September 24, 1957
The Village Council met in regular session and was called to order by
William N. Super, Mayor, at 8 :10 P.M.
Roll Call: William N. Super, Clifford Wellman, Wayne Gageby, Carl Carl-
son., and Russ Jones were present.
Motion made by Carl Carlson and seconded by Wayne Gageby to approve the
council meetimg minutes of the regular session of September 10, 1957 and the spe-
cial session. of September 16, 1957• The minutes were approved as recorded. Motiq ;.
carried.
Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION FOR HEARING ON PROPOSED ASSESSMENT
BE IT RESOLVED BY THE VILLAGE COUNCIL of the Village of Brooklyn
Center, Minnesota, as follows:
1. A hearing shall be held on the 15th day of October, 1957,
in the Village Hall at 8 o'clock p.m. to pass upon proposed assess -
ments "of improvements and at such time and place all persons owning
property affected by such improvement will be given an opportunity
to be heard with reference to such assessment.
2. The Village Clerk is hereby directed to cause a notice
of the hearing on the proposed assessments to be published once
in the official newspaper at least two weeks prior to the hearing,
and he shall state in the notice the total cost of the improvement.
3. Said notice shall include the following improvements:
Sanitary sewer Improvement Nos. 1957 -4, 1957 -5, 1957 -6, 1957 -7,
1957 -8, 1957 -10, 1 957 - 1957-17, 1957 -20, 1957 -212 1957 -23,
1957 -25, 1957 -26, 1957 -27, 1957 -29, 1957 -32; Storm Sewer
Improvement Nos. 1956 -57, 1956 -58, 1957 -9; Water Main Improve-
ment Nos. 1957 -1, 1957 -2, 1957 -3, 1957 -11, 1957 -15 1957 -222
1957 -24, 1957 -31; and Ail Stabilizing Improvement Nos. 1957 -16,
1957 -35, 1957 -37; and sanitary sever connections which have
heretofore been made.
The motion for the adoption of the foregoing resolution was duly seconded by mem-
ber Wayne Gageby, and upon vote being taken thereon the following voted in favor
thereof: William N. Super, Carl Carlson, Clifford Wellman, Wayne Gageby, and Russ
Jones; and the following voted against the same: None; whereupon said resolution
was declared duly passed and adopted.
Motion made by Wayne Gageby and seconded by Carl Carlson that the Ville
Council release the street bond on Millers Northview Heights upon the recommends-
tion of the Village Engineer. Motion carried.
Motion made by Carl Carlson and seconded by Clifford Wellman that the
Village Council release the street bond of Garden City Land Company in the amount
of $3,000.00 on Garden City 3rd Addition, being that Douglas Uzzell has posted
bond for this amount for same improvement. This action was based upon the recom-
mendation of the Village Engineer. Motion carried.
Member Russ Jones introduced the following ordinance and moved its
adoption:
AN ORDINANCE CHAFING THE NAME OF LANE STREET
TO 70TH AVENUE NORTH
THE VILLAGE C01MCIL.OF THE VILLAGE OF BROOKLYN CENTER ORDAINSS
AS FOLLOWS
1. Section 25 -404 LANE STREET - 70TH AVENUE NORTH.
Lane Street lying within the Village of Brooklyn Center is
hereby renamed, and shall hereafter be known as 70th Avenue
North.
2. This ordinance shall take effect from and after
its publication.
The motion for the adoption of the foregoing ordinance was duly seconded by member
Wayne Gageby, and upon vote being taken thereon the following voted is favor there-
of: Willirm N. Super, Carl Carlson, Clifford Wellman, Wayne Gageby, and Russ Jonet
and the f01107; -i?ag voted against the same: None; whereupon said ordinance was duly
passed anal adopted.
Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION ACCEPTING WORK
WHEREAS, Phelps -Drake Company has satisfactorily completed the
following improvements:
Sanitary Sewer and Water Mains on Indiana Avenue North,
65th Avenue North and Marlin Drive in Pearson's North
gate Addition.
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, the work completed on the above
streets is hereby accepted and approved.
The motion for the adoption of the foregoing resolution was duly seconded by mem-
ber Carl Carlson, and upon vote being taken thereon the following voted in favor
thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne Gageby, and
Russ Jones; and the following voted against the same: None; whereupon said reso-
lution was declared duly passed and adopted.
Motion made by Russ Jones and seconded by Wayne Gageby that the Village
Council approve the following applications for heating licenses:
Ferguson Sheet Metal Works 3454 Brunswick Ave. No.
Franks Heating & Sheet Metal Co. 2505 Marshall St. N. E.
Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby that the Village
return the escrow money being held in the amount of $2,000.00 for street improve -
went to Donald Stark, upon the recommendation of the Village Engineer. Motion
carried.
Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIOUS
FOR SANITARY SEWER IMPROVEMENT NO. 1957 -36 AND
DIRECTING ADVERTISEMENT FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The plans and specifications for Sanitary Sewer
Improvement No. 1957 -38 prepared by Minder Engineering Co.,
Engineer, are hereby approved and ordered filed with the
Clerk, upon the recommendation of the Village Engineer.

2. The Clerk shall advertise for bids for such
improvement by publication at least once in the offi-
cial newspaper and in the Construction Bulletin, the
date of first publication not less than ten days prior
to the date for receipt of bids. Said notice shall
state that no bids will be considered unless sealed
and filed and accompanied by a cash deposit, bid bond,
ehshier's check or certified check payable to the
Clerk in the amount of not less than five percent of
the bid.
3. Bid date is set for October 22, 1957.
The motion for the adoption of the foregoing resolution was duly seconded by mem
ber Clifford Wellman, and upon vote being taken thereon the following voted in
favor thereof: William N. Super, Clifford Wellman, Wayne Gageby, and Russ Jones;
and the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.
Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS

BE IT RESOLVED by the Village Council of the Village of Brooklyn

Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
FOR WATER MAIN IMPROVEMENT NO. 1957 AND
DIRECTING ADVERTISEMENT FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The pns and specifications for Water Main
Improvement No. 1957 -40 prepared by Minder Engineering Co.,
Inc., Engineer, are hereby approved and ordered filed with
the Clerk, upon the recommendation of the Village Engineer.
2. The Clerk shall advertise for bids for such im-
provement by publication at least once in the official

newspaper and in the Construction Bulletin, the date of
first publication not less than ten days prior to the date
for receipt of bids. Said notice shall state that no bids
will be considereel unless sealed and filed and accompanied
by a cash deposit, bid bond, cashier's check or certified

ber Clifford Wellman, and upon vote being taken thereon the following voted in
favor thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne Gageby,
and Russ Jones; and the following voted against the same: None; whereupon said
resolution was declared duly passed and adopted.
The Village Council discussed the proposition of the Village purchasing
$25,000 worth of 1957A Fund Bonds from John Nuveen and Company and decided that
Kermit Kalleberg proceed with said purchasing.
Motion made by Russ Jones and seconded by Clifford Wellman that the
Village Council approve the expenses of Donald Stark in the amount of $131-55.
These expenses were to attend the International Conference of Building Officials
in San Francisco, California. Motion carried.
Motion made by Wayne Gageby and seconded by Clifford Wellman that the
Village Council declare the hearing favorable on the vacation of 57th Avenue North
and authorize the Village Attorney to draw up the proper resolution to be acted
upon at the next council meeting. Motion carried.
The bills set forth on the schedule attached to these minutes and made
a part hereof entitled "The Bills Auc3;i.ted and Ordered Paid at the Meeting of
September 24 1957" were audited and ordered paid.
Motion made by Carl Carlson and seconded by Wayne Gageby to adjourn.
