CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session and
was called to order by Chairman Dean Nyquist at 9:01 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Gene Tuhotka, Celia Scott, Bill Hawes, and Rich
Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy
Knapp, Director of Finance Pail Holm_lund, Director of Planning & Inspection Ron
I-arren, City Attorney Richard Schieffer, and Administrative Assistants Brad
Hoffman and Tom Bublitz.
APPROVAL OF MINUTES - OCTO 26, 1983
There was a, motion by Commissioner Scott and seconded by Commissioner Theis to
approve the minutes of the October 26, 1983 Brooklyn Center Housing and
Redevelopment Authority meeting as submitted. Voting in favor: Chairman
Nyquist, Commissioners Scott, Hawes, and Theis. Voting against: none. The
motion passed. Cozmrissi.oner L otka abstained from the vote as he was not present at
the October 26, 1983 meeting.
RESOLUTION NO. 83--20

RESOLUTION REQUESTING THE CITY COUNCIL TO ISSUE GENERAL OBLIGATION
TAX INCREMENT BONDS AND AUTHORIZING THE EXECUTION OF A TAX
INCREMENT AGPLEMENT FOR A 110USI111G DEVELOPMENT PROJECT IN THE CITY
OF BROOKLY CENTER
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has
approved a certain Housing Development Project and Housing Tax Increment Financing
District (TIF District) described in that certain document: entitled "The Brooklyn
Center Housing and Redevelopment Authority Housing Development Project Plan and
Tax Increment Financing Plan for Brutger Proposal" (the Plan) on file with the
City Clerk and incorporated herein by reference (Project), and has, by appropriate
action, established the TIF District, applied to the City Council for approval
of the Project and related Tax Increment Financing Plan (Plan); and
WHEREAS, the Authority wishes to request that the City Council of the
City of Brooklyn Center issue General Obligation Tax Increment Bonds for the
financing of development costs of the Project, all as described in the Project
and Plan heretofore approved by the City Council; and
WHEREAS, the Authority has reviewed and considered a proposed Tax
Increment Financing Agreement, a copy of which is attached hereto as Exhibit 1,
hereby incorporated herein by reference; and
WHEREAS, the Authority wishes to provide for the execution and delivery
of the Tax Increment Financing Agreement and to secure the issuance of bonds by
the City Council;
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority
of Brooklyn Center, Minnesota, as follows:
1. The City Council of the City of Brooklyn Center_ is hereby requested
to issue its General Obligation Tax Increment Bonds of 1983 for purposes of
financing development costs of the Project as described above.
2. The City Council is further requested to authorize the execution
of the attached Tax Increment Agreement.
3. The Chairman and Executive Director of the Authority are hereby
authorized and directed to execute and deliver the attached Tax Increment
Agreement to the City Council.

HOUSING DEVELOP-,ENT PROJECT
TAX INCREMENT AGREEMENT
THIS AGREEMENT, made and entered into this 21st day of
November, 1983, by and between the City of Brooklyn Center,
Minnesota, a municipal corporation organized and existing
under and by virtue of this charter and the Laws of the
State of Minnesota (the City) and the Housing and Redevelopment
Authority of the City of Brooklyn Center, Minnesota, public
body corporate and politic formed and existing under the
Laws of the United States of America and the State of Minnesota
(the Authority).
WITNESSETH:
WHEREAS, the Authority has approved a certain Housing
Development Project and Housing Tax Increment Financing
District (TIF District) described in that certain document
entitled "The Brooklyn Center Housing and Redevelopment
Authority Housing Development Project Plan and Tax Increment
Financing Plan for Brutger Proposal" on file with the City
Clerk and incorporated herein by reference (Project), and
has, by appropriate action, established the TIF District,
applied to the City Council for approval of the Project and
related Tax Increment Financing Plan (Plan); and
WHEREAS, the City has by resolution adopted April 11,
1983 duly approved the Project, the Plan, and the TIF District;
and
WHEREAS, Minnesota Statutes, Section 273.77 authorizes
and requires tax increment agreements between the Authority
and the City prior to the issuance of general obligations by
the City to finance Project costs;
NOW, THEREFORE, in consideration of the mutual covenants
and agreements hereinafter contained, it is hereby agreed by
and between the parties hereto as follows:
1. The Authority hereby expressly pledges that all
tax increment payments made to the Authority by the Hennepin
County Auditor (Director of Property Taxation) from the
Project Area and all revenues from land within the Project
Area, while owned by the Authority, shall be pledged and
assigned to the City, for the purpose of paying principal
of, interest on and redemption premium, if any, of any and
all bonds of the City which may hereafter be issued by the
City for the financing of public development costs in the
Project Area, provided, however, that so much of such

tax increments and revenues as are needed by the Authority
to reimburse the Zl.uthority for its expenditures for public
development costs of the Project (as identified in the
Housing Development Project Plan for the Project Area) may
be retained by the Authority.
2. The City expressly agrees that it will from time
to time and at the request of the Authority issue its General
Obligation Bonds in separate series of bonds to finance
public development costs in the Project Area, but the decision
-to issue such bonds shall remain with the City Council.
3. The City hereby acknowledges the request of the
Authority by its resolution of Noveinber 21, 1983, to authorize
and issue General Obligation Tax Increment Bonds to finance
the public development costs identified therein, and agrees
that it will authorize and issue such Bonds.
4. All series of bonds issued pursuant to this Agreement
shall be on a parity one with the other, and the tax increment
and other revenues pledged hereby shall be used solely for
the purposes specified in this Agreement.
5. The parties hereto do hereby mutually agree that
it is the express intent and purpose of this Agreement to
utilize the provisions of Minnesota Statutes, Sections
273.71 to 273.78, to finance the public housing development
costs in the Project Area described in the Plan, and, subject
to the provisions of Minnesota Statutes, Section 273.75,
that all tax increments received with respect to the Project
Area shall be segregated by the Authority in a special
account on its official books until the public development
costs of the Project, including interest on all money borrowed
therefor, has been fully paid, and the City has been fully
reimbursed from the tax increments or revenues from lands
within the Project Area for all principal and interest on
General Obligation Bonds which the City has issued in aid of
the Project Area, or which it has paid from taxes levied on
other property within the City's corporate limits.
IN WITNESS WHEREOF, the parties hereto have caused this
Agreement to be executed the day and year first above written.

I, the undersigned, being the duly qualified and acting
Executive Director of the Housing and Redevelopment Authority
of Brooklyn Center, Minnesota, do hereby certify that I have
carefully compared the attached and foregoing Extract of
Minutes of Meeting of the Brooklyn Center Housing and Redevelopment
Authority held on Monday, November 21, 1983, with the original
thereof on file in my office and the same is a full, true
and complete transcript therefrom insofar as the same relates
to the Tax Increment Financing Agreement between the Housing
and Redevelopment Authority and the City of Brooklyn Center
and the issuance and sale of $930,000 General Obligation Tax
Increment Bonds of 1983, of the City.
WITNESS My hand as Executive Director and the corporate
seal of the Housing and Redevelopment Authority this 21st

RESOLUTION APPROVING FOUR (4) BROOKLYN CENTER HOUSING
REIIAB:CLITATION. GRANTS
WHEREAS, the Brooklyn Center Mousing and Redevelopment Authority has
established a Home Rehabilitation Grant Program to assist low and moderate
income individuals in the maintenance and repair of their homes; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has
received four (4) applications from an eligible individual to receive grant
assistance; and
WHEREAS, an inspection by the City of Brooklyn Center has determined
that the work is necessary and appropriate under the Brooklyn Center Housing
Rehabilitation Grant Program; and
WHEREAS, the estimated cost of the proposed grant applications are
estimated at $33,000.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment Authority that:
1. The Brooklyn Center. Housing and Redevelopment Authority does
approve the four (4) housing rehabilitation grant applications
as recommended by the staff.
2. That the work be performed as recommended in the confidential
memorandum dated November 17, 1983, and that the applicants be
directed to obtain the necessary bids for staff review and
approval.
3. The project shall not exceed the grant limits of $8,250 per
house.

MEMORANDUM
TO: Gerald G. Splinter, City Manager

DATE: November 17, 1983
SUBJECT: HRA Grant Applications
The following grant applications are recommended for HRA approval. The
information contained in this memo is private and not available to the general
public.
1. Jeffery & Lyn McCarty, 5731 Emerson Avenue North. The
following work is recommended:
a. Replace both front and rear doors. Re- weatherstrip as
needed. Reuse existing hardware if possible. Paint or
stain.
b. Repair and adjust all windows to operate properly with
good weather tight fit. Remove inside trim around
windows, insulate around frames, and replace existing
trim.
c. Replace large 3 section living room window with energy
efficient unit which has openable windows for ventilation.
New window unit may be narrower than existing, which may
require remodeling as needed to reduce size of opening.
Provide storms and screens as needed for new unit.
d. Replace all storm windows with aluminun combinations,
enamel finish, good quality (color choice by owner).
e. Install styrofoam vent chutes in attic between all.rafters
where possible for positive air flow over existing insulation.
f. Reinsulate attic with approximately 2" to 4" cellulose blown
in over existing batts (enough to fill all voids between batts
and against vent chutes).
g. Build box for minimum 12" clearance above and around recessed
ceiling light fixtures and insulate box. Also insulate
exhaust vent pipes in attic.
h. Insulate rim joist where accessible.
i. Reinsulate walls with blown in cellulose from exterior.
Remove and replace shakes as needed.
j. Patch hole in closet where insulation test was made.
k. Repair garage front wall and install owners trackage and
spring for O.H. door.
1. Electrical work: Remove hot line in basement for abandoned
electric range. Disconnect electric service to abandoned
well pump. Repair short in kitchen light switch or fixture.
Repair short in kitchen exhaust fan - may need to replace fan.
Replace inoperable electric ceiling heater in bathroom with
an exhaust fan. Correct wiring, switches, outlets, and open
boxes in basement. Install owners ceiling and wall fixutre in
basement. Install G.F.I. outlet in bathroom. Install 2 electric
smoke detectors, 1 on each floor.

2. Lillian Althoff, 6610 Colfax Avenue North. The following work
is recommended:
a. Install vinyl weatherstrip on rear door threshold. All
other weatherstripping OK.
b. Install basement window with screen in abandoned coal chute
opening. Window to be openable.
C. Caulk around doors and windows. Also small openings in trim
where bees are gaining access to attic.
d. Replace storm and screen door on access to deck over porch roof.
e. Flash and seal around chimney flue to stop chimney leaking.
f. Reroof porch roof. Remove existing roofing and replace rotted
roof sheathing as needed. Build up roof approximately 1" to
1-Y" at house and slope down to rear of porch roof for positive
drainage before reroofing.
g. Repair and secure railing around porch roof as needed.
h. Repair and paint kitchen ceiling as needed after repairs to
roof are completed.
i. Electric: Repair or replace basement light fixture now shorted
out. Install 1 electric smoke detector first floor. Install.
light on pull chain in well pit.
j. Plumbing: Replumb existing well for 1 outside spigot for lawn
use with freezeless type.
3. Steven Melek, 5619 Knox Avenue North. The following work
is recommended:
a. Weatherstrip and adjust rear door to close properly. Weatherstrip
between french doors as best as possible for weather resistant
closure. Repair frame as needed. Insulate around frame.
b. Replace front door, reusing existing hardware if possible.
Repair frame as needed and insulate around frame. Paint or
stain door as needed.
c. Replace front and rear storm doors with aluminum combination
storms and screens, enamel finish, good quality type.
d. Replace all windows with new double hung units. Insulate
around all frames. Paint or stain as needed_
e. Install new aluminun combination storm and screens, enamel finish,
good quality, all windows.
f. Remove existing shingles on dwelling roof. Replace and repair all
roof sheathing as needed. Repair gable end roof extension with
necessary bracing, etc. to support required snow loads. It is
acceptable to reduce the length of roof extension from 3 feet to
1 foot if structurally and economically more feasible to do so.
Also remove and leave off 3 foot canopy over rear door and
reconstruct to match soffit overhang.
g. Replace all rotted soffit boards and fascia boards. Repaint as
needed to match existing.
h. Reroof dwelling and garage. ( Reroof garage over existing shingles.)
i. Install ten (10) additional soffit vents. (Attic vent chutes to be
installed by N.S.P. contractor who has already reinsulated attic
without installing same.)

j. Insulate foundation (exposed slat above grade and to depth
of approximately 18" below grade, total 24 ") using aggregate
faced insulation board 2" thick.
k. Replace furnace with energy efficient type, providing required
combustion air direct from exterior.
1. Reside and cover all trim with aluminun siding (color choice
by owner). (Does not include detached garage. Owner to paint
garage.)
M. ALTERNATE: Give alternate quote to reside with masonite or
other hardboard side, including painting of siding and trim.
n. Plumbing Work: Replace water heater with energy efficient type,
40 gallon capacity. Replumb as needed to utilize water heater/
furnace room to best advantage and accessability. Repair leaking
waste trap in bathroom.
o. Electrical work: Increase service from 60 amp to 100 amp.
Correct all existing wall outlets to be flush with interior
finish and install cover plates. Add 4 wall outlets in kitchen
on 20 amp circuit. Add 2 wall outlets in master bedroom. Add
2 wall outlets in 2nd bedroom. Add G.F.I. outlet in bathroom.
Repair bathroom light fixture. Repair rear entry light fixture.
Repair kitchen ceiling light fixture. Install electric smoke
detector.
4. Deanna Kimble, 6440 HLLmboldt Avenue North. The following work is
recommended:
a. Repair one broken window in basement.
b. Reroof house and attached garage over existing shingles.
c. Scrape loose paint on all trim. Repaint house, garage and
trim. Replace badly cracked siding on garage.
d. Replace rotted sheetrock around tub with water resistant type
as needed. Replace ceramic tile around tub as needed. Caulk
around tub and at floor.
e. Remove rotted flooring and floor covering in bathroom as
needed and replace with new vinyl sheet flooring (owners
choice of color) .
f. Build access panel. in closet wall behind bath tub where hole
in wall exists.
g. Seal kitchen and living room ceilings where water stained to
prevent bleeding through and repaint both ceilings.
h. Adjust springs on O. H. garage door to operate properly.
Repair trim on O. H. door.
i. Repair walk door on rear of garage (may need new door).
j. Plumbing work: Repair water leak at bath tub. Repair
leaking valve for water closet. Repair laundry tub faucets
from leaking.
k. Electrical work: Install electric smoke detector main floor.
