CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session and
was called to order by Chairman Dear. Nyquist at 10:15 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Bill Hawes, and Rich Theis. Also
present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp,
Director of Finance Paul Holmlund, Director of Planning & Inspection Ron Warren,
City Attorney Richard Schieffer, and Administrative Assistant Tom Bublitz.
APPROVAL OF MINUTES - JULY 9, 1984
There was a motion by Commissioner Theis and seconded by Commissioner Hawes to
approve the minutes of the July 9, 1984 Brooklyn Center Housing and Redevelopment
Authority meeting as submitted. Voting in favor: Chairman Nyquist,
Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion
passed.
RESOLUTION NO. 84 -10
Member Bill Hawes the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT
The motion for the adoption of the foregoing resolution was duly seconded by member
Rich Theis, and upon vote being taken thereon, the following voted in favor thereof:
Dean Nyquist, Gene Lhotka, Bill Hawes, and Rich Theis; and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted.
ADJOURNMENT
There was a motion by Commissioner Lhotka and seconded by Commissioner Hawes to
adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioner Lhotka,
Hawes, and Theis. Voting against: none. The motion passed. The Brooklyn
Center Housing and Redevelopment Authority meeting adjourned at 10:16 p.m.
Mayor
Member introduced the following resolution and
moved its adoption:
HRA RESOLUTION NO.
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER
HOUSING REHABILITATION GRANT
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has established a Home Rehabilitation Grant Program to assist low and moderate
income individuals in the maintenance and repair of their homes; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has received one (1) application from an eligible individual to receive grant
assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined
that the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant application is
estimated at $8,250.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment .Authority . that:..
c-1 1. The Brooklyn Center Housing and Rehabilitation Authority does
approve the one (1) housing rehabilitation grant application
as recommended by the staff.
2. That the work be performed as recommended in the confidential
memorandum dated August 3, 1984, and that the applicant be
directed to obtain the necessary bids for staff review and
approval.
3. The project shall not exceed the grant limits of $8,250 per
house.

MEMORANDUM

DATE: August 3, 1984
SUBJECT: HRA Rehab Grant
The following rehab grant application is recommended for HRA approval. The
information contained in this memo is private and not available to the general
public.
A. Alice Nyberg, 5448 Girard Avenue North. The following work
is recommended:
1. Replace front door, hardware, and reweatherstrip. Paint
or stain door as needed.
2. Replace rear door and frame, hardware, and reweatherstrip.
Paint or stain door and frame as needed.
3. Replace front and rear storm doors with aluminun combina-
tions, good quality, pre - finished.
4. Replace bathroom window sash with double hun g unit. Paint
window as needed.
5. Repair all windows to open and close properly and be
lockable.
6. Regl.aze (putty) all windows. Scrape and remove all loose
putty.
7. Scrape and repaint all window sash.
L 8. Replace rotted sill in N.E. bedroom - rear window. Repaint
as needed.
9. Replace bathroom aluminun combination storm and screen
to match existing if possible. (unit may be repairable)

11. Repair plastered wall and ceiling in front bedroom closet

12. Repair water damaged plaster ceiling in Living room.
Restiple or texture ceiling repair to match existing as
closely as possible. (owner will repaint cei I ing as needed)
13. Repair water damaged plastered ceiling in bathroom. (owner
will repaint ceiling as needed.
14. Replace rotted floor and sub - flooring in bathroom as needed.
Install vinyl flooring (in lieu of existing carpeting)
15. Insulate that part of kneewall in north attic space that
is uninsulated.

16. Blow in insulation in attic floor of both north and south
attic spaces from kneewall to eave. Fill joist spaces solid.
17. Install 3 gable end type louvers. (one on each end of
north attic space, and one on west end of south attic
space)
18. Install 4 roof vents. (one on rear porch roof, one on
roof above south attic space, and two on roof of north
attic space)
19. Electrical work:
a. Upgrade electrical service from 60 amp to 100 amp
b. Repair loose light fixture and loose wall outlet in
basement
c. Install GFI outlet in bathroom
d. Install two electric smoke detectors wired together.
(one in basement near stairs and one on 2nd floor
near top of stairs)
20. Plumbing work:
a. Replace hot water heating system (boiler, pump, tank)
Remove existing equipment from premises. Check all
radiators to function properly
b. Remove old disbanned water softner tank and discard
21. Verify condition of furnace flue liner and replace if
needed. (existing liner approx. 35 to 40 years old)
