CALL TO ORDER

was called to order by Chairman Dean hyquist at 11:04 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich
Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy
Knapp, Director of Finance Paul Holsrlund, Director of Planning 8, Inspection Ron
Warren, City Attorney Richard Schieffer, Assistant City Engineer Jim Grube, and
Administrative Assistant Brad Hoffman.
APPROVAL OF NIT UTES - JUNIE 13, 1983
There was a motion by Commissioner Scott and seconded by Commissioner Lhotka to
approve the minutes of the June 13, 1983 Housing and Redevelopment Authority meeting
as submitted. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott,
Hawes, and Theis. Voting against: none. The motion passed unanimously.
RFSOLUTIO111 NO. 83-16
Member Scott introduced the following resolution and moved its adoption:
RESOLUTION APPROVING TWO (2) BROOKLYIT CENTER HOUSING REHABILITATION GRANTS
The motion for the adoption of the foregoing resolution was duly seconded by member
Gene Lhotka, and upon vote being taken thereon, the following voted in favor
thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and
the followdng voted against the same: none, whereupon said resolution was declared
duly psssed and adopted.
ADJOUREDTITT
There was a motion by Commissioner Theis and seconded by Commissioner Lhotka to
adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka,
Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously.
The Brooklyn Center Housing and Redevelopment Authority adjourned at 11:15 p.m.

moved its adoption:

RESOLUTION APPROVING THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT
AUTHORITY BUDGET FOR THE YEAR 1984 PURSUANT TO MSA CHAPTER 462.545,
SUBDIVISION 6
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has
considered the attached budget and finds that this budget is necessary for the
operation of the Brooklyn Center Housing and Redevelopment Authority during the
year 1984; and
WHEREAS, the Housing and Redevelopment Authority of the City of Brooklyn
Center understands that pursuant to MSA 462.545, Subdivision 6, its budget must
be approved before a special tax may be levied; and
WHEREAS, the governing body of the City of Brooklyn Center, by consent
resolution, must approve and authorize the levy for the Housing and Redevelopment
Authority which would be imposed as a special tax upon all property, both real
and personal, within the taxing district of the City of Brooklyn Center:
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority
for the City of Brooklyn Center that the attached budget of the Housing and
Redevelopment Authority for said City is hereby approved.
BE IT FURTHER RESOLVED that a copy of this resolution, together with the
attached budget, be submitted to the City Council of the City of Brooklyn Center
together with a consent resolution for adoption by the City Council of the City
of Brooklyn Center authorizing the le of s pecial tax for the purpose of

MSA 462.411 through 462.711, upon all property, both real and personal, within
said City.
Passed by the Housing and Redevelopment Authority of the City of
Brooklyn Center this 3rd day of October 1983.

HRA RESOLUTION NO.
RESOLUTION ESTABLISHING THE TAX LEVY FOR THE BROOKLYN CENTER
HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1984
BE IT RESOLVED by the Housing and Redevelopment Authority of the
City of Brooklyn Center as follows:
Section 1: That there be and hereby is levied a one -third mill levy
for the year 1984 on all taxable property, real and personal, situated
within the corporate limits of the City of Brooklyn Center and not
exempted b the Constitution of the State of Minnesota or the valid

laws of the State of Minnesota, for the purposes of establishing an
HRA Fund and conducting the operation of an HRA pursuant to the provisions
of MSA 462.411 through 462.711.
Section 2: That the consent resolution by the City Council of the
City of Brooklyn Center to this special tax for the operation of the
Housing and Redevelopment Authority is attached to this resolution
and made part of it.
Section 3: That said tax rate and levy be certified to the County
Auditor of Hennepin County on or before October 10, 1983.
