The Village Council met in regular session and was called to order
by William N. Super, Mayor, at 7:10 P.M.
The following members were present: William N. Su W,, Allen Lindaan,
Clifford Wellman, Wayne Gageby and R. R. Jones.
The minutes of the regular meeting of January 25 and t4w q*cial
meetings of January 28 and February 1 were read and approved.
Motion made by Wayne Gageby and seconded by Allen U to accept
plans for Northbrook Shopping Center with the stipulation that b4fore permit
is issued, final plans are inspected and an agreement made regarding time
cement work on 57th Avenue, North from building to curb, tree planting
blacktoppng on Logan Avenue, building to curb. Motion carried.

its adoption:

The motion for the adoption of the foregoing resolution was duly segoode
by member Clifford Wellman, and upon vote being taken thereon, all the
members present voted in favor thereof, whereupon said resolution was

Motion made by Wayne Gageby and bonded by Clifford Wellman
to compensate Kenneth Dull in the amount of $400.00. Motion carried.
Motion made by I. R. Jones and seconded by Allen Lindman to
purchase an addressograph machine with attachments. Motion carried.

until further study by the Council or until after the Council decides
w4ether to have a Village referendum. Motion carried.
Motion made by Allen Lindae►n and seconded by Clifford Wellman
to 4phold the recommendation of the Planning Cammeission and approve special
permit to Rees - Thomson- Scroggins, Inc. to construct two buildings on
property zoned industrial at France Avenue North and Highway 100. Motion
carried.
Motion made by H R. Songs and seconded by Clifford Wellman to
uphold the reeomoaendation of the Planning omission and appreve the sale
by K. A. Nngstrom to C. H. Gunderson of the wesly portion of the South
107 1/2 feet of the North 970 feet of Lots 34 and 35 Auditor's
Subdivision No.,216, by metes and bounds description. Motion carried.
Notion made by Wayne Glageby and seconded by Allen Lindban to
uphold the recommendation of the Planning Commission and approve the
proposed plat submitted by Hipp's Construction Co., subject to all the
restrictions of the Platting Ordinance, and proposed Park Area to be deeded
to the Village of Brooklyn Center as Lot 12, Block 1, and not as Park Area.
Motion carried.
Notion made by Allen Lindman and seconded by Clifford Wellman
to uphold the recomendation of the Planning Ccmmdrdsi.on and approve special
permit to Janssen Realty to build a tract office, said office at no time
to be placed an lots facing Fremont Avenue, and permit to be granted for one
year. Motion amerried
Notion made by Wa r GageW sand seconded by Clifford Well0ft to
uphold the reconan+dation of the Planning Commission and approve proposed
Plat of Pearson's NorthViort 4th Addition submitted by Pearson Bros.,
subject to all the restrictions of the Platting Ordinance, with the
stipulation that Pearson Bros. clear title to the Land lying in Halifax
Avenue before the final plat is accepted. Notion carried.
Motion made by R. R. Janes and seconded by Wayne O*Vby to uphold
the recomendation of the PlamIng Commission and contract for aerial maps
of the entire Village. Motion carried.

suer laterals on France Avenue North, 69ft Avenue to 73rd
Avenue; 72nd Avenue, France to Grime Avenue North; Grtmes
Avenue, 71st to 73rd Avenues., by publication at least once
in the official eAvepaper and in the Construction Bulletin,
the date of first publication not less than three (3) weeks
prior to than darter -ftv receipt of bids. Said notice shall
state that no bids will be considered unless sealed and filed
and accompanied by a cash deposit, bid bond, cashier's check
or certified check payable to the Clerk in the amount of not
less than five per cent (5%) of the bid.

by member Allen Lindman, and upon vote being taken thereon the following
voted in favor thereof: William N. Super, R. R. Jones, Allen Lindman,
Wayne Gageby and Clifford Wellman; and the following voted against the
same: None; whereupon said resolution was declared duly passed and adopted.
Member Wayne Gageby introduced the following resolution and
moved its adoption:

Construction of sanitary sewer laterals on Orchard Avenue
North from 67th to 69th Avenues, hereafter designated

2. The Clerk is herewith directed to advertim for bids

by Chapter 398, Laws of Minnesota, 1953•
2. A public hearing on the proposed improvement shall be
held at the Village Hall in the village on Tuesday, the 6th clay
of March, 1956, at 8 :00 o'clock P.M., and the clerk shall publish
notice of the time and place of hearing by two weeks publication
in the official newspaper of the village.

Member Allen Lindmen introduced the following resolution and
moved its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON A PROPOSED IMPROVEMENT
WHEREAS, a petition of property ors has been filed in the
office of the village clerk for the construction of ; a proposed
improvement consisting of the following:
Construction of sanitary sewer laterals on Orchard
Avenue North from 67th to 69th Avenues.
WXMMS, the village engineer -has made a preliminary report
advising taat said pr%ased improvement is feasible and that it

NOW, TRB, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, as follows:
I. The council proposes to proceed under authority
granted by Chapter 398, Lays of Minnesota, 1953•
2. A public hearing on the proposed improvemeeht shall be hold
at the Village Hall in the village on Tuesday., the 6th day of

Wellman and H. R. Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
Motion made by Wayne Gageby and seconded by Allen Lindlkn to accept
petition for oil stabilizing Oak Street, to be included in street oiling
Plans for 1956. Motion carried.
Motion made by Clifford Wellman and seconded by H. R. Jones to
accept the final plat of Bobendrier's 2nd Addition, subject to all the
restrictions of the Platting Ordinance, bond to be posted, and the Mayor
and Clerk authorized to sign the sear. Motion carried.
Motion made by Allen Liman and seconded by Wayne Gageby to accept
the petition for the vacation of a portico of Morgan Avenue North described
as follows:
All that part of Morgan Avenue North lying between the North
line of 57th Avenue North as the same now exists and a line
30 feet South of the southerly line of the right of way of
Trunk Highway No. 100
Public hearing was set for March 13, 1956, and the Village Attorney was
` Instructed to publish the same. Motion carried.
Motion cede by H. R. Jones and seconded by Allen Lindman to hold
a Village wide referendum oti "On -Sale" 3.2 'Deer establishments in the
Village of Brooklyn Center, also a referendum authorizing the Village of
Brooklyw ftnter to go into the business of selling water, said referendums
to be bold at the time of the regular Presidential Primary Election on
March 20, 1956. Motion carried.
The 1411s set forth on the schedule attached to these minutes and
made a part WOW entitled "The Bills Audited and Ordered Paid at the
Meeting of ftbruwy 14, 1956" were audited and ordered paid.
