THE ")'TAIT� 01' MJN1"fl':S(J1'A SPE,CIAL SESSION AU JUST 6, 1984 C ITY HALL CAIJ, TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 8:34 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Bill Hawes, and Rich Theis. Also present were Director of Public Works Sy Knapp, Director of Finance Paul Holmlund, Director of Planning & Inspection Pon Warren, City Attorney Richard Schieffer, and Adrrdnistrative Assistant Tom Bublitz. APPROVAL OF MINUTES - JULY 23, 1984 There was a motion by Commissioner Lhotka and seconded by Ccmmissioner Theis to approve the minutes of the July 23, 1984 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion passed. Ccmmissioner Scott abstained from the vote as she was no present at the July 23, 1984 meeting. RESOLUTION NO. 84-11 Member Celia Scctt introduced the following resolution and moved its adoption: "J'SCLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT iiio motion for the adoption of the foregoing resolution was duly seconded by member Bill Hawes, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the same. none, whereupon said resolution was declared duly passed and adopted. ADJOURNMENT There was a motion by Commissioner Lhotka and seconded by Commissioner Scott to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioner Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. Resolution Approving and Authorizing the Execution of Amendment No. 1 to the Contract for Private Redevelopment With Brutger Companies, Inc. Whereas, The Housing and Redevelopment Authority in and for the City of Brooklyn Center Minnesota the "Authority") in accordance with Resolution s ( ) ac dance Y No. adopted on � P , 1983, has entered into a Contract for Private Development " ►� dat J dated June 21, 1983, (the Contract) with Brutger Comp anies , "Developer"), Inc the ( which contract in' relevant part provided f t he � a v ed or P P construction b t D - he Developer of a 73 unit re sidential mi ' Y p condomini development (the "Development "); and Whereas, the Authority and the Developer desire to amend the Contract in the manner set forth in Exhibit A attached hereto in order that the Developer may obtain ro'ect p � approval from the Veterans Administration of the United States G overnment, which approval will enhance the ability of purchasers of indivi P ua Y P condominium units in the Development to obtain financing. NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of The Housing and Redevelopment Authority in and for the City of Brooklyn Center, Minnesota: That Amendment No. 1 to the Contract for Private Development by and between the Authority and Brutger Companies, Inc., in substantially the form attached hereto as Exhibit A, is hereby approved, and the Chair and the Executive Director of the Authority are hereby authorized to execute such amendment on behalf of the - Authority. Hoffman A, DATE: August 17, 1984 SUBJECT: Brutger Amendment One of the requirements we (the City) placed upon the Brutger Company relative to the condominium building was the right of first refusal on the pa rt of the Association to purchase any units being sold. At that time, I indicated to you that a problem might arise with our ability to get FHA /GI approval of the building because such clauses are in conflict with their policies. It was our intent to allow the residents of Brookwood the opportunity to ensure the continuity of the project as an elderly project. The burden was still placed upon the resident to enforce the 55 and older rule. However, without FHA /GI approval, the units would be almost impossible to sell now or in the future. This would not be in the interest of any of the parties involved. The Association can adopt a 55 and older policy and review sales under their own adopted rules and regulations. With permanent signage indicating a project dedicated to the elderly and such rules adopted by the Association, I believe we achieve the same result. I strongly recommend the HRA pass the resolution amending the Brutger Contract. Such action would allow the removal of the right of first refusal from the Association documents filed with the title. AN1i"1� 1) :'vl1.1,'{ 1' Nt1 ivi IiI'it 1 THIS AMENDMENT NUMBER 1 (the "Amendment ") to the Contract for Private Development (the "Agreement ") dated June 21, 1983, by and between The Housing and Redevelopment Authority in and for the City of Brooklyn Center, Minnesota (the "Authority ") and Brutger Companies, Inc. (the "Developer ") is made as of the day of August, 1984, by and between the Authority and the Developer. In consideration of the mutual promises hereinafter made in this Amendment, the Authority and the Developer agree as follows: 1. Subsection (c) of Section 3.6 of the Agreement is hereby deleted in its entirety. 2. Except as amended pursuant to the provisions of this Amendment Number 1, the Agreement is hereby ratified and confirmed. IN WITNESS WHEREOF, the Authority has caused this Amendment to be duly executed in its name and on its behalf and has caused its seal to be hereunto duly affixed and the Developer has caused this Amendment to be duly executed in its name and on its behalf as of the date second above written. Sincerely, Barbara a bara L P ortwood BLP:mj Enclosures Mi I PJ X r i T11 7(xlty: -] f_`,t, f ol lowlnq reC ,()�IUi i (.ri canU rnovf d i # c adopf ion: HRA RESOLUTION NO. _ RESOLUTION APPROVING THREE (3) BROOKLYN CENTER HOUSING REHABILITATION GRANTS WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received three (3) applications from eligible individuals to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant applications is estimated at $24,750. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: 1. The Brooklyn Center Housing and Redevelopment Authority does approve the three (3) housing rehabi.li.tation grant applications as recommended by the staff. 2. That the work be performed as recommended by the staff and that the applicants be directed to obtain the necessary bids for staff review and approval. 3. The project shall not exceed the grant limits of $8,250 per house. MEMORANDUM TO: Gerald G. Splinter, City Manager FROM: Brad Hoffman, Administrative Assista t DATE: August 16, 1984 SUBJECT: HRA Rehab Grants The following rehab grant applications are recommended for HRA approval. The information contained in this memo is private and not available to the general public. A. Catherine Armstrong, 5800 Drew Avenue North. The following work is recommended: 1. Reroof house and attached garage over existing shingles.' 2. Install 11 (eleven) soffit vents on dwelling and. ,4 (four) soffit vents on breezeway. 3. Install 5 roof vents on dwelling and 1 roof vent, on breezeway., 4. Reinsulate attic with blown in type to approximately R -38. Install- vent chutes between every rafter where accessible. This includes breezeway attic. 5. Reinsul -ate dwelling walls with blown in cellulose, fibre glass or mineral wool. 6. Insulate rim joist where accessible. 7. Scrape all loose paint on dwelling and garage, doors, windows, storm windows, soffit and fascia. Prime all scraped areas and repaint all areas with one coat white, oil base, good quality exterior house and trim paint. 8. Replace all gutters and downspouts with prefinished enamel type. 9. Renail sheetrock ceiling in bathroom where nails are popping. Prime paint all sheetrock ceilings with good quality primer and sealer which will prevent water stains and rust from nail heads to bleed through paint. (Bathroom, central. hallway, master bed room, living room, kitchen, and rear hallway to basement). 10. Repaint all ceilings affected by item #9 with one coat white interior paint, (oil base or laytex - owner choice) . 11. Remove existing accoustic the ceiling in breezeway and replace with new tile or sheetrock at owners choice. 12. Replace sections of si.dewall in front of breezeway entry approximately 8" x 12 ". 13. Electrical work: a. Correct exposed wiring in basement. b. Replace fused panel with circuit breakers. c.. Install 2 electric smoke detectors - (1 in bade` -,nt and first floor hallway) d. Install G.F.I. outlet in bathroom. e. Replace or correct electrical mast. h 4:: ,{ -2- B. Zula Hanson, 7124 Riverdale Road. The following work is recommended: 1. Install handrail on basement. stairs. 2. Adjust all exterior doors (3 on 1st floor and 1 basement walkout) to close properly. Reweatherstrip all doors as needed. 3. Replace front and side storm doors with aluminum combi- nation, prefinished, of good quality type. 4. Repair and adjust all aluminum storms and screens on dwelling and 3 season porch - ok rear of dwelling. 5. Reglaze (putty) all. windows as needed. Scrape all loose putty before reglazing. 6. Adjust all windows to open, close, and lock properly. 7. Replace vinyl. flooring in kitclien. 8. Seal water stains on ceiling of rear storage room to prevent bleeding through and repaint ceiling. 9. Repair water damaged sheetrock ceiling in side entry porch and repaint ceiling. 10. Insulate side entry porch ceiling (flat roof) with full thickness between ceiling joist. (Impractical to try to ventilate this flat roof). 11. Repair water damaged plaster on arched entry of side entry porch. 12. Reroof_ dwelling and attached garage. Remove existing shingles and repair roof sheathing as needed due to leaking or rotting conditions. 13. Reroof both front entry canopy flat roof and side entry porch flat roof. 14. Replace all rotted soffit and fascia boards, including front entry canopy roof, as needed and repaint all soffit and fascia. Remove existing gutters and downspouts to accomplish this work, and replace existing gutters and downspouts when completed. 15. Replace top flue tile section of chimney. 16. Install 4 roof vents (R -61 type) and 1 turbine type. 17. Install 15 soffit vents on dwelling if soffits open up to attic space over top plate. Install a vent chute at each soffit vent location. (Note: If there is solid blocking over top platlet and between rafters preventing this method of ventilation, it may be necessary to add additional roof vents.) 18. Blow in approximately 9" attic insulation, to total thickness of 12 ". 19. Electrical Work: a. Increase or upgrade 60 amp service to 100 amp. b. Install G.F.I. outlet in bathroom - 1st floor only. C. Install 2 electric smoke detectors - 1 in basement and 1 on 1st. floor living room ceiling. C. Dean Jacobs, 5453 Girard Avenue North. The following work is recommended: 1. Reweatherstrip front entry door.. C. 2. Replace front- and rear storm doors with good quality aluminum coirbinat ion doors, enar-,iel finish. 3. Install handrail on stairway to 2nd floor. 4. Insulate ceiling of rear porch via access from 2nd floor of dwelling. (caner will provide access opening wall.) Blow in approximately 8" insulation. 5. Insulate floor joist. and foundation walls in crawl space of rear porch. (Access to crawl space in basement.) Install permanent screen on crawl space access opening for ventilating space. Install vapor barrier on ground. 6. Reroof dwelling and detached garage. (Tear off shingles on dwelling - reroof over existing shingles on garage.) 7. Install 2 roof vents on rear porch roof (one on each side of roof - no otheh venting practical for this space) 8. Cover exposed foam insulation on ceiling of 2nd floor with 1/2" sheetrock. Finish taping new and existing sheet rock this room. (owner will paint.) 9. Electrical work: a. Upgrade 60 amp to 100 amp. b. Install G.F.I. outlet in bathroom. c. Install 3 electric smoke detectors (all wired together if possible) one basement, one 1st floor hallway to bedrooms, one 2nd floor ceiling top of stairs. 10. Plumbing and heating work: a. Replace hot water heating system (boiler, pump, tank, etc.) with energy efficient type. Check all radiators for leaks and proper functioning. b. Varify condition of chimney flue and replace liner if needed.
