HomeMy WebLinkAbout1955 12-14 CCM Regular Session Minutes of the proceedings of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota, including all accounts audited by said Council December 14,,1955 The Village Council met in regular session and was called to order by Arthur Paulson, Mayor, at 8 :25 P.M. The following members were present: Arthur Paulson, Wayne Gageby, Glen Sonnenberg and H. R. Jones. Allen Lindman was absent. The minutes of the meetings of November 23, November 29 and December 7 were read and approved. Member Wayne Gageby introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR PUBLIC HEARING ON A PROPOSED IMPROVEMENT WHEREAS, a petition of property owners has been filed in the office of the village clerk for the construction of a proposed improvement consisting of the following: Construction of a secondary sanitary sewer interceptor line to serve the area bounded as follows: On the west by the village limits; On the north by the village limits; On the east by a line 300 feet east of and parallel to Highway #152; On the south by the extension of 67th Avenue North. j WHEREAS, the village engineer has made a preliminary report advising that said proposed improvement is feasible and that it can be constructed at an estimated cost of $61,800.00., NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The council proposed to proceed under authority granted by Chapter 398, Laws of Minnesota, 1953. 2. A public hearing on the proposed improvement shall be held at the Village Hall in the village on Wednesday, the 11th day of January, 1956, at 8 :00 o'clock P.M., and the clerk shall publish notice of the time and place of hearing by two weeks publication in the official newspaper of the village. 3. The,area proposed to be assessed for said improvement is as follows: All lots and parcels of land within the area bounded as follows On the north by the village limits; On the west by the village limits; On the south by 67th Avenue North or extension thereof On the east by Palmer Lake ar}d Shingle Creek The motion for the adoption of the foregoing resolution was duly seconded by member H. R. Jones, and upon vote being taken thereon the following voted in favor thereof: Arthur Paulson, Wayne Gageby, Glen Sonnenberg and H. R. Jones; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted. The Mayor announced that the Council was met to receive, open and consider bids for one automatic electric rotary calculator. The Clerk presented an affidavit showing publication of advertisement for bids in the official newspaper, which affidavit was examined and found to be in accordance with law and ordered placed on file. One bid was submitted, to -wit, Friden Calculating Machine Co., Inc. 54 After due consideration of said bid, member Glen Sonnenberg introduced the following resolution: BE IT RESOLVED b the Village Council Y g of the Village of Brooklyn Center, Minnesota, that the bid of Friden Calculating Machine Co., Inc., 2329 University Avenue, St. Paul 14, Minn., for One Friden Model SW10 Automatic Electric Rotary Calculator, 10 Column, as to specifications, is hereby found, determined and declared to be a favorable bid and is hereby accepted. The Clerk is directed to retain the check of said bidder. _The Village is not to be liable for any taxes on said machine. The motion for the adoption of the foregoing.resolution was duly _seconded by member Wayne Gageby, and upon vote being taken thereon the following voted in favor thereof: Arthur Paulson, Glen Sonnenberg, Wayne Gageby and H. R. Jones; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Wayne Gageby and seconded by Glen Sonnenberg to uphold the recommendation of the Planning commission and approve special permit to Marvin H. Nelson and Alexander Sutherland to construct and operate a bowling alley at Highways 100 and 169 (6357 N. Lilac Drive). Motion carried. Motion made by Wayne Gageby and seconded by H. R. Jones to uphold the recommendation of the Planning Commission to approve the sale of two 100 foot frontage lots at 55th and Osseo Road by Arden Burquest to George Olson under metes and bounds description, said property being more fully described as follows: Tract D, Registered Land Survey No. 40 North 100 feet of Lots 34 and 35, Auditor's Subdivision 216 Motion carried. Motion made by H. R. Jones and seconded by Wayne Gageby to release street bond of Pearson Brothers on Pearson's Northport 2nd Addition, upon the opinion handed down by the Village Attorney. Motion carried. Motion made by Glen Sonnenberg and seconded by H. R. Jones to establish a Payroll Fund, using the controls and procedures set up by Hanley, Zimmerman & Moen, to be effective January 1, 1956, the amount to be transferred to this fund to be established later. Motion carried. Motion made by H. R. Jones and seconded by Wayne Gageby to rescind action of the Council authorizing purchase of broom attachment for Fordson tractor. Motion carried. Motion made by Glen Sonnenberg and seconded by H. R. Jones that because of unusual adverse weather conditions and because it has been impossible to purchase a broom for less than $500.00, it is determined that a broom is needed immediately and an emergency exists; therefore the Village is authorized to purchase a broom from the Anoka Farm Store, Anoka, at a cost of $660.00. Motion carried. Member Wayne Gageby introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR PUBLIC HEARING ON A PROPOSED IMPROVEMENT WHEREAS, a petition of property owners has been filed in the office of the village clerk for the construction of a proposed improvement consisting of the following: Construction of sanitary sewer laterals on proposed France, Grimes and Halifax Avenues North from 69th to 73rd Avenue WHEREAS, the village engineer has made a preliminary report advising that said proposed.improvement is feasible and that it can be constructed at an estimated cost of $55,000.00., NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village 55 of Brooklyn Center, Minnesota, as follows: 1. The foregoing motion was duly seconded by Wayne Gageby, and all members present voting in favor thereof, the motion was carried, it being understood that said VA Resolution is not to be released until an additional bond in the amount of $1280.00 is posted. Motion made by H. R. Jones and seconded by Glen Sonnenberg to purchase window shades for the Village office. Motion carried. Motion made by Glen Sonnenberg and seconded.. by H. R.
