whereupon said resolution was declared duly passed and adopted.
Motion made by Wayne Gageby and seconded by Russ Jones that a license be
issued to Duoos Bros. American Legion Post #630 to play bingo on Sundays 7:30 to
11 o'clock p.m. Motion carried.

Council grant the Duoos Bros. American Legion Post #630 a special permit to erect

Motion made by Russ Jones and seconded by Wayne Gageby that the Village
Council make an appropriation of $25.00 to the Hennepin County Agricultural Society.
Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby that a temporary
loan be made to the Park Board from the 1957A Fund in the amount of $11,500.00.
Said amount to be paid back after the sale of bonds. Motion carried.
