Adjournment C!, :i. ie hx'i1 t.j?; ("T' OF t of f "4ESO1A SPECIAL SESSION AUGUST 20, 1984 CITY HALL CALL TO ORDER The Breoklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 9:50 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, and Administrative Assistant Tom Bublitz. APP ROVAL OF MINUTES_ - AUGUST 6, 1984 Commissioner Hawes commented that Commissioner Scott is shown as absent from the August 6, 1984 minutes but she was present at the HRA meeting. There was a motion by Commissioner Lhotka and seconded by Commissioner Hawes to approve the minutes of the August 6, 1984 Brooklyn Center Housing and Redevelopment Authority meeting as corrected. Voting in favor: Mayor Nyquist, Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion passed. RESOLUTION NO. 84 -12 Member Bill Hawes introduced the following resolution and moved its adoption: RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AMENDMENT NO. 1 TO THE CONTRACT FOR PRIVATE REDEVELOPMENT WITH BRUTGER COMPANIES, INC. The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. RESO LUTION NO. 84 -13 Member Gene Lhotka introduced the following resolution and moved its adoption: RESOLUTION APPROVING THREE (3) BROOKLYN CENTER HOUSING REHABILITATION GRANTS The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. ADJOURNMENT There was a motion by Commissioner Hawes and seconded by Commissioner Lhotka to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion passed. The Brooklyn Center Housing and Redevelopment Authority meeting adjourned at 9:56 p.m. Chairman Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOU SING PUTABILITATIOI`1 GRA WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received one (1) application from an eligible i.ndivi.dual to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work i.s necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $8,250. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: 1. The Brooklyn Center Housing and Rehabilitation Authority does approve the one (1) housing rehabilitation grant application as recommended by the staff. 2. That the work be performed as recommended in the confidential memorandum dated September 7, 1984, and that the applicant be directed to obtain the necessary bids for staff review and approval. 3. The project shall not exceed the grant limits of $8,250 per house. Splinter, City T'ana� er FROM: Brad Hoffman, Administrative Assistant / DATE: September 7, 1984 SUBJECT: HRA Rehab Grants The following rehab grant application is recommended for HRA approval. The information contained in this memo is private and not available to the general public. A. Lillian Christian, 5430 Humboldt Avenue North. The following work is recommended: 1. Replace front and side doors and hardware. Reweatherstrip with good quality weatherstripping. 2. Reglaze (putty) all windows, including basement windows and basement storms. Remove all loose putty. 3. Repaint all wood windows and inside sashes. Scrape all loose paint and add prime coat before painting one coat finish, including basement windows and basement storms. 4. Repair broken window panes, including basement storms. 5. Remove old metal coal chute door and install basement window and storm unit. 6. Insulate rim joist in basement full thickness of wall. 7. Install egress window 2nd floor bedroom, north end. (Casement type in lieu of double hung.) 8. Remove old newspaper insulation between rafters in attic spaces, and blow in insulation in ceiling joist from knee wall to eave full depth of joist. 9. Install 2 roof vents front and 2 roof vents rear to vent attic spaces behind kneewalls. 10. Insulate back side of attic access doors. 11. Replace vinyl flooring in kitchen, hallway and bathroom floors. 12. Replace kitchen countertop. 13. Repair rotted plaster around bath tub to height approximately 12" above tub. Install ceramic the around tub to height of approximately 12" to cover repaired area. 14. Reroof detached garage over existing shingles. 15. Scrape loose paint and repaint garage. 16. Replace walk door and hardware and rotted sill. Paint door. 17. Install hand rail on front step. Wrought iron type. 18. Mechanical work: a. Replace furnace with forced air type, energy efficient minimum 8M b. Replace class b flue. c. Install gas shut off for kitchen range. 19. Plumbing work: a. Replace water heater with 30 gallon electric. b. Replace broken water closet in bathroom. c. Replace wall hung lav in bathroom with small vanity, sink and new faucets. d. Replace faucets on bath tub. e. Replace kitchen sink and faucets with 2 compartment sink. 20. Electrical work: a. Upgrade service from 60 amp to 100 amp. b. Relocate electric meter from basement to exterior and install proper mast. e. Install G.F.I. outlet in bathroom. d. Install 2 outlets in kitchen on back wall above counter. e. Install 3 outlets in rear bedroom. One on each of the 3 walls which have none. f. Install 2 outlets on 2nd floor. One in each room. g. Install 3 electric smoke detectors - 1 on each floor. (basement, 1st floor and 2nd floor) h. Repair to work properly 3 way light switch for outside light on garage. (one switch in kitchen and one in garage) i
