COUNTY OI� IlFtdNEPIN AND THE STATE OF MINNF;SOTA SPECIAL SESSION SEPTEMBER 10, 1984 CITY HALL CALL TO ORDER Thrt_rooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 10:29 p.m. ROLL CAL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Planning & Inspection Ron Warren, Director of Finance Paul Holmlund, Mr. Jim Thomson, representing the City Attorney's office, and Administrative Tom Bublitz. APP OF MINUTES - AUGUST 20, 1984 There was a motion by 7E7 Lhotka and seconded by Commissioner Hawes to approve the minutes of the August 2.0, 1984 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion passed. Commissioner Scott abstained from voting as she was not present at the August 20, 1984 meeting. RESO L1.i'iION NO. 84 -14 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT The motion for the adoption of the foregoing resolution was duly seconded by member Gene Lhotka, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. ADJOURNMENT There was a motion by Commissioner Theis and seconded by Commissioner Lhotka to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. CEN'T'ER ROUSING AND RJ:DEVELOPMENT AUTHbP.I'PY I:UD ;ET 1'011 1'111: YEi•.R ]_985 1'URSUAN'T' TO MSA CHAPTER 462.545, SUJIM 6 WHEREAS, the Brooklyn Center housing and Redevelopment Authority has considered the attached budget and finds that this budget is necessary for the operation of the 1rooklyn Center Housing and Redevelopment Authority during the year 1985; and WIIERI;AS, the Housing and Redevelopment Authority of the City of Brooklyn Center understands that pursuant to .SSA 462.545, Subdivision 6, its budget must be approved before a special tax may be levied; and WHEREAS, the governing body of the City of Brooklyn Center, by consent resolution, must approve and authorize the levy for the Housing and Redevelopment Authority which would be imposed as a special tax upon all property, both real and personal, within the taxing district of the City of Brooklyn Center: NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority for the City of Brooklyn Center that the attached budget of the Housing and Redevelopment Authority for said City is hereby approved. BE IT FURTHER RESOLVED that a copy of this resolution, together with the attached budget, be submitted to the City Council of the City of Brooklyn Center together with a consent resolution for adoption by the City Council of the City of Brooklyn Center authorizing the levy of a special tax, for the purpose of MSA 462.411 through 462.711, upon all property, both real and personal, within said City. Passed by the Housing and Redevelopment Authority of the City of Brooklyn Center this 1st day of October 1984. . RESOLUTION 'J'AX JJNY FOR THE' 13RO01UY11 CENITLR HOUSING A"D 1% TTY FOP THE YEAR 1985 IT RESOLVED by the 1 and JZcdevelopnient Authority of the City of Brooklyn Center as folluis: Section 1: That there be and hereby is levied a one-third mill levy for the year 1985 on all taxable property, real and personal, situated within the corporate limii:s of the City of Brooklyn Center and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purposes of establishing an 11RA Fund and conducting the operation of an HRA pursuant to the provisions of 14SA 462.411 through 462.71.1. Section 2: That the consent resolution by the City Council of the City of Brooklyn Center to this special tax for the operation of the Housing and Redevelopment Authority is attached to this resolution and made part of it. Section 3: That said tax rate and levy be certified to the County Auditor of Hennepin County on or before October 10, 1984.
