HomeMy WebLinkAbout1957 08-13 CCM Regular Session Minutes of the proceeding of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota, including all accounts audited by said Council August 13, 1957 The Village Council met in regular session and was called to order by William N. Super, Mayor, at 7:30 p.m. Roll Call: William N. Super, Carl Carlson, Clifford Wellman, and Russ Jones were present. Wayne Gageby was absent. Motion made by Clifford Wellman and seconded by Russ Jones that the special assessments will be entered on the assessment rolls at the rate of 6 %. Motion carried Motion made by Russ Jones and seconded by Clifford Wellman that the Village Council grant Garden City Development Co. permission to erect a sign on the West side of the Osseo Road between 64th Avenue North and 65th Avenue North. Motion carried. Motion made by Carl Carlson and seconded by Clifford Wellman that the Village Council authorize the Village Engineer to purchase a pump and hard suction hose. Motion carried. The Mayor announced that the meeting was open for the consideration of proposed Oil Stabilizing Improvement No. 1957-37• The Clerk produced an affidavit of publication.of notice of hearing on the proposed improvement showing two weeks' publication thereof in the official newspaper, the last publication being on August 8, 1957, which affidavit was examined and found satisfactory and ordered placed on file. The Mayor then called upon all property owners present to present argue. ments either for or against the proposed improvement. After hearing and considering all objections, and the property owners appearing in favor of said improvement, member Carl Carlson introduced the following resolution and moved its adoption: RESOLUTION ORDERING WORK DONE BY DAY LABOR BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. It is hereby determined that it is necessary and for the best interests of the Village and the owners of property specially benefited thereby that the following improvement be constructed: Oil Stabilizing Improvement No. 1957 -37 2. Said work will be undertaken by day labor and the records of cost will be kept as provided by law and such work is to be performed in the manner heretofore according to the specifications established by the Engineering Department for such work. The motion for the adoption of the foregoing resolution was duly seconded by member Clifford Wellman, and upon vote being taken thereon the following voted .in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, and Russ Jones; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Member Russ Jones introduced the following resolution and moved its adoption: RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR PUMP HOUSE AND DIRECTING ADVERTISEMENT FOR BIDS BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The plans and specifications for pump house prepared by Minder Engineering Co., Engineer, are hereby approved and ordered filed with the Clerk. 2. The Clerk shall advertise for bids for such improvement by publication at least once in the official newspaper and in the Construction Bulletin, the date of first publication not less than three weeks prior to the date for receipt of bids. Said notice shall state that no bids will be considered unless sealed and filed and accompanied by a cash deposit, bid bond, cashier's check or certified check payable to the Clerk in the amount of not less than five percent of the bid. 3. Bid date is set for September 10, 1957. The motion for the adoption of the foregoing resolution was duly seconded by member Carl Carlson, and upon vote being taken thereon the following voted in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, and Russ Jones; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. The Mayor announced that the Council was met to receive, open, and consider bids for Storm Sewer Improvement No. 1957 -34 and Water Main an Sanitary Sewer Improvement No. 1957 -31 and 1957-32• Affidavits were presented showing publication of advertisement for bids in accordance with law and ordered placed on file. Motion made by Carl Carlson and seconded by Clifford Wellman that the Village Council authorize the Village Clerk and Village Engineer to open bids and tabulate. Motion carried. Member Russ Jones introduced the following resolution and moved its adoption: RESOLUTION TABLING FURTHER ACTION ON BIDS BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, that further action on the bids received for Sanitary Sewer Improvement No. 1957 -32 and Water Main Improvement No. 1957 -31 be tabled for further study by Village Engineer and bid be awarded August 27, 1957• The motion for the adoption of the foregoing resolution was duly seconded by member Carl Carlson, and upon vote being taken thereon, the following voted in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, and Russ Jones; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. The bills set forth on the schedule attached to these minutes and made a part hereof entitled. "The Bills Audited and Ordered Paid at the meeting of August 13, 1957" were audited and ordered paid.
