Minnesota Statutes, Section 462.525 of the Municipal Housing and
Redevelopment Authority Act, Minnesota Statutes, Chapter 462.411
et. seq.
-The HRA convened the public hearing on February 28, 1983, March 14,
1983, and continued the hearing to this evening.
5. Resolution Setting Fair Market Value for Condemnation
-This resolution provides for the quick taking of the remaining land
for the elderly housing project. x

SUBJECT: Senior Housing Projects -
Two actions will be needed by the Council and HRA Monday night.
First, the HRA has before them a resolution setting just compensation for various
parcels under condemnation. The compensation reflects the value'established by
our appraiser. By passing the resolution, the HRA will go quick take on the
property and have control of the sight by April 4th. The money for compensation
of the property will be deposited with the Court at the start of the hearings
(April 20th). The hearing will establish final compensation.
By pursuing this avenue, site work should be started by mid April assuming we
can stay on schedule.
Second, the Council will be asked to authorized the use of the City's investment
fund to provide interim financing for the project. After all of the City's
costs have been established (land acquisition, utilities and so forth) a bond
issue will replace the City's interim financing. The investment fund will be
charging the FiRA a 10.4 percent interest "rate for the use of those funds.
We will be prepared to discuss this matter in greater detail Monday night.

RE SOLUT ION NO.
RESOLUTION ESTABLISHING JUST COMPENSATION FOR THE ACQUISITION
OF CERTAIN INTERESTS IN REAL ESTATE
BE IT RESOLVED by the Housing and Redevelopment. Authority in and for
the City of Brooklyn Center as follows:
1. The Authority has previously undertaken the redevelopment
of a certain area in the City of Brooklyn Center, herein -
after the "project area" all in accordance with the require-
ments of Minnesota Statutes, Chapter 462.
2. The Authority has previously authorized the acquisition of
certain interests in the lands located within the project
area including acquisition by the exercise of eminent domain
and the use of the procedures authorized by Minnesota Statutes,
Section 117.042.
3. The Authority has caused appraisals of the affected properties
to be made, has carefully considered them and believes the
work of such appraisers to have been performed in a 'competent
manner and in accordance with applicable law.' Such appraisals
are approved and just compensation for the following described
acquisitions is established as follows:
a. Parcel 5 (as described in CD -1778, Hennepin County
District Court):
Interest acquired: Fee simple absolute.
Just compensation: $13,860
b_ Parcel 6 (as described in CD- 1778, Hennepin County
District Court)
Interested acquired: Fee simple absolute
Just compensation: $22,220
c. Parcel 7 "(as described in CD -1778, Hennepin County
District Court)
Interest acquired: Fee simple absolute
Just compensation: 13,860
d. Parcel 9 (as described in CD -1778, Hennepin County
District Court):
Interest acquired: Fee simple absolute
Just compensation. $5,280
