APPROVAL OF MINUTES - JAN UARY 9, 1984 Th -ere wa a motion by Co,rsiissioner Scott and seconded by Commissioner Hawes to approve the minutes of the January 9, 1 984 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. Fig S"OLU`3 I ON ° 84 einb r G rae Lhoti,a__introduced the following resolution and moved its adoption: RESOLUTION APPROVING SEVEN (7) BROOKLYN CENTER HOUSING REHABILITATION GRANTS The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and upon vote being taken t'r±ereon, the following voted in favor~ thereof': Dean Ny. Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the sar;,e: none, whereupon said resolution was declared duly passed and adopted. REQUEST BY HO1 , INC. u CAP DTI`G CONVEYANCE OF LAND IN COIN JUNCTIONT WITH FINAL PLAT CW�'1 � AD - y - �I�e _t Attu "n ]y t_ht,La.t,L I.` L �, _ r,a in question was a small sliver of property left over from the expansion cf T.I. 152. lie explained that pert of the condemnation agreement with Hot-;e, Inc. was that any remnants left over would go to Howe, Inc. He pointed out State Statute requires that the land be offered first to the owner from which it was originally obtained. The original owner cannot be found and MN /DOT would like to convey the land back to Howe, Inc. through the City. The Cit Attorney explained that the City must acquire the property for a public purpose only or send it back to MN /DOT. However, he pointed out the HRA can release the land without sending it back to MN /DOT. He stated he would assume that Howe would agree to pay all fees associated with the land transfer. He explained the action required of the [IRA would be to approve the concept of land conveyance and the staff would then bring back the details for the conveyance at a later time. The City Manager stated that the staff has met with Mr. Leo Hanson and also talked to 2 -13 -84 -1- Mr. Fred Fournier at which time the land conveyance was discussed. He explained that Mr. Hanson's only concern was that the area be cleaned up and maintained. There was a motion by Coimmissioner Theis and seconded by Commissioner Hawes to approve the concept of the conveyance of land in conjunction with the final plat approval of Howe, Inc. Second Addition. Voting in favor: Chairman Nyquist, Cormmissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. ADJOURNMENT There was a motion by Connissioner Lhotka and seconded by Commissioner Hawes to adjourn the meeting. Voting in favor: Chairman Nyquist, Ccm�miissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion pas3ed unanimously. The Brooklyn Center Housing and Redevelopnent Authority adjourned at 8:40 p.m. Chairman 2-13-84 -2- Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING ONE (1) BROOKLYN CATER HOUSING REHABILITATION GRA WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Horne Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received one (1) application from an eligible individual to receive grant assistance; and r } WHEREAS an inspection t �'' b the ,.it of Brooklyn Y Y Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $8,250. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: { 1. The Brooklyn Center Housing and Redevelopment Authority does approve the one (1) housing rehabilitation grant application as recommended by the staff. 2. That the work be performed as recommended in the confidential memorandum dated February 21, 1984, and that the applicant be directed to obtain the necessary bids for staff review and approval. 3. The project shall not exceed the grant limits of $8,250 per house. Splinter, City Manager FROM: Brad Hoffman, Administrative Assistant DATE: February 21, 2984 SUBJECT: HRA Grant Application The following grant application is recrnded for 9RA approval. The infor mation contained in this memo is private and not available to the general public. 1. William Narey, 3019 Quarles Road. The following work is recommended: a. Existing kitchen flooring is cracked and chipped. Replace throughout kitchen and corridor to front door. b. Weather strip entrance and storm door. c. Weatherstrip kitchen windows (4 total) and provide new glass on cracked pane. Check for rot on window over sink. d. Repair stove exhaust vent. e. Replace front window in living room with energy efficient . window (check on ba7y window). f. Weatherstrip front do=. Rework storm door to --pen freely. Weatherstrip or rep g • y P lace. I- h. Provide permanent storm for light panel at front entrance. i. Weatherstrip batlircom .window and add inside storm. j. Weatherstrip and add inside storms on bedroom windows in upper level. (8 total.) k. Add egress window in basement bedroom. 1. Insulate rim joist area. M. Sheetrock basement bedroom and replace existing paneling. n. Replace existing furnace with new energy efficient type. o. Weather seal windows in basement. (5 total) p. Reinsulate attic to R -48 or R -50. q. Provide soffit and roof vents for proper ventilation. r. Repair damaged soffit on west side over door entrance. s. Insulate exterior walls. t. Reroof dwelling and garage.
