CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session
and was called to order_ by Chairman Dean Nyquist at 7:58 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill. Hawes, and
Rich Theis. Also present were HRA Director Gerald Splinter, Director of Finance
Paul Holmlund, Director of Planning & Inspection Ron Warren, City Attorney Richard
Schi_effer, and Administrative Assistant Tom Bublitz.
APPROVAL OF MINUTES - APRIL 9, 1984
There was a motion by Commissioner Scott and seconded by Commissioner Theis to
approve the minutes of the April 9, 1984 Brooklyn Center Housing and Redevelopment
Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners
Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously.
RESOLUTION NO. 84 -6
Member Rich Theis introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT
The motion for the adoption of the foregoing resolution was duly seconded by member
Bill Hawes, and upon vote being taken thereon, the following voted in favor thereof:
Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following
voted against the same: none, whereupon said resolution was declared duly passed
and adopted.
Councilmember Hawes asked whether or not there was any procedure set up to determine
whether persons receiving rehabilitation grants had received previous grants or
grants from other agencies. The HRA Director stated that he believed there was
a system set up in the Assessing Department to determine this but he would check
with Administrative Assistant Hoffman and report back to the Housing Authority.
ADJOURNMENT
There was a motion by Commissioner Hawes and seconded by Commissioner Theis to
adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka,
Scott, Hawes, and Theis. Voting against: none. `The motion passed unanimously.
The Brooklyn Center Housing and Redevelopment Authority adjourned at 8:00 p.m.

Member introduced the following resolution and
moved its adoption:
RESOLUTION NO.
RESOLUTION APPRC5VING 'THREE (3) BROOKLYN
CENTER HOUSING R 1 ,1 ABILITATION GRANTS
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has established a Home Rehabilitation Grant Program to assist low and moderate
income individuals in the maintenance and repair of their homes; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has received three (3) applications from eligible individuals to receive
grant assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined
that the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant applications
is estimated at $24,750.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment Authority that:
1. The Brooklyn Center Housing and Redevelopment Authority does
approve the three (3) housing rehabilitation grant applications
as recommended by the staff.
2. That the work be performed as recommended by the staff and
that the applicants be directed to obtain the necessary bids
for staff review and approval.
3. The project shall not exceed the grant limits of $8,250 per
house.

SUBJECT: HRA Rehab Grants
The following rehab grant application is recommended for HRA approval. The
information contained in this memo is private and not available to the general
public.
A. Janet Glasby, 6101. Colfax Avenue North. The following work is
recommended:
1. Replace gravity furnace with energy efficient forced air
furnace. Replace and reuse existing duct work as needed.
(Minimum 80% efficient acceptable.)
This is an addendum to original grant in 1983.
B. Willard MacDonald, 5025 Brooklyn Boulevard. The following
i work is recommended:
1. Insulate rim joist where accessible.
2. Insulate attic of dwelling and breezeway to R -38. Install
vent chutes between every rafter where accessible.
3. Insulate side walls with blown in cellulose, mineral wool,
or fibre glass.
4. Install 9 additional soffit vents on house and breezeway,
and 2 additional roof vents.
5. Install wood framing and sheetrock (2" minimum) firewall
in garage to separate attic from garage.
6. Weatherstrip both storm doors and wood doors in breezeway
(front and rear).
7. Install missing storm window in breezeway.
8. Replace furnace with energy efficient type of approximately
80 to 85% minimum efficiency. Replace chimney flue and
make weather tight at roof.
9. Replace water heater with 40 gallon energy efficient type.
10. Extend kitchen exhaust fan venting from attic through
the roof. Wrap the vent duct with insulation.
B. Lester Ellingson, 5654 Bryant. Avenue North. The following
work i.s recommended:
1. Insulate rim joist.
2. Insulate attic to R -38. Install vent chutes between every
rafter weere accessible. Insulate access panel.
3. Insulate side walls with blown in cellulose, mineral wool,
or fibre glass. Remove existing aluminum siding and replace
as needed.
4. Insta 8 additi ona 1 soffit vont:s .
5. Scrape loose paint on all trim (soffit, fascia, doors,

and windows) . Apply one coat of primer paint to all scraped

areas and cover all trim with aluminum, color to be selected
by owner. Caulk around all door_ and window frames before
covering with aluminum.
6. Reglaze (putty) all windows. Adjust all windows to open
and close properly.
7. Repair water damaged walls in bathroom. Remove plastic
wall the around tub and shower and replace with vinyl
tub surround. Reuse salvageable plastic tile from tub
area and repair loose or missing tile in balance of wall
areas.
8. Replace bathroom floor tile with vinyl sheet flooring.
Repair or replace any rotted subflooring as needed.
9. Re- wallpaper rear bedroom due to water staining from roof
leak. Will be necessary to paper all walls to match.
10. Repaint front bedroom walls. Seal water stained area before
painting.
11. Repair sliding closet doors and storage doors above closets
at front entry and both bedrooms. Install new glides,
tracks, etc as needed. If unable to repair adequately,
replace with new sliding or folding doors and paint to
match existing.
12. Replace front and rear entry doors and hardware. Paint
or stain as needed. Reweatherstrip as needed.
13. Replace front and rear storm doors with good quality,
heavy duty, prefinished white aluminum doors.
14. Build light weight box from 1/4" to 3/8" plywood cover
for window air conditioner unit. Insulate box good for
weather tight seal for winter.
15. Electrical Work:
a. Upgrade electrical service from 60 amp to 100 amp.
Correct wiring in basement, such as open connection
boxes, etc.
b. Correct circuitry for Air Conditioner's wall outlet.
c. Install G.F.I. outlet in bathroom.
d. Add one wall outlet in rear bedroom on wall where
no outlet exists.
e. Install electric smoke detector in bedroom hallway.
16. Mechanical Work:
a. Replace furnace with energy efficient type (minimum
800). Replace duct work as needed.
17. Plumbing Work:
a. Replace water heater with 40 gallon energy efficient
type.
b. Replace water closet hardware, anti - siphon ballcock.
c. Remove water closet for floor repairs and reinstall
same.
d. Install gss shut -off: valve for kitchen range.
18. Repair front entry steps and platform. Can leave existing
steps in place and pour concrete top (minimum 4 ") and
sides. Install Y' reinforcing rods both directions to
to tie total unit together_. Reuse existing handrails.
19. Replace sidewalk front to rear with minimum 24" walk.
