1983 meeting.

RESOLUTION DFSIGNATING DEPOSITORIES OF HRA FUNDS
The motion f_or the adoption of the foregoing resolution was duly seconded by member
Gene I1 and upon vote being taken thereon, the following voted in favor
thereof: Dean r7yqui st, Gene Thotka, Celia Scott, Dill Hawes, and Rich Theis; and
the following voted against the same: none, whereupon said resolution eras declared
duly passed and adopted.

The Brooklyn Center Housing and Redevelopment Authority adjourned at 9:22 p.m.

Member introduced the following resolution and moved its

HRA RESOLUTION NO.
RESOLUTION APPROVING SEVEN (7) BROOKLYN CENTER
HOUSING REHABILITATION GRANTS
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has
established a Home Rehabilitation Grant Program to assist low and moderate income
individuals in the maintenance and repair of their homes; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has
received seven (7) applications from an eligible individual to receive grant
assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined that
the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant applications are
estimated at $57,750.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment Authority that:
1. The Brooklyn Center Housing and Redevelopment Authority does approve
the seven (7) housing rehabilitation grant applications as
recommended by the staff.
2. That the work be performed as recommended in the confidential
memorandum dated January 17 and January 31, 1984, and that the
applicants be directed to obtain the necessary bids for staff review
and approval.
3. The project shall not exceed the grant limits of $8,250 per house.

MEMORANDUM

SUBJECT: HRA Grant Applications
The following grant applications are recommended for HRA approval. The
information contained in this memo is private and not available to the general
public.
1. Bruce McNamara, 6730 Regent Avenue North. The following work
is recommended:
a. Reweatherstrip rear entry door.
b. Replace front erO-ry door with exterior type, with new
hardware. Install owners dead bolt lockset. Paint or
stain as needed.
c. Replace front storm door with good quality enamel finished
type. Reweatherztrip as needed.
d. Remove all loose putty from exterior windows and reglaze
as needed.
e. Replace all existing storm windows with good quality
aluminum combination storm and screens, enamel finish
(owner's choice of color), double hung type.
f. Repair basement stair hand rail.
g. Repair kitchen ceiling were previously damaged by water
with sheetrock. prepare for owner to repaint ceiling as
desired.
h. Remove all plant-41C wall tile around tub. Repair sheetrock
as needed in all'.'bathrocm walls. Replace with water resistant
type minimum 12" high around tub. Replace with ceramic tile
walls full height around tub and approximately 5 foot high
wainscoat balance of wall area. (Owner to repaint walls
above wainscoat as desired).
i. Reinsulate walls: with blown in cellulose, fibre glass, or
mineral wool.
j. Reinsulate attic with blown in cellulose, fiber glass, or
mineral wool to approximately R -38 to R -40. Install vent
chutes between eTery rafter where accessible
k. Install 8 new soffit vents (4 front & 4 rear) . Install one
new roof vent on front gable and replace one roof vent which
appears to have been damaged.
1. Reinsulate rim joist to full thickness of block wall.
m. Provide screens for two permanent openings to crawl space
for proper ventilation to basement. Requires removing
one basement window and install screen that opening.

1. n. Replace rotted fascia boards on garage with redwood or cedar.
(Owner to repaint)
o. Plumbing items: Replace cracked sink in bathroom. Reuse
existing vanity if possible. Correct water closet to set on
floor instead of plywood shim. Correct head from moving.
Block or affix as needed in wall. Revise waste line in kitchen
sink to drop linne down thru cabinet instead of in wall to
avoid freezing,. Install outside spigot and inside valve where
previously capped off in front. Repair leaking outside spigot
on rear. Replace water heater with 40 gallon energy efficient
type.
p. Heating items: Replace furnace with forced air, energy efficient
type (85% or greater). Replace flue and rain cap.
q. Electrical items: Install circuit breakers in existing 100 amp
service. Correct short in 220 circuit for wall A /C. Install
2 electric smoke detectors (1 in basement and 1 on 1st floor).
Install G.F.I. outlet in bathroom.
2. Arthur .Foster, 5323 :Irving Avenue North. The following work is
• recommended:
a. Replace vinyl weatherstrip front and rear door thresholds.
b. Install chair rail (molding) above wainscoat in kitchen.
Renail loose paneling as needed.
c. Replace front and rear storm doors with enameled finish,
good quality doors. Reweatherstrip if needed.
d. Reinsulate attic with blown in fibre glass or mineral wool
to R -38 to R -40. Install new vent chutes every rafter where
accessible.
e. Install storms and screens on basement windows where missing.
May use aluminum glider type.
f. Install 8 soffit vents (2 each side of house).
g. Replace 2 roof vents with 2 turbine type vents.
h. Repair or replace basement floor drain to meet code. Present
drain missing water ball back trap.
i. Install combustion air to furnace to return air duct.
j. Install 2 heat ducts off existing runs to basement rec room.
Install between Boor joist with ceiling type registers which
can be opened and closed.
k. Repair rear concrete step by adding approximately 3" to 4"
topping over platform and step and approximately 6" on each side
to bear on foundation already provided. Scarify existing concrete
or other satisfactory means of achieving good bond. Reinforce
with rebars (4" to � ") to strengthen topping. (May need to
remove a small ;section of walk to accomplish, and replace as needed).
3. Jean Livingston, 6561 Noble Avenue North. The following work is
recommended.
a. Reweatherstrip front door or adjust door for tighter fit as
needed.
b. Replace rear storm door with good quality aluminun enamel finish.
c. Replace rear entry door with new door, paint and stain as needed
.to match existing. Adjust weatherstripping as needed. Replace
metal weatherstrip on threshold with vinyl type.

3. d. Repair broken storm window in front bed room.
e. Reinsulate exterior wails with blown in cellulouse, fibre
glass, or mineral wool.
f. Reinsulate attic to R -38. Install vent chutes between
every rafter where possible.
g. Add 6 soffit vents around house (2 front, 2 rear and 1 on each
end) .
h. Add 2 roof vents, turbine type.
i. Insulate rim joist where accessible.
j. Repair bed room light switch.
k. Install electric smoke detector in basement and 1st floor.
1. Plumbing items: Repair kitchen sink faucet from leaking.
Repair both upper bath ;cater closets from running. Replace
inner parts as needed.
4. James Menzel, 2900 Nash Road. The following work is recommended:
a. Reweatherstrip front door as needed and adjust door for proper
fit. Replace steel interlock on threshold with vinyl type
weatherstrip.
b. Do same thing for rear entry door as #1 above.
c. Replace rear entry storm door with good quality aluminun enamel
finish. Weatherstrip as needed.
d. Replace existing casement windows - operable units only. (fixed
units to remain) New units to be insulated glass if possible,
or reuse existing storms. Varify with Anderson Window Co.
Total 24 operable units. Finish paint and stain to match
existing as best possible. Reuse existing screens.
e. Reinsulate foundation with 2" x 4 x 4' aggregate faced, rigid
insulation panels, around exterior foundation, except to omit
at rear concrete patio area. Panels to extend from top of block
foundation wall to below grade as far as 4 foot panel will project.
Attach panels to wall, caulk, seal, backfill, etc. per manufacturers
recommendations for installation.
f. Insulate rim joist in furnace room.
g. Install 8 soffit vents and 2 roof vents.
h. Cover access opening in garage fire wall.
i. Replace water heater with 40 gallon energy efficient type.
j. Repair boiler as needed - occassional gas smell and pilot
light going out often.
k. Electrical items: Repair wall outlet in living room, upper half
not working, also dimer switch above outlet not working. Replace
broken end piece on living room fluorescent. Repair recessed
ceiling light in bedroom - shorted out„ (varify for proper clearance
to combustible above fixture). Repair or replace 3 porcelain
fixtures, pull chain type, in furnace room. Repair recessed
lighting above rear patio - shorting out.
Robert Adams, 6718 Perry Avenue North. The following work is
recommended:
a. Replace front and rear doors, frames, hardware, and threshold.
Weatherstrip as needed, repaint or stain to match.
b. Replace front and rear storm doors with good quality aluminum
doors, enamel finish. Weatherstrip as needed.

c. Replace all window sash with vinyl or vinyl clad, double hung
insulated glass to fit in existing frames. Insulate around
existing frames, reusing existing trim moulding. Reinstall
existing combination stor;ns & screens.
d. Reinsulate walls with blown in fibre glass or mineral wool.
e. Install additional 6" of R-19 batt insulation in attic to
complete coverage of ceiling over existing mineral wool.
Install vent chutes between every rafter if possible. (It
will be necessary to remove enough mineral wool from eave
area to enable installation of vent cutes. Then replace
mineral wool and add the new Batts. Being sure entire attic
is covered with batts fitting tightly.) NOTE: Attic cannot
be used for storage without reducing full "R" value of insulation.
f. Reroof dwelling only over existing shingles. install metal
roof water diverters above each door, approximately 6 feet long each.
g. Install 8 additional soffit vents. Replace 2 roof vents with
turbine type vents.
h. Revent dryer to exterior wall thru cabinet.
i. Repair hole in kitchen wall where dryer vent is removed, and also
bulging in wall near ceiling above that area.
j. Repair kitchen ceiling where damaged by water as needed. (Owner
to repaint kitchen walls a nd ceiling.)
k. Repair living room ceiling where damaged by water and cracks in
joints or seams. Refinish ceiling with spray texturing.
1. Repair cracks in living room wall (corner) and water damage to
walls. (Owner to repaint living room walls.)
m. Remove existing water damaged sheetrock and plastic tile in
bathroom. Retile walls with ceramic full height around tub and
approximately 41 to 5 foot high wainscoat balance of walls. (Owner
to repaint walls above wainscoat.)
n. Remove existing vinyl flooring in bathroom and install ceramic
the flooring.
o. Install new wall to separate furnace room from clothes closet,
sheetrock clothes closet side.
p. Install louvered door in hallway for furnace room. Door to be
fully louvered for total opening. No return air grill required
with louver door opening.
q. Heating items: Remove existing furnace recently installed by
owner, and turn furnace around with controls and front to face
hallway where new louvered door opening provided. Install
combustion air to closeted furnace room. Replace chimney flue
with Class B to code.
r. Plumbing items: Repair water closet from leaking at base - new seal.
Install permanent type sower head. Secure sink to vanity to keep
from moving. Replace water heater with 40 gallon, energy efficient
type.
s. Electrical items: Upgrade electrical service from 60 amp to 100 amp.
Install 4 additional outlets in kitchen on 20 amp circuit or per
code. Install 2 additional wall outlets in each bedroom and 2
in living room. (total 6) Install O.F.I. outlet in bathroom.
Install wall light fixture in bathroom where existing cabinet
fixture plugs into wall outlet. Repair any existing outlets
and switches which don't function properly. Install light
fixture (ceiling or wall, porcelains pull chain type) in furnace
room. Install outside light above or along side rear entry door.
Connect existing light switch on rear wall of kitchen to yard
light on garage. This switch now serving no function. Install
electric smoke detector in hallway.

6. Edmond;H.W. Thayer, 5030 North Lilac Drive. The following work
is recommended:
a. Repair broken windows, including storms.
b. Reglaze (putty) all windows, including storms.
c. Repair all screens as needed.
d. Repair all soffit and fascia, replacing all rotted materials.
Remove existing gutters and leavE off. (Owner to replace
gutters later if he detects a problem.)
e. Scrape all loose paint, trim, windows, storms, screens, and
walls. Repaint exterior trim, windows, storms, screens,
and siding, house and garage, one (1) coat to match existing
colors (except apply primer or 2 coats in area where needed
due to scraping).
f. Reroof house and detached garage over existing shingles.
Install splash shield on roof approximately 6 feet long
above rear entry door to divert water off entry stoop.
g. Repair living room wall below front windows at base board
heating. (Owner will paint repaired area.)
h. Repair bed room ceiling where paint is peeling. (owner
will repaint.)
i. Electrical items: Increase service from 70 amp to 100 amp.
Repair jerry - mandered wiring in basement ceiling where owner
has removed ceiling panels to gain access. Also shorted out
ceiling fixture. Review wiring elsewhere in basement for more
possible violations or deficiencies and correct as needed.
Install 2 electric smoke detectors - basement and lst floor.
j. Replace hot water boiler with new boiler. Relocate new boiler
to new area adjacent to existing and install new class B flue
through closet above, and provide proper separation at roof
from fireplace flues. Check entire heating system for possible
leaks. Remove and discard existing boiler.

1. Susan Skeie, 6223 Brooklyn Drive. The following work is recommended:
a. Re- weatherstrip front door and threshold. Replace steel
interlock type weatherstrip on threshold and door with
vinyl type.
b. Replace steel interlock type weatherstrip on threshold and
door of rear door with vinyl type.
c. Repair all broken windows in house and garage. (interior
and storms)
d. Repair and /or replace broken window latches and opening
push roods. Adjust all windows to open and close properly.
e. Remove and replace wet and rotting bathroom plywood
underlayment and sub -floor as needed and replace finished
floor with vinyl sheet.
f. Repair bathroom wall tile and sheetrock in area of tub
and sink where tile is loosening. Sheetrock wet in wall
from apparent plumbing leak.
g. Insulate rim joist in furnace room.
h. Reinsulate attic to R -38. Install vent chutes between
every rafter possible.
i. Install 8 soffit vents and 2 roof vents.
j. Reroof house (in spring) over existing shingles.
k. Insulate foundation from sill to below grade extent of
4 foot panels. Use 4x4 or 4x8 - 2" thick rigid insulation
panels with aggregate finish. Adhere to foundation and
install per manufacturers recommendation.
1. Plumbing items: Repair water leak in bathroom wall. Repair
water closet form running continuously.
m. Electrical items: Repair light switches at rear door, bathroom,
and lower level dining room wall. Replace faulty push button
type with lever type and cover plates. Replace bedroom
ceiling spots with new fixture, ($50.00 allowance maximum
fixture costs). Electrician to check motor on hot water heat
pump. Requires excessive oiling to avoid squeal. Repair or
replace as needed.
n. Provide fill to raise grade in front of dweling between garage
and front entry for good drainage away from area walls. Also
raise sidewalk slab to slope away from dwelling, approximately
1/2" to 3/4" slope on stoop.

Re: Approval of Plat of Howe, Inc., 2nd Addition
Dear Mr. Warren:
Howe, Inc. has presented for approval by the City of Brooklyn
Center, a Plat of i-iowe, Inc., 2nd Addition, which includes land
owned by the State of Minnesota but which is considered excess.
Arrangements had been made by Howe, Inc. to get releases from
previous owners to satisfy statutory language and an appropriate
release was obtained from Sipe and Gray Oil Company covering the
bulk of the tract to be conveyed. #
It has become impossible, however, to obtain a release from
Minneapolis Sewing Machine Inc., the previous owner of 1,240
square feet of the proposed plat.
Mr. Wally Swanson of the Minnesota Department of
Transportation has suggested that the former Minneapolis Sewing
Machine, Inc. laid be conveyed to the Brooklyn Centex Housing and
Redevelopment Authority who could, in turn, convey to Howe, Inc.
free of anv restrictive language in the deed. This conveyance to
Howe, Inc. would permit the final plat approval. t
I have discussed these matters with Richard Schieffer who
suggested that I mn�e this written proposal to you. We request
approval in the advance of the proposed conveyances by the State
of Minnesota to Brooklyn Center HRA and the Brooklyn Center HRA to
Howe, Inc. Wally Swanson has promised to get me a legal
description of the 1,240 square foot tract which lies entirely
within the already submitted Plat of Howe, Inc., 2nd Addition.
