Adjournment MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA S SESSION E I ON JUNE 11, 1984 CALL TO ORD The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 9:25 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, and Administrative Assistant Tom Bublitz. APPROVAL OF MINUTES - t 7, 1984 There was a motion by Commissioner Scott and seconded by Commissioner Lhotka to approve the minutes of the May 7, 1984 Brooklyn Center Housing and Redevelopment meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Lhotka, j Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. RESOLUTION NO. 84 -07 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION APPROVING THREE (3) BROOKLYN CENTER HOUSING REHABILITATION GRANTS The motion for the adoption of the foregoing resolution was duly seconded by member Gene Lhotka, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. ADJOURNMENT There was a motion by Commissioner Hawes and seconded by Commissioner Theis to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned at 9:27 p.m. Chairman Member introduced the following resolution and moved its adoption: BRA RESOLUTION NO. RESOLUTION APPROVING TWO (2) BROOKLYN CENTER HOUSING REHABILITATION GRANTS WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance repair of their homes; and WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received two (2) applications from an eligible individual to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $16,500. NaT, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: 1. The Brooklyn Center Housing and Redevelopment Authority does approve the two (2) housing rehabilitation grant applications as recommended by the staff. 2. That the work be performed as recommended in the confidential memorandum dated June 20, 1984, and that the applicant be directed to obtain the necessary bids for staff review and approval. 3. The project shall not exceed the grant limits of $8,250 per house. MEMORANDUM TO: Gerald G. Splinter, City Manager. FROM: Brad Hoffman, Administrative Assistant DATE: June 20, 1984 SUBJECT: HRA Rehab Grants The following rehab grant applications are recommended for HRA approval. The information contained in this memo is private and not available to the general public. j A. Charles Genosky, 5316 Dupont Avenue North. The following work is recommended: 1. Insulate rim joist where accessible. 2. Reinsulate attic to R -38 minimum blown in rock wool, cellulose, or fibre glass. Install vent chutes between every rafter where accessible. Insulate attic access door. Frame around opening with plywood to prevent spillage. 3. Install 14 soffit vents. Remove existing 22" or 3" round vents. 4. Reroof dwelling and garage. Tear off existing 2 layers of roofing on dwelling. Reroof over existing shingles on garage. 5. Reglaze (putty) all existing windows. 6. Replace front and rear entry doors. Paint or stain as needed. Replace with new locksets. Resue hinges. Reweather- strip both doors as needed. 7. Replace front and rear storm doors with enameled finish, good quality or heavy duty combination storm and screen doors. Weatherstrip as needed. 8. Scrape all loose paint on trim (doors, windows, soffits and fascia). Repaint all trim, color choice by owner. Replace any rotted soffit or fascia material. 9. Replace gutters and downspouts with aluminum or galvanized type, prefinished with enamel finish. 10. Replace forced air furnace with energy efficient, minimum 80%. Replace flue liner if needed. Reuse existing humidifer equipment and adapt to new furnace. 11. Replace water heater with 40 gallon capacity, energy saver type. 12. Install 2 electric type smoke detectors - 1st floor and basement. 13. Install. G.F.I. outlet in bathroom - 1st floor. B. Anna Duffy, 6402 Marlin Drive. The following work is recommended: 1. Reweatherstrip rear door. Replace steel threshold with vinyl. type. -2- 2. Replace front. and rear storm doors with heavy duty enamel finish aluminum combination doors. Weatherstrip storm doors as needed. 3. Re-insulate attic to R -38. Box access panel opening and insulate cover. Install vent chutes between every rafter where accessible. 4. Provide boxes over all recessed ceiling lights as required by electric code before insulating attic. 5. Repair test hole in closet where viewed for wall insulation. 6. Repair all broken windows and screens - basement. & 1st floor. 7. Scrape all loose putty on all windows and reglaze. 8. Scrape all loose paint on exterior trim, (house and garage) doors, windows, soffit and fascia, and repaint same color. Replace rotted fascia as needed. 9. Install 8 soffit vents (5 front, 3 rear) , and 2 roof vents. 10. Repair gable end louvers and re- screen as neended. 11. Repair light switches not functioning properly in kitchen and bathroom. (check all switches). 12. Install G.F.I. outlet in bathroom, 1st floor and basement. 13. Install electric smoke detector in lst floor and basement. 14. Electrician to identify circuits and properly lable panel box. 15. Replace furnace with forced air, energy efficient type, minimum 800.
