ROLL CALL
Chairman Dean Nyquist, Ccmissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich
Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy
Knapp, Director of Finance Paul holmiuni, Director of Planning & Inspection Ron
Warren, City Attorr.yy Richard Schieffer, and Administrative Assistant Tom Bublitz.

There was a motion Coatnissioner Lhotka and seconded by Commissioner Hawes to
approve ti:e minutes of the June 25, 19E4 Erooklyn Center dousing and Redevelopment
Authority meeting as submitted. Voting in favor: Chairman Nyquist,
Commissioners Lhotka, ;Scott, and Hawes. Voting against: none. The motion
passed. Ccm issioner Theis abstained from the vote as he was not present at the
June 25, 1 984 meeting.
RESOLUTI NO. 84 -09
Member Rich Theis introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT
The motion for the adoption of the foregoing resolution was duly seconded by member
Celia Scott, and upon vote being taken thereon, the following voted in favor
thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Lill Hawes, and Rich Theis; and
the following voted against the same: none, whereupon said resolution was declared
duly passed and adopted.

There was a motion by Commissioner Lhotka and seconded by Commissioner Hawes to
adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka,
Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously.
The Brooklyn Center Housing and Redevelopment Authority adjourned at 7 :52 p.m.

RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING
REHABILITATION GRANT

WHEREAS, th�. Brooklyn � nt g P Y has
established a Home Rehabilitation Grant Program to assist low and moderate
income individuals in the maintenance and repair of their homes; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has
received one (1) application from an eligible individual to receive grant
assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined
that the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant application is
estimated at $8,250.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment Authority that:
1. The Brooklyn Center Housing and Redevelopment Authority does
approve the one (1) housing rehabilitation grant application
as recommended by the staff.
2. That the work be performed as recommended in the confidential
directed to obtain the necessary bids for staff review and
approval.
3. The project shall not exceed the grant limits of $8,250 per
house.

MEMORANDUM
TO: Gerald G. Splinter, City Manager

SUBJECT: HRA Rehab Grant
The following rehab grant application is recommended for HRA approval. The
information contained in this memo is private and not available to the general
public.
A. Blanche Radil 4948 Zenith Avenue North. The following work
is recommended:
1. Replace basement stairs with new stairs. Knock out existing
concrete block stairs and concrete floor in old well pit
to provide full flight of stairs with maximum amount of
headroom clearance under wall header as possible. Need
not meet minimum code of 6' 6" because total remodel would
be necessary to achieve.
2. Remove 4" concrete block walls approximately 4 feet high
on left side of basement stairs around corner and back
to furnace. Remove sand fill in that block enclosure.
Remove block rubble from premises but o.k. to cast excess
sand in basement crawl space area. Cover all crawl space
area with poly vapor barrier. Install new concrete floor
in enclosure area after sand is removed. (See note at bottom
of page . )
3. Insulate rim joist in crawl space where accessible.
4. Repair ceramic the floor in bath room where loose. REmove
rust or scale from floor the under hand sink as best
as possible.
5. Replace broken door knob on front door.
6. Replace kitchen floor tile with vinyl- flooring.
7. Patch and repair cracks in plastered living room wall
by fireplace. (owner will repaint wall)
8. Patch and repair cracks in plastered ceiling in front
owner unable to
hallway. Repaint ceiling. ( )

9. Tear off existing shingles and reroof dwelling only.
10. Loosen windows stuck closed due to painting, to open and
close freely.
11. Repair or replace rotted bottom panel on overhead garage
door. Repaint if needed. Repair latching device on over-
head door to open and close freely and lockable.
12. Replace furnace with energy efficient type - minimum 80 %.
Replace class B chimney flue if needed.
13. Electrical items:
a. Upgrade electrical. service from 60 amp to 100 amp
and install new mast to code height.
b. Install electrical. smoke detector in hallway to bed room.

13. c. Install G.F.I. outlet. in bath room.
d. Relocate basement tight switch to wall switch in laundry
room.
14. Plumbing Items:
a. Remove and discard old water softener and replumb
as needed.
b. Replace or repair leaking waste trap on bath room sink.
c. Repair any leaking or dripping faucets,
d. Relocate water meter approximately 2 to 3 feet west
(toward furnace) so it does not project out beyond
end of stair wall.
NOTE: Bidding Contractor should arrange for a meeting with Building Inspector
to review basement stair and floor repairs to avoid any misunderstandings
of proposed work.
