Adjournment F , MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION DECEMBER 17, 1984 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 11:32 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Finance Director Paul Holmlund, Director of Public Works Sy Knapp, Director of Planning & Inspecti.on Ron Warren, City Attorney Richard Schieffer, and Administrative Assistants Brad Hoffman and Tom Bubli.tz. APPROVAL OF MINUTES - OCTOBER 1, 1984 There was a motion by Commissioner Theis and seconded by Commissioner Hawes to approve the minutes of the October 1, 1984 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Hawes and Theis. Voting against: none. The motion passed. Commissioner Lhotka abstained from the vote as he was not present at the October 1 meeting. AUTHORIZING SPECIFICATIONS FOR A REQUEST FOR PROPOSAL AND DIRECTING ADVERTISEMENT FOR PROPOSALS FOR A STRUCTURAL ANALYSIS OF THE EARLE BROWN FARM The City Manager requested that this item be laid over to the January 14, 1985 meeting. CONSIDERATION OF PURCHASE OF HOME ON WHICH THE HRA HAS ISSUED A REHABILITATION GRANT Administrative Assistant Hoffman pointed out that presently the HRA has in interest in the property of approximately $3,000 through a rehabilitation grant. He pointed out the City has several options, including doing nothing and letting the house be sold at auction, bidding on the house and protecting the City's position or obtaining the property by a quitclaim deed, and negotiating the purchase with the bank holding the mortgage. The City Attorney indicated he had not examined the title for any other possible liens and recommended that the property be abandoned if a great amount of existing liens is found or a great amount of back taxes are owed. Administrative Assistant Hoffman pointed out that he would propose the HRA re -sell the property and keep it as a single family home in Brooklyn Center. There was a motion by Councilmember Lhotka and seconded by Councilmember Theis to authorize the staff to take action to protect the HRA's lien position, including purchase or through negotiation or auction. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion passed. 12 -17 -84 -1- ADJOURNMENT There was a motion by Commissioner Hawes and seconded by Commissioner Theis to adjourn the meeting. Voting in favor: Chairman Nyqui.st, Commissioners Lhotka, Hawes, and Theis. Voting against: none. The motion passed. The Brooklyn Center Housing and Redevelopment Authority adjourned at 11:40 p.m. Chairman 12 -17 -84 -2- �.A Member introduced the following resolution and moved its adoption: RESOLUTION NO. RESOLUTION DESIGNATING DEPOSITORIES OF HRA FUNDS BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn Center, Minnesota (HRA) that the First Brookdale State Bank be and is hereby designated as the depository for the funds of the Housing and Redevelopment Authority of Brooklyn Center, Minnesota. BE IT FURTHER RESOLVED that the following named banks are hereby designated additional depositories to be used for investment purposes: First National Bank of Minneapolis F &M Marquette National Bank of Minneapolis Northwestern National Bank of Minneapolis First National Bank of St. Paul American National Bank of St. Paul Fidelity Bank and Trust Company Summit State Bank Camden Northwestern State Bank First Federal Savings & Loan Association Midwest Federal Savings & Loan Association Twin City Federal Savings & Loan Association The Executive Director is authorized to deposit HRA funds in the named depositories to the extent that repayment is guaranteed by the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurance Corporation and such additional funds not to exceed the amount of 900 of collateral pledged to the HRA, and approved by the HRA, by said depository. BE IT FURTHER RESOLVED that the persons authorized by the HRA to act for the HRA in any of its business with the depository are any persons holding office from time to time as Executive Director and City Treasurer. All checks drawn upon an account of the HRA shall be signed by both of the above designated persons. BE IT FURTHER RESOLVED that the E: -,ecutive Director is Gerald G. Splinter and the City Trcasurer is Paul W. Holmlund. RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received one (1) application from an eligible individual to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the �aor}_ is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $8,250. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: 1. The Brooklyn Center Housing and Redevelopment Authority does approve the one (1) housing rehabilitation grant application as recommended by the staff. 2. That the work be performed as recommended in the confidential memorandum dated January 9, 1985, and that the applicant be directed to obtain the necessary bids for staff review and approval. 3. The project shall not exceed the grant limits of $8,250 per house. MEMORANDUM TO: Gerald G. Splinter, City Manager FROM: Brad Hoffman, Administrative Assistant DATE: January 9, 1985 SUBJECT: HRA Rehab Grants The following rehab grant application is recommended for HRA approval. The information contained in this memo is private and not available to the general public. A. Connie Blanchette, 4821 Twin Lake Avenue North. The following work is recommended: Basement: 1. Install handrail on basement stairway. 2. Remove carpet on stairway. If condition warrants recarpet. If condition does not warrant recarpeting, refinish with paint or varnish. 3. Patch hole in concrete floor. 4. Prohibit cold air infiltration through wall at bottom of the stairway. 5• Evaluate condition of oil burner and B.T.U. output in relation to house size and heat loss. Consider installation of a setback thermostat to save energy during unoccupied hours. Also, consider extension of the ductwork system if necessary for more comfort and adjustment of duct dampers. 6. Install cold water shutoff valve at water heater inlet supply pipe and verify the provision of a temperature - pressure relief valve. 7. Replace pull chain on light fixture above clothes washer. 8. Check insulation in crawl spaces and provide vapor barriers as required (under living room addition and possibly under parts of kitchen). 9. Check foundations and footings under living room addition (old porch) and sagging condition betwen existing dining room and living room (cracked walls and ceiling) and stabilize sagging condition. Bathroom: 10. Complete wall, floor and ceiling work not completed during remodeling. 11. Reinstall cavity door into track. 12. Provide wall outlet (G.F.I. type only, if required.) 13. Reglaze and weatherseal window. 14. Remove existing lavatory and rehang new model furnished by owner. 15. Regrout bathtub to wall. Kitchen: 16. Refinish floor with underlay and good quality floor cover. 17. Repair leaking sink faucet. 18. Weatherseal door into kitchen. 19. Repair broken door frame and broken glass. Living room: 20. Seal and repaint ceiling stained by water leak. 21. Recarpet unfinished floor area. 22. Repair, if possible, damaged door jam and weatherseal door to keep tight. 23. Replace missing heat register in floor. 24. Repaint walls as needed. Dining room: 25. Replace missing storm window. 26. Provide three (3) additional wall outlets or sufficient amount to meet code. Bedroom Corridor: 27. Provide electrically operated smoke detector. Dwelling Exterior: 28. Check wall insulation thickness and insulate where necessary. (Verify with Building Inspector) 29. Provide ventilation of soffit areas where possible, especially on living room addition (old porch). 30. Replace missing siding on north wall. 31. Check roof leak in living room addition and replace roof if necessary - remainder of dwelling has recently been reroofed per owner. 32. Tuck point morter joint on brick chimney. 33• Recaulk all windows as required. 34. Replace missing storm on north window. 35. Provide rain trough over entrance of side door. 36. Provide handrail on side door stairs.
