Adjournment MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY'OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION MARCH 12, 198+ CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 7:00 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Finance Paul Holmlund, Director of Planning & Inspection Ron Warren, City Engineer Jim Grube, City Attorney Richard Schieffer, and Administrative Assistant Tom Bublitz. INVOCATION The invocation was offered by Pastor Stanley Hunt of the Brookdale Covenant Church. APPROVAL OF MINUTES - FEBRUARY 27, 1984 There was a motion by Commissioner Scott and seconded by Commissioner Hawes to approve the minutes of the February 27, 1984 Brooklyn Center Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. PUBLIC HEARING REGARDING THE DISPOSITION OF PROPERTY BY THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY IN ACCORDA11 riITH MINNESOTA STATUTES, SECTIO N 462.525 OF THE MUNICIPAL HOUSING AND REDEVELOniIENT AUTHORITY ACT, MINNESOTA STATUTES, CHAPTER 762 . 111 ET . SEQ . The Director of Planning & Inspection explained that the public hearing this evening is being held to consider the conveyance of excess MN /DOT right -of -way to Howe, Inc. He reviewed a transparency of the proposed area for Commission members and pointed out the surplus right -of -way owned by MN /DOT. He then reviewed an approved site plan showing the use of the excess right -cf -way to serve for parking, landscaping, and access. He pointed out the excess right -of -way would not constitute an expansion of the Howe manufacturing operation. He explained the excess right -of- way is a 1 ,200 sq. ft. triangular portion of land proposed for conveyance from MN /DOT to the Brooklyn Center Housing and Redevelopment Authority and then to Howe, Inc Councilmember Lhotka questioned why it was appropriate for the HRA to convey the parcel to Howe, Inc. if there is a problem with the title. The City Attorney explained that MN /DOT does have clear title to the property but they cannot convey the parcel to Howe, Inc. because state statute requires that the right of first refusal be given to the original owners whom they cannot find. The City Attorney pointed out that MN /DOT has not yet sent the deed to the property to the Brooklyn Center HRA, and recommended to the Housing Authority that if the conveyance is approved it should be conditioned upon receipt of the deed from MN /DOT by the HRA. 3 -12 -84 -1- Mayor Nyquist opened the meeting for the purpose of a public hearing regarding the disposition of property by the Brooklyn Center Housing and Redevelopment Authority in accordance with Minnesota Statutes, Section 462.525 of the I'unicipal Housing and Redevelopment Authority Act, Minnesota Statutes, Chapter 462.411 et. seq. He inquired if there was anyone present who wished to speak at the public hearing. No one appeared to speak and he entertained a motion to close the public hearing. There was a motion by Commissioner Hawes and seconded by Commissioner Theis to close the public hearing. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. RESOLUTION NO. 84 -4 Member Gene Lhotka introduced the following resolution and moved its adoption with the stipulation that the approval of the resolution is conditioned upon receipt of the property deed from MN /DOT by the Brooklyn Center Housing and Redevelopment Authority: RESOLUTION AUTHORIZING THE ACQUISITION AND CONVEYANCE Or EXCESS MN /DOT RIGHT -OE- WAY TO HOWE, INC. The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. There was a motion by Commissioner Scott and seconded by Commissioner Hawes to authorize the Chairman and Executive Director to enter into an agreement regarding excess MN /DOT right -of -way adjacent property owned by Howe, Inc. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Lhotka and seconded by Commissioner Hawes to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned at 7:15 p.m. Chairman 3 -12 -84 -2- Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTIONI APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANT WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received one (1) application from an eligible individual to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $8,250. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: 1. The Brooklyn Center Housing and Redevelopment Authority does approve the one (1) housing rehabilitation grant application as recommended by the staff. i 2. That the work be performed as recommended in the confidential memorandum dated April 6, 1984, and that the applicant be directed to obtain the necessary bids for staff review and approval. 3. The project shall not exceed the grant limits of $8,250 per house. Splinter, City Manager FROM: Brad Hoffman, Administrative Assistant DATE: April 6, 1984 SUBJECT: HRA Grant Application The following grant application is recommended for HRA approval. The infor- mation contained in this memo is private and not available to the general public. A. June Cooley, 6918 Regent Avenue North. The following work is recommended: 1. Repair inoperable garage door to open and close properly. 2. Weatherseal all existing windows. Repair or replace damaged storm windows. Replace basement broken window and provide missing storms and screens. 3. Replace rear concrete steps. 4. Replace roof. 5. Repaint peeled and chipped soffit and fascia trim and all exterior surfaces. 6. Replace missing wall tile in bathroom. 7. Repair or replace damaged floor tile around water closet. 8. Repair or replace damaged floor the in kitchen. 9. Certify existing 100 amp service box for frayed wiring. Add circuit breakers or blanks and reinstall front cover. 10. Replace lavatory faucets and P.O. plug. 11. Repair leak at kitchen sink - replace faucet if required, repair water damaged cabinet floor if required. 12. Correct massive corrisive condition on water heater supply piping by installing dielectric connection. 13. Examine thickness of exterior wall insulation and insulate to meet state code requirement. 14. Install storm door on rear entrance and weather strip both front and rear storm doors. 15. Repair kitchen exhaust ventilator or install new exhaust system and vent through roof to outside air. 16. Install product of. combustion detector in area of sleeping rooms. 17. Replace door handle on basement door. NOTE: Energy Resources has insulated the roof, basement foundation walls, interior insulation of rim joist, weather stripping of interior entrance doors and has provided exhaust ventilation in bathroom.
