MINUTES OF THE PROCEEDINGS OF THE HOUSING AND
REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
SPECIAL SESSION
JUNE 25, 1984
CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session and
was called to order by Chairman Dean Nyquist at 10:00 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, and Bill Hawes.
Also present were HRA Director Gerald Splinter, Director of Planning & Inspection
Ron Warren, City Attorney Richard Schieffer, and Administrative Assistant Tom
Bublitz.
Chairman Nyquist noted that Commissioner Theis would be absent from this evening's
meeting.
APPROVAL OF MINUTES - JUNE 11, 1984
There was a motion by Commissioner Scott and seconded by Commissioner Hawes to
approve the minutes of the June 11, 1984 Brooklyn Center Housing and Redevelopment
Authority meeting as submitted. Voting in favor: Chairman Nyquist,
Commissioners Lhotka, Scott, and Hawes. Voting against: none. The motion
passed.
RESOLUTION Iv0. 84 -08
Member Gene Lhotka introduced the following resolution and moved its adoption:
RESOLUTION APPROVING TWO (2) BROOKLYN CENTER HOUSING REHABILITATION,GEANTS
The motion for the adoption of the foregoing resolution was duly seconded by member
Bill Hawes, and upon vote being taken thereon, the following voted in favor thereof:
Dean Nyquist, Gene Lhotka, Celia Scott, and Bill Hawes; and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted.
ADJOURNMENT
There was a motion by Commissioner Scott and seconded by Commissioner Hawes to
adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka,
Scott, and Hawes. Voting against: none. The motion passed. The Brooklyn
Center Housing and Redevelopment Authority adjourned at 10:02 p.m.

RESOLUTION APPROVING ONE (1) BROOKLYN CENTER
HOUSING REHABILITATION GRANT
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has established a Home Rehabilitation Grant Program to assist low and moderate
income individuals in the maintenance and repair of their homes; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has received one (1) application from an eligible individual to receive grant
assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined
that the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant application
is estimated at $8,250.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing
and Redevelopment Authority that:
1. The Brooklyn Center Housing and Redevelopment Authority does
approve the one (1) housing rehabilitation grant application
as recommended by the staff.
2. That the work be performed as recommended by the staff and
that the applicants be directed to obtain the necessary bids
for staff review and approval.
3. The project shall not exceed the grant limits of $8,250 per
house.

MEMORANDUM

SUBJECT: HRA Rehab Grants
The following rehab grant application is recommended for HRA approval. The
information contained in this memo is private and not available to the general
public.
A. Harold & Fern Anderson, 5301 Humboldt Avenue North. The
following work is recommended:
1. Replace rotted sills and window casings in basement.
Paint new units.
2. Remove loose and powdering concrete from basement foundation
walls. Trowel on coat of cement plaster thick enough
to reduce further deterioration.
3. Repair cracked foundation on exterior at s.w. corner.
4. Replace all storm windows with aluminum combinations,
enameled finish.
5. Replace all windows with double hung, vinyl clad, units
to fit existing frames. (No painting should be necessary
with these units).
6. Reroof house and garage. Tear off existing shingles on
house and repair or replace rotted roof boards (sheathing)
as needed. Reroof garage over existing shingles.
7. Install 2 roof vents on each gabled roof (1 each side),
total 6 vents. Replace or repair gable end vent screens
for good venting.
8. Enlarge access door to attic through 2nd floor bath room.
Reinsulate attic with minimum 6" batt type. Insulate
attic door.
9. Reinsulate front and rear porch ceilings blown in to
approximately 8 to 10 ". Install 2 side wall vents on
rear porch and 2 roof vents on front porch.
10. Reinsulate walls. Patch holes and restucco with color
tint to match existing as best as possible.
11. Repair cracked plaster wall in stairway 2nd floor. Cover
with gypsum board is satisfactory and repaint.
12. Remove plastic the wainscoat 2nd floor bathroom and replace
with ceramic tile. Repair wall as needed before tiling.
13. Adjust front and rear porch entry doors to close properly,
and reweatherstrip both doors for good fit.
14. Replace front storm door to match quality of rear storm
door, and weatherstrip properly.

15. Plumbing:
a. Replace faucets on bathroom sink
b. Remove old waste line in basement to ceptic tank and
patch hole
c. Remove coffee can cover on cleanout and replace with
proper cover
d. Install cover plate on floor drain. Raise or extend
drain to within 1" of floor elevation if possible
e. Replace hand sink with 1 compartment laundry tub
f. Replace water heater with 40 gallon, energy efficient
type
16. Electrical:
a. Repair shorted light switch in kitchen (3 way)
b. Install 2 electric smoke detectors (1 first floor
and 1 second floor top of stairs)
