Member introduced the following resolution and
moved its adoption:
RESOLUTION N0.
RESOLUTION APPROVING TWO (2) BROOKLYN CENTER HOUSING
REHABILITATION GRANTS
WHEREAS, the Brooklyn Center Housing & Redevelopment Authority has
established a Home Rehabilitation Grant Program to assist low and moderate
income individuals in the maintenance and repair of their homes; and
WHEREAS, the Brooklyn Center Housing & Redevelopment Authority has
received two (2) applications from an eligible individual to receive grant
assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined
that the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant applications are
estimated at $16,500.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing &
Redevelopment Authority that:
1. The Brooklyn Center Housing & Redevelopment Authority does
approve the two (2) housing rehabilitation grant applications
as recommended by the staff.
2. That the work be performed as recommended in the confidential
memorandum dated July 20, 1983, and that the applicants be
directed to obtain the necessary bids for staff review and
approval.
3. The project shall not exceed the grant limits of $8,250 per
house.

MEMORANDUM

SUBJECT: HRA Grant Applications
The following grant applications are recommended for HRA approval. The information
contained in this memo is private and not available to the general public.
NOTE: This is a second grant. Owner has attitude a grant will be available every
five years to provide continuous maintenance of her home and major appliances.
1. Brigita Duffy, 4207 63rd Avenue North. The following work is recommended:
a. Sand refinish exterior doors (front & rear). Refinish inside
surface with varnish and paint exterior surface.
b. Replace rear storm
door to match.front storm door.
c. Replace broken storm windows in kitchen and basement window.
d. Repair cracked plaster in kitchen ceiling and repaint ceiling.
Provide sealer over area where water damaged due to roof leak
before repainting.
e. Provide sealer over area where water damaged ceiling due to
roof leaks in living room as needed, and repaint living room ceiling.
f. Repair roof from leaking. Install caulking or roofing cement
around roof jacks as needed.'
g. Repair metal drip edge on rear roof where joints have separated.
h. Scrap and renail fascia boards and repaint fascia.
i. Replace kitchen flooring with sheet vinyl.
j. Remove old caulking and recaulk around bath tub. Recement loose
ceramic wall tiles as needed.
k. Replace bath tub faucet.
1. Replace water heater with 40 gallon.
M. Unplug sewer line from house, clean out to street.
n. Install electric smoke detector on first floor in lieu of battery type.
o. Remove caulking at front step and sidewalk. Fill void under steps
i with sand and fill crack with cement grout.

2. Joseph Maassen, 5318 Northport Drive. The following work is recommended:
a. Add missing fascia and trim board or metal drip edge to rear porch roof.
b. Knock opening in basement wall in laundry room for venting and access
to crawl space under porch, (approximately 24" x 24 "). Close up 1"
pipe vents in exterior foundation walls. Screen new opening.
c. Insulate between floor joist of porch, also apply 2" insulation board
to foundation walls of crawl space. Place 4 mill poly vapor barrier
on floor of crawl space.
d. Provide heat duct to porch room.
e. Provide combustion air to furnace room.
f. Reinsulate walls with blown -in cellulose.(owner will paint stucco
patches to match house).
g. Reinsulate attic to approximately R -38 dwelling and rear porch.
h. Install 4 roof vents on main dwelling roof, and 2 roof vents on
rear porch roof.
i. Adjust front storm door and weatherstrip for tighter fit.
j. Replace water heater with 40 gallon capacity type.
k. Install 100 amp service.
1. Install two electric smoke detectors. (basement & first floor).
m. Install G.F.I. outlet in bathroom.
n. Repair 3 plate switch in kitchen as needed. (one switch not working).

Dear Mr. Roen:
Traffic..counts have been completed at the intersection of 69th
Ave. North and France Ave. North. Based on the results of the
counts, City staff has determined that according to Minnesota
Department of Transportation specifications, - additions of either
a four -way stop or a traffic signal are not warranted. Therefore,
at-this time no action can be taken by City staff.

RE: Tennis Court Construction at Lions Park
At your request, the following status report on the completion of the Lions Park
tennis court is offered. The staff met with Tennis West Ltd., the general contractor,
on July 15th regarding the condition of the subgrade material provided. It was
agreed that two small "soft spots" were observed on the court area, said locations
containing from 0 to 2 inches of aggregate base over the granular fill material
(4 inches of aggregate were required by our specifications). Since two contractors
have worked on the court improvement project (one for soil correction and aggregate
base placement and the subcontractor for the present contractor) it could not be
determined how the problem developed at the two locations.
In order to reach an equitable solution to the problem, the staff has offered to
pay the contractor for import and placement of up to 235 tons of aggregate base
(at $8.50 per ton) over the site to insure that at least 4 inches of material will
be present. The Contractor accepted the offer on July 18th and is scheduled to
resume operations on July 25th.

from Brooklyn Center setback ordinances for construction of an 11 -unit apartment
building. We feel that granting of such variances to allow the building to be located
only 34 feet from County Road 10 (Bass Lake Road) instead of 60 feet as required by
ordinance, and only /O feet from the rear property line, instead of 40 feet as required by
ordinance, would be detrimental to the public welfare and to our neighborhood because:
(1) It is likely that children will occupy some or all of the eleven
two - bedroom units. There is no area for children to play on the
site, and they will seek out open areas on our neighboring properties
and surrounding streets and driveways in which to play. This would
constitute a safety hazard as well as disturbing our use and
enjoyment of our properties.
(2) We are concerned for the safety of the occupants of the proposed
building and of occupants of Twin Lake North Apartments, because
the eight -foot rear setback would provide both an opportunity for
fire to spread between adjoining structures, and insufficient space in
which to combat a fire at the rear of the proposed building.
(3) The proposed building and paved parking areas would occupy almost
the entire site, contrary to our neighboring properties which utilize
large areas of trees and open green spaces. The proposed develop-
ment would therefore not be in keeping with the character of the
rest of the neighborhood and would have a detrimental effect on our
property values.
We respectfully submit these objections and ask that the Brooklyn Center City
Council take whatever action they feel is appropriate to address our concerns.
