The Village Council met in regular session and was called to order by
William N. Super, Mayor, at 8 :15 P.M.
804, William N. Super, Carl Carlson, Wayne Gageby, and Russ Jones
were pre Clifford Wellman was absent.

Motion made by Wayne Gageby and seconded by Carl Carlson to approve the
council meeting minutes of the special meeting of September 17, 1957 and the regu-
lar meeting of September 24, 1957. The minutes were approved as recorded. Motion
carried,
Motion made by Carl Carlson and seconded by Wayne Gageby that the Village
Council allow Mr. and s. Duane G. Livingston one year to complete their home at
5254 Ewing Avenue Norotih. Motion carried.
Notion made by Russ Jones and seconded by Carl Carlson that`the Village
Council 'uphold the recce ton of the Planning Commission and allow H. W. Burton
a special permit to operate a sign shop on Lots 16 and 17, Block 2, Lane's Brooklyn
Center Addition. Motion carried.
Motion made by Wayne Gageby and,seconftd by Carl Carlson that the Village
Council uphold the recommendation of the Planning and allow Don Anderson
a special permit to build a garage within two feet of the South property line.
Motion carried.
Upon the recommendation of the Planning Commission, motion was made by
Carl Carlson and seconded by Wayne Gageby that the Village Council authorize the
Village Attorney to check into the feasibility of preparing a master plan of the
area from 65th Avenue North to 73rd Avenue North between Lyndale Avenue North and
the Mississippi River. If feasible, a public hearing-is to be called for assessments
Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby that the Village
Council accept the street deed of Josephine Tingdale, widowo and James T. Wood as
administrator of the estate of Martin Tingdale, deceased, of the following property:
"Together with an easement for Road Purposes over, upon and across
the following described portion of said Lot 23:- Commencing at a
point on the above described Line "A' distant 203.73 feet South -
westerly from the East line of said Lot 23, measured along said
Line "A "; thence South on a line parallel with said East line of
Lot 23, a distance of 179.4 feet; thence Northeasterly on a line
deflecting: to the left an angle of 98 degrees 37 minutes, a dis-
tance of 133.0 feet to its intersection with a line 66.0 feet
West of and parallel with said East line of Lot 23; thence South
on a line 66.0 feet West of, measured at right angles to and
Parallel with said East line of Lot 23, a distance of 33.5 feet;
thence Southvesterly on a straight line, hereinafter referred to
as Line "B ", deflecting to the right an angle of 81 degrees 23
minutes, a distance of 340.0 feet, more or less, to the East
bank of Twin Lake; thence Northerly along said East bank., to its
intersection with a line 33.0 feet Northwesterly of, measured
at right angles to and parallel with above described line "B"
thence Northeasterly on a line 33.0 feet Northwesterly of,
measured at right angles to and parallel with said Line "B ", a
distance of 158.7 feet, more or less, to a point distance 230.91
feet West of the East line of said Lot 23, measured at right
angles thereto; thence North on a parallel with the East liter
of said Lot 23, a distance of 176.9 feet, to its intersection
with above described Line "A ", at a point 238.09 feet South-
westerly of the East line of said Lot 23, measured along
said Line "A "; thence Northeasterly along said Line 'W', a
distance of 3+.36 feet, to place of beginning.
Motion carried.
Member Russ Jones introduced the following resolution and moved its
adoption:

RESOLUTION PROVIDING FOR THE ISSUANCE OF BONDS
FOR PARK PU RPOSES AND CALLING AN ELECTION
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The Village Council of the Village of Brooklyn Center
hereby determines to issue bonds of the Village as authorized
by Chapter 475 of the Minnesota Statutes. The amount proposed
to be borrowed is $400,000. The purpose for which the debt is
to be incurred is to provide money to acquire and improve parks
and playgrounds.
2. The question of issuance of bonds shall be 'submitted
to the voters of the village at the regular village election to
be held December 3, 1957.
3. The village clerk is authorized and directed to cause
printed ballots to be prepared for use at said election, in
which the proposition shall be stated in substantially the
following form:

SHALL THE VILLAGE OF BROOKLYN CENTER BORROW MONEY
AND ISSUE ITS NEGOTIABLE COUPON GENERAL, OBLIGATION
BONDS IN THE AMOUNT OF NOW TO EXCEED $400,000 FOR
THE PURPOSE OF PROVIDING MONEY TO ACQUIRE AND
IMPROVE PARKS AND PLAYGROUNDS WITHIN SAID VILLAGE?

Instructions to Voters: Voters desiring to vote in favor of
the foregoing proposition shall make a cross mark (X) in the
square opposite the word YES. Voters desiring to vote against
the foregoing proposition shall make a cross mark (X) in the
square opposite the word NO.
4. The village clerk shall cause notice of said election
to be given by publication in the NORTH HENNEPIN POST, the official
newspaper of the village, at least two weeks prior to said election,
and by posting in at least three public and conspicuous places in
the village at least ten days priQrr to said election.
5. The election shall be held at the usual voting place
for village elections, the judges and clerks shall be the same as
provided for the regular annual village election to be held on
said date, and the polls shall remain open to vote upon said
question for the same hours as established for the regular
village election.

applicable to village elections, and the council shall
meet as required by law for the purpose of canvassing
said election and declaring the results thereof.
The motion for the adoption of the foregoing resolution was duly seconded by member
Wayne Gageby, and upon vote being taken thereon the following voted in favor there
of: William N. Super, Wayne Gageby, Carl Carlson, and Russ Jones; and the follow-
ing voted against the same: None; whereupon said resolution was declared duly
passed and adopted.
Motion made by Wayne Gageby and seconded by Russ Jones that the Village
Council approve the following license applications:
Plumbing License: Lund & Spetz Plumbing Co. 3801 Chicago Ave.
Heating License: The Holverson Co. 209 E. Lake St.
Motion carried.
Motion made by Russ Jones and seconded by Carl Carlson that the Village
Council accept the September ,justice report of Raymond Benson. Motion carried.
Member Russ Jones introduced the following resoluthn and moved its
adoption:
RESOLUTION APPROVING 1958 BUDGET'
AND AUTHORIZIM A LEVY THEREFOR
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center as follows:
1. There is hereby appropriated for expenditure in 1958
from general taxes, the following sums for the purposes indi-
cated:
Village Operations and Administration $211
Firemen's Relief Association 8,484.00
Park 11,312.00
P.E.R.A. 4,600.00
O.A.S.I. (Tentative) 6, 74-00
242,677.00
The foregoing does not include levies already certified to the
County Auditor for the payment of outstanding loans which levies
for the year 1958 are as follows:
-Certificates of Indebtedness $ 14,900.00
Special Levy Bonds 10,045.06
State Loan 142

2. There is hereby levied upon all taxable property lying
within the Village of Brooklyn Center, in addition to all levies
heretofore certified to the County Auditor as indicated in para-
graph l hereof, the sum of $242,677.00 and the Clerk shall cause
a copy of this resolution to be certified to the County Auditor,
so that said sum shall be spread upon the tax rolls and wil� be
payable in the year 1958.
3. The County Park assessment will be paid by the Village
of Brooklyn Center out of the Park Funds now on hand so that no
separate levy shall be made for this purpose.
The motion for the adoption of the foregoing resolution was duly seconded by member
Wayne Gageby, and upon vote being taken thereon the following voted in favor there -
of: William N. Super, Wayne Gageby, Carl Carlson, and Russ Jones; and the following

voted against the same: None. Whereupon said resolution was declared duly passed
and adopted.
Motion made by Cara. Carlson and seconded by Wayne Gageby that the V113.e
Council release the cash bond of John Soderholm in the amount of $1,344.75, upon
the recommendation of the Village Engineer. Motion carried.
Motion made by Wayne Gageby and seconded by Russ Jones that the Village
Council release the $500 cash bond of Russ Gilbertson, upon the recommendation of
the Building Inspector. Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby that the Village
Council accept the final plat of Garden City 4th Addit=ion; subject to all restric-
tions of the platting ordinance except the width of corner lots. Motion carried.
The bills set fort)a on the schedule attached to these minutes and made a
part hereof entitled "The Bills Audited and Ordered Paid at the Meeting of October
8, 1957" were audited and ordered paid.
Motion made by Russ Jones and seconded by Wayne Gageby to adjourn. Motion
carried.
